రాజోళిలో ఇప్పుడు మగ్గాల శబ్దాలు ఆగిపోయాయి. నేతన్నల హృదయాలు పగిలిపోయాయి. ప్రపంచానికి బట్టలందించే నేతన్నలు నేడు దాతలందించిన పాత బట్టలు మూటల్లో వెతుక్కొని కొలతలు చేసుకొని వేసుకుంటున్నారు. ఎవరేమైనా బయటి నుంచి ఏదైనా ఇస్తారేమోనని రచ్చకట్ట దగ్గర వచ్చిపోయే వాహనాల వెంబడి ఆశగా ఎదురు చూస్తూ రోజులు గడుపుతున్నారు.

పాలమూరు జిల్లాలో చేనేతకు పెట్టింది పేరు గద్వాల చీరలు, అలాగే నారాయణపేట చీరలు. ఈ రెండు ప్రాంతాలకు జిల్లాలోని ఇతర ప్రాంతాలలో దాదాపు 50 కిలోమీటర్ల పరిధిలో ఈ చీరలను నేస్తున్న గ్రామాలు ఉన్నాయి. ముఖ్యంగా ఈ నేత పనిని ఈ జిల్లాలో పద్మశాలి, కుర్ణిసాలి, పట్టు సాలీలు అలాగే ఇతర కూలీలైన కత్రిలు, ముస్లింలు చేస్తున్నారు. ఈ గద్వాల చేనేత క్లస్టర్‌లో చేనేతకు ప్రాముఖ్యమున్న గ్రామం రాజోళి. తుంగభద్ర నది తీరంలో ఉన్న ఈ గ్రామం దాదాపు 50 శాతంపైగా కుటుంబాలు చేనేతపై జీవిస్తున్నాయి. గత పదిహేనేళ్ల క్రితం వరకు కాటన్‌ దుప్పట్లు, లుంగీలు, తువ్వా లు, పంచెలకు పెట్టింది పేరు. ‘రాజోళి బట్టలు’ అనే బ్రాండ్‌ పేరుతో వీరి వ్యాపారం సాగుతుండేది.

కాని మారుతున్న కాలంతో పాటు నేత బట్టకు ఉన్న డిమాండ్‌ పడిపోవడం వల్ల వీరు గద్వాల్‌ పట్టు చీరలు నేయడం మొదలుపెట్టారు. అదృష్టం బాగుండి మార్కెట్‌ ఉండడం వల్ల వీళ్ళంతా ఈ నేత పనిచేస్తూ జీవనం సాఫీగా సాగిస్తుండే వారు. గత 5-6 సంవత్సరాల నుంచి వారి పిల్లలను పై చదువులకు పంపిస్తున్నారు. జీవితం కంకర రోడ్డుపై వెళుతున్న ఎడ్ల బండిలాగా సాగుతుండేది. దసరా సరదాగా ఉన్నంతలో పండగ చేసుకున్న సంతోషాన్ని, భవిష్యత్తు కలలను గంగమ్మ ఒక్క పెట్టున ఉప్పొంగి కళ్ళ ముందే గ్రామాన్ని నీట ముంచింది.

బతుకులను ప్రశ్నార్థకంగా మార్చింది. తుంగభద్ర నది పొంగి పొర్లింది. సంకేసు ల డ్యాం నిండి గేట్లు తెరుచుకోలేక హోస్పే ట్‌ నుంచి వచ్చిన వరద నీరు బయటికి పంపలేక నిర్దాక్షిణ్యంగా తన ఒడిలో సేద తీరుతున్న రాజోళి గ్రామాన్ని క్షమించండంటూ ముంచెత్తేసింది. ప్రాణ నష్టం అంతగా లేకున్నా డ్యాం తెగి ఊరుమీద పడ్డ తుంగభద్ర తన మన పేద ధనిక వర్గ వర్ణ కుల విభేదాలు లేకుండా అందరిని సమానంగా చూసింది. ఫలితం గూడు చెదిరింది. మగ్గం విరిగింది. ఆధారమైన దారం తెగింది. భవిష్యత్తు ఆగమ్య గోచరంగా మారింది.

నిన్నటి వరకు బతుకు జీవుడా అన్న చందాన ఉన్న జీవితాలు నేడు కకావికలమై గుట్టకొకరు, గట్టుకొకరు, చెట్టు నీడ కొకరు అందిన సామాన్లు తీసుకొని బయలు దేరారు. రాజోళిలో ఇప్పుడు మగ్గాల శబ్దాలు ఆగిపోయాయి. నేతన్నల హృదయాలు పగిలిపోయాయి. ప్రపంచానికి బట్టలందించే నేతన్నలు నేడు దాతలందించిన పాత బట్ట లు మూటల్లో వెతుక్కొని కొలతలు చేసుకొని వేసుకుంటున్నారు. ఎవరేమైనా బయటి నుంచి ఏదైనా ఇస్తారేమోనని రచ్చకట్ట దగ్గర వచ్చిపోయే వాహనాల వెంబడి ఆశగా ఎదురు చూస్తూ రోజులు గడుపుతున్నారు.

ఇంటి పరిస్థితి చూస్తే పగిలిపోతుంది. జీవనం అందించిన మగ్గం నిర్జీవంగా బురదలో కూరుకొనిపోయింది. కూలిన మిద్దెలు కాలిన కడుపులు కళ్ళలో సుళ్లు తిరుగుతున్న నీళ్లు ఇవన్ని చూసి చూసి మన సు నిబ్బరపరుచుకున్నారు. ఇప్పుడిప్పుడే తేరుకుంటున్నారు. అటు ఇటు తిరుగుతున్నారు. చాలా మంది వస్తున్నారు. వారికి తోచిన సహాయం ఇచ్చి వెళుతున్నారు. ఊరు జాతరను తలపిస్తుంది. జాతర వెనుక నరక యాతన దాగి ఉంది. ఈ గ్రామంలో దాదాపు 1200 పైచిలుకు కుటుంబాలు నేతపై ఆధారపడి ఉన్నాయి. వీరి సంవత్సర ఆదాయము 36 వేల నుంచి 40 వేల రూపాయలు సిల్క్‌ నేసే వారికి, 24 వేల నుంచి 30 వేల రూపాయల వర కు కాటన్‌ నేసే వారికి వస్తుండే ది.

ఒక ఇంట్లో ఇద్దరు భార్య, భర్త కష్టపడితే ఒక మగ్గానికి వచ్చే ఆదాయం. వీరికి ఇదే జీవనోపాధి. అన్ని చోట్ల ఉన్నట్టు వీరికి ఇది ఒక్కటే జీవనోపాధి. వ్యవసాయం కాని ఇతర ఉపాధి మార్గాలు శూన్యం అని చెప్పవచ్చు. దీనికి తోడు వీరికి పెట్టుబడి, మార్కెట్‌ ఒక పెద్ద సమస్యలు. ఈ సమస్యలను అదునుగా చేసుకుని వీరిలో నుంచే కొంత ఆర్థిక పరిస్థితి మెరుగ్గా ఉన్న వ్యక్తులు మధ్య వర్తులుగా మారి కొంత మందికి మాల్‌ ఇచ్చి నేయించుకుంటారు. ఈ మధ్య వ్యక్తుల్లో రెండు రకాలు. కొంత మంది నేరుగా మార్కెట్‌ చేస్తే ఇంకొందరు హోల్‌సేల్‌కు షాపులకు అందిస్తుంటారు.

నేత కార్మికులను చూస్తే కొంత వారి సొంత మగ్గాలు ఉండి షావుకారితో మాల్‌ తెచ్చుకొని అతనికే ఇవ్వడం దానికి అతనికి చీరకు కొంత ముట్ట చెబుతుంటారు. రెండవ రకం మగ్గాలు వారి సొంతం కావు ఎవరైతే మధ్యవర్తి ఉంటా రో అతనే మగ్గాలు పెట్టి కూలి నేతన్నతో నేయిస్తుంటారు. అంటే కూలి నేతన్న. మూడవ రకం నేతన్న మగ్గం. మాల్‌ సొంతంగా ఉండి నేరు గా షాప్‌కు గాని లేదా మధ్యవర్తికి గాని ఇస్తుంటారు. వీరు కొంచెం మేలుగా జీవిస్తుంటారు. వీరిలో ఉన్న నైపుణ్యాలను పెట్టుబడిని బట్టి వారు పై నాలుగు రకాలుగా విడగొట్టవచ్చు.

ఒకటి కూలి నేతన్న. రెండు మధ్యవర్తులకు నేసే వారు. మూడవిది సొంతంగా చేసేవారు. నాలుగు మాస్టర్‌ వీవర్స్‌ (వ్యాపారం చేసేవారు). వరద తాకిడికి కూలిన మగ్గాల సంఖ్య దాదాపు 2000లకు పై చిలుకే ఉంటుంది. జిల్లా నుంచి అధికారులు గ్రామానికి వెళ్ళి దాదా పు 13 కోట్ల రూపాయల నష్టంగా అంచనా వేశారు. ఇందులో మగ్గా లు, వాటిపై ఉన్న మాల్‌ (12 నుంచి 15 వేల రూపాయలు మగ్గానికి, 9నుంచి 10 వేల రూపాయలు మాల్‌కు) సహకార సంఘంలో ఉన్న సరుకులు కలిపి అంచనా వేయడం జరిగింది. తాత్కాలికంగా రకరకాల రిలీఫ్‌ మెటీరియల్‌తో ఆదుకోవడం జరుగుతుంది. దీంతో పాటు దీర్ఘకాలికంగా శాశ్వతమైన నష్ట నివారణ చర్యలు చేపట్టాల్సిన అవసరముంది.

రాజోళి నేతన్నలు ఇప్పుడు సర్వస్వం కోల్పోయారు. ఇల్లు కట్టుకోవడానికి చాలా సమయం పట్టవచ్చు. కాబట్టి ప్రస్తుతానికి తాత్కాలిక షెడ్లు కల్పించి మగ్గాలు వాటిపైకి మాల్‌ అందిస్తే నేత వేసుకొంటారు. శాశ్వతమైన పునరావాసం వైపు వారిని తీసుకెళ్ళవచ్చు. ప్రభుత్వం వీరిని ఆదుకోవడానికి యుద్ధప్రాతిపదికన వీరికి తాత్కాలిక షెడ్లు కల్పిస్తూ మగ్గాలు ఇవ్వాలి. మగ్గాలపై మాల్‌ కొనుగోలు కు రుణసదుపాయం కల్పించడం, వీరికి కనీ సం మూడు నెలలకు సరిపడే రేషన్‌ ఇవ్వాలి. శాశ్వత ప్రణాళికలో భాగంగా ఇల్లు, వర్క్‌ షెడ్‌ నిర్మాణం చేపట్టాలి. చేనేతపై పని చేస్తున్న ఇతర సంస్థలతో కలిసి సంపూర్ణమైన శాశ్వత పునరావాసం, జీవనోపాదులను మెరుగుపరిచే ప్రణాళికలు తయారు చేయడం.ప్రభుత్వం/ఇతర సంస్థలు రాజోళి చేనేతకు విస్తృత ప్రచారం కల్పించడం.

రకరకాలైన ప్రభుత్వ/ప్రైవేట్‌ సంస్థలు స్వచ్ఛంద సంస్థలు సమన్వయం చేసుకొని సంపూర్ణ ప్రణాళిక ఎవరెవరు ఏం సహాయం చేయగలరన్నది జిల్లా స్థాయిలో నిర్ణయం తీసుకోవాలి. ‘మూలుగుతున్న నక్కపై తాటికాయ పడ్డట్టు’ దీన స్థితుల్లో ఉన్న నేతన్నలు వరదలలో మునిగి ఉన్నారు. అందరు వారి శాశ్వత పరిష్కారాల గురించి ఆలోచించి ప్రజల సహకారంతో ప్రణాళికలు అమ లు చేస్తే కనీసం పూర్వ స్థితికి తీసుకొని రావచ్చు. ఇప్పుడున్న శాస్త్ర సాంకేతిక పరిజ్ఞానాన్ని ఉపయోగించుకొని వాటిని కావల్సిన స్థాయిలో వాడుకొని కొత్త జీవితాన్ని ప్రారంభించడానికి అందరం సహకరిద్దాం.

Scientists attribute the extreme climate patterns in the state this year to climate change. This is just the beginning, they warn. – U.Sudhakar Reddy

Even as India and other countries quibble about how to handle climate change and who should cut what percentage of carbon emissions, the damaging effects of global warming are being felt right in our own backyard.

Scientists attribute the extreme climate patterns in Andhra Pradesh this year -the worst drought in 50 years followed by catastrophic floods that can happen once in 10,000 years -to climate change.

The Krishna, Tungabhadra, Handri and Kundu rivers flooded and devastated several districts along the rivers’ courses killing hundreds of people and destroying lakhs of acres of crops, submerging famous temples and inflicting losses of more than Rs 12,000 crore.

Even now, temperatures are soaring in October when there should be a chill in the air. Weather experts say the heavy rains within just a few days in Andhra Pradesh and Karnataka was due to low pressure in the Bay of Bengal.

Rising levels of vehicular and industrial emissions and eroding of green cover combine to adversely impact the climate. It results in fewer rainy days but the intensity of the rainfall increases on any given rainy day, and this in turn causes floods.

According to Mr K. Krishna Kumar of the Indian Institute of Tropical Meteorology in Pune, “Some changes are taking place in the character of the monsoon. There is substantial decline in monsoon depressions and increase in low pressure systems. All Indian Mean temperatures show an increasing trend of 0.51 degrees Centigrade per 100 years with an accelerated warming of 0.21 degrees Centigrade per 10 years after 1970.” Mr Kumar says the intensity of storms will be higher by 10 per cent.

In 2000, Hyderabad witnessed 350 mm rainfall in a day when the yearly average is 700mm. Professor B. V.
Subba Rao of the Centre for Resource Education says, “The rainfall that needs to be distributed throughout the year, comes in a day, flooding the city. The lakes have no capacity to hold this water and it results in flooding of colonies leading to loss of lives and property.”

He says there is no proper research and documentation done on the extreme weather patterns and impacts at the local level. Hyderabad is not prepared for even 10mm rainfall and the disaster preparedness and mitigation is sub-standard.

He suggests that instead of planning to increase the capacity of Srisailam and Nagarjunasagar reservoirs, the government should increase the capacity of the lakes in catchment area and strengthen the bunds.

తుంగభద్రలో అనూహ్యమైన వరద వచ్చినందువల్ల, సుంకేశుల ఆనకట్ట నిర్మాణంలో గతంలో జరిగిన అవకతవకల వల్ల, ప్రస్తుతం ఆ ఆనకట్ట తెగిపోయినందువల్ల ఆ రాతిగోడమీది నుంచి వరద ఊళ్లోకి ప్రవేశించింది. అసలు సుంకేశుల ఆనకట్ట నిర్మాణం దగ్గరి నుంచీ ఊళ్లోకి ప్రవేశించిన బురదను ఎత్తిపోయడం దాకా ప్రభుత్వ, అధికార యంత్రాంగం లోపాలు, నిర్లక్ష్యాలు, అక్రమాలు ఎన్నో ఉన్నాయి.

తుంగభద్ర- కృష్ణ వరద బీభత్సంలో కకావికలైన ప్రజా జీవనానికి సహాయ సహకారాలు అందించడానికి, దెబ్బతిన్న వేలాది బాధిత కుటుంబాలను ఆదుకోవడానికి సమాజమంతా పెద్ద ఎత్తున కదులుతున్నట్టు, ప్రభుత్వ, ప్రభుత్వేతర సంస్థలన్నీ సహాయ, పునరావాస కార్యక్రమాలలో తలమునకలు గా ఉన్నట్టు ఒక అభిప్రాయం చలామణీలోకి వచ్చిం ది. పనిచేసే వారినెవరినీ విమర్శించనక్కరలేదేమో! సహాయ, పునరావాస చర్యలు పెద్ద ఎత్తునే జరుగుతున్నమాట, సామూహిక ఔదార్యం వ్యక్తమవుతున్న మాట నిజమేనేమో! కాని ప్రజల విషాదం, దైన్యం, దిగ్భ్రాంతి, సహాయం కోసం ఎదురుచూపు మాత్రం మొదటి రోజున ఎట్లా ఉండి ఉంటాయో అట్లాగే ఉన్నాయి.

జల ప్రళయం ఎగసిపడి నిండా రెండువారాలు గడిచిన తర్వాత కూడా ఆ దుస్థితి ఏమీ మారలేదని మహబూబ్‌నగర్‌ జిల్లా వడ్డేపల్లి మండలం రాజోళి గ్రామ శిథిలాలను, అదే జిల్లా అలంపురం పట్టణ వీధులను పైపైన చూసినా అర్థమవుతుంది. సుంకేశు ల ఆనకట్ట తెగిపోయి వరద తీసిందేమో గాని, రాజోళిలో కన్నీటి వరద ఇంకా ఆగలేదు. శ్రీశైలం నుంచి వరద నీరు కిందికి పంపినందువల్ల పైన అలంపురం లో తుంగభద్రలో నీళ్లు కనబడడం లేదేమోగాని రక్షణకు కట్టిన రాతి కట్టమీది నుంచి తుంగభద్ర దూకి ధ్వంసమైన ఇళ్లూ జీవితాలూ జీవనోపాధులూ ఇంకా ఆ బీభత్సాన్ని అనుభవిస్తూనే, ప్రకటిస్తూనే ఉన్నాయి.

మన అధికార వ్యవస్థలకు తోటి మనుషుల పట్ల కనీస గౌరవం లేదని చెప్పడానికి నిదర్శనంగా రెండు ఊళ్లలోనూ భరించరాని దుర్గంధం వ్యాపించి ఉంది. కనీసం ఆరేడు అంగుళాల నుంచి గరిష్ఠంగా రెండు మూడు అడుగుల మేర పేరుకుపోయిన ఒండ్రుమట్టి లో, బురదలో చిక్కుకున్న జీవజాతుల కళేబరాలు కుళ్లిన వాసన, ఆహార పదార్థాలు కుళ్లిన వాసన, మురి కి కాలువలు రోడ్ల బురద కలగలిసిపోయి ముక్కులు బద్దలు చేసే నీచు వాసన. చూడడానికి వెళ్లిన వాళ్లు కొన్ని గంటల కోసమో, నిమిషాల కోసమో అది భరించలేక ముక్కులకు గుడ్డలు అడ్డం పెట్టుకుని, వాంతు లు చేసుకుంటూ ఉంటే, నిస్సహాయులైన రాజోళి ప్రజలు, అంతకన్నా ఎక్కువగా అలంపురం ప్రజలు ఆ దుర్వాసనలో తిరుగుతున్నారు. వండుకుని తింటున్నారు.

నిత్యజీవిత కార్యక్రమాల్లో పాలుపంచుకుంటున్నారు. ఎంత దుర్మార్గమైన లోకం ఇది?! రెండు వారా లు గడిచినా కనీసం బురద శుభ్రం చేయడానికి శక్తి చాలని, మనసుపోని అధికార యంత్రాంగం ఏ బాధ్యతలు నిర్వహిస్తున్నట్టు? నాయకులకు రక్షణ కవచంగా నిలబడే వందలాది మంది ప్రజల ఆందోళనలను అణచడానికి సర్వశక్తి సాధనాలతో తరలివచ్చే వేలాదిమంది ‘ప్రజా సేవకుల’ వ్యవస్థ కొన్ని గ్రామాల్లో బుర ద ఎత్తించడం లాంటి చిన్న పని చేయడానికి వారాల తరబడి తీసుకుంటోంది.

ఉద్యమకారులను అణచడానికి వేలాది మందిని హుటాహుటిన క్షణాల మీద పంపించే ప్రభుత్వం ఒక్కొక్క గ్రామంలో నుంచి కొన్ని వందల టన్నుల బురదను తొలగించి, కడిగి, శుభ్రం చేసి, రోగాలకు నిలయం కాకుండా చేయడానికి కనీస చర్యలు కూడా చేపట్టలేదు. ఎవరి ఇంట్లో బురద వాళ్లే ఎత్తేసుకుంటారులే, ప్రకృతే శుభ్రం చేస్తుందిలే అన్న ట్టు ఉపేక్షిస్తోంది.

ఎర్త్‌ మూవర్లు, బుల్డోజర్లు వచ్చా యి గాని కేవలం ప్రభుత్వ వాహనాలు, సందర్శకుల వాహనాలు తిరగడానికి వీలైనంత మట్టుకు రోడ్లమీద బురదను పక్కకు నెట్టాయి. ఇప్పుడు రోడ్డుకు రెండు పక్కలా దుర్గంధపు కుప్పలు. ఆ దుర్వాసన మహా ఘనత వహించిన సందర్శకులను చికాకు పెట్టకుండా ఆ కుప్పల మీద డిడిటి, క్లోరిన్‌ చల్లితే చాలునని మాత్రం అధికారగణం అనుకున్నట్టుంది. రెండు గాఢమైన వాసనలు కలిసి దుర్భరమైన వాతావరణం.

దుర్వాసన ఒక పక్కనైతే, మనిషి పట్ల గౌరవం లేని మనుషులందరినీ బిచ్చగాళ్లుగా చూసే ప్రభుత్వాధికారుల, రాజకీయ నాయకుల, సందర్శకుల వైఖరి. రెండు వారాలుగా నిస్సహాయతలో మగ్గిపోయి, వాహనం కనబడితే చాలు ఏదో ఇవ్వడానికి ఎవరో వచ్చారని, ఈ వేటలో వెనుకబడితే ఆ అందేదేదో అందదని దయనీయమైన ఆదుర్దా మరొక పక్కన.

నిన్నటి వరకూ తన శ్రమ మీద తాను ఆధారపడుతూ, ఆత్మగౌరవంతో బతికిన మనిషి ఇవాళ ఇంత దుర్భరమైన స్థితిలోకి జారిపోతే, కనీస గౌరవం కూడా లేకుండా తోటి మనుషులూ, అధికార వ్యవస్థలూ ఎలా పనిచేస్తున్నాయో చూస్తే ఆపుకోలేని దుఃఖం కలిగింది. మనిషి ఇంత దీనంగా ఉండవలసిన పరిస్థితి ఎందువల్ల తలెత్తింది? ఇంకా ఘోరం దారి పొడవునా గుట్టలుగుట్టలుగా పారవేసిన పాతబట్టలు. గ్రహీతలకు అవసరమైనవి, గౌరవప్రదమైనవి ఇస్తున్నామో లేదో చూడకుండా సహాయం పేరుమీద ప్రకటితమైన ఔదార్యం నిజం గా బాధితులకు పనికిరాలేదు. లేదా బాధితులకు అవసరమైనవి అందలేదు. ఫలితం పాతబట్టలు, చాలీచాలని బట్టలు అందిన వాళ్లందరూ అక్కడికక్కడే పారేసిపోయారు.

రాజోళి జనాభా 2001 జనగణన ప్రకారం 11, 617. బహుశా ప్రస్తుతం పదిహేనువేలు కావచ్చు. సరిగ్గా సుంకేశుల ఆనకట్ట కింద ఉండే ఈ గ్రామం ఆ ఆనకట్ట తెగి మీద పడడంతో హతాశురాలైంది. ఆ ఆనకట్ట రాత్రిపూట తెగి ఉంటే, సరిగ్గా ముప్ఫై ఏళ్ల కింద గుజరాత్‌లో ఆనకట్ట తెగి మోర్వీ పట్టణంలో వేలాది మంది మనుషులు జల సమాధి అయిపోయినట్టు అయి ఉండేది. ‘అలా జరిగినా బాగుండును, మాకూ ఈ బాధ తప్పేది, మీకూ ఈ బాధ తప్పేది’ అని ఒక చేనేత కార్మికుడు కన్నీళ్లింకిపోయిన గొంతుతో, సమాజం తలదించుకోవలసిన మాట అన్నాడంటే ఆ ఊరు ఎంత దుఃఖాన్ని చవిచూసి ఉంటుంది.

ఆ ఊరిలో ఇళ్లన్నీ నేలమట్టమైపోయా యి. గోడలు గట్టిగా నిలిచి ఉన్న చోట కూడా ఇళ్లలో రెండడుగుల మేర బురద నిండి నివాసయోగ్యం కాకుండాపోయాయి. అక్కడి నుంచి రెండు కిలోమీటర్ల దూరంలో కాస్త మెరకగా ఉన్నచోట పునరావాసం కల్పించవచ్చు గాని జీవనోపాధి కల్పించడం అత్యవసరమైన పెద్ద పని.

ఆ గ్రామంలో కనీసం మూడువేల మగ్గాలు పని చేస్తున్నాయని ఒక అంచనా. ఆ మూడువేల మగ్గాలు ఇవాళ విరిగిపోయి ఉన్నాయి. వేలాది కుటుంబాల జీవనాధారం ధ్వంసమైపోయింది. ఒక్క పద్మశాలి కుటుంబాలు మాత్రమే కాదు, రాజోళిలో ముస్లింలు, కురబ, చాకలి, కమ్మరి వంటి ఇతర కులాల వాళ్లు కూడా నేతపనిలో ఉన్నారు. గద్వాల వంటి ప్రఖ్యాత నేత వస్త్రాల మార్కెట్లకు తమ ఉత్పత్తులు అందిస్తున్నారు. ఒక మగ్గం పునర్నిర్మించాలంటే కనీసం అరవై వేల నుంచి లక్ష రూపాయలు అవసరమవుతుంది.

సహాయ పునరావాస కార్యక్రమాలలో ఈ జీవనోపా ధి నష్టం లెక్కకే రావడం లేదు. చేనేత సహకార సంఘం కార్యాలయంలో ఉన్న కోటి రూపాయలకు పైగా విలువ చేసే వస్త్రాలు, నూలు నాశనమైపోయా యి. ఆ కార్యాలయంలో నుంచి బురద ఎత్తివేయడానికి అధికార యంత్రాంగం ఏమీ చేయలేదు. ఎంత కూలి ఇచ్చినా ఆ దుర్గంధపూరితమైన బురద ఎత్తిపోయడానికి ఎవరూ దొరకక, చేనేత కార్మికులు, ఆ కార్యాలయ ఉద్యోగులు పారిశుధ్య కార్మికుల్లా పని చేస్తున్నారు.
ఇక అలంపురంలో ఎక్కడ చూస్తే అక్కడ సహాయ శిబిరాలు, బృందాలు, అధికార గణం కనబడుతున్నా రు గాని, అంతకన్న మించిన దుర్వాసన. పరిశుభ్రమై న, గౌరవప్రదమైన వాతావరణం ముందు కల్పించాలనే కనీస స్పృహ కొరవడిన స్థితి.

అసలు ఆ ఊరే శ్రీశైలం జలాశయంలో ముంపుకు గురవుతుందని అనుకున్నప్పుడు, ప్రాచీన ఆలయాలను, ఊరిని రక్షించడానికి పెద్ద రాతిగోడ కట్టారు. తుంగభద్రలో అనూహ్యమైన వరద వచ్చినందువల్ల, సుంకేశుల ఆనకట్ట నిర్మాణంలో గతంలో జరిగిన అవకతవకల వల్ల, ప్రస్తుతం ఆ ఆనకట్ట తెగిపోయినందువల్ల ఆ రాతిగోడమీది నుంచి వరద ఊళ్లోకి ప్రవేశించింది. అసలు సుంకేశుల ఆనకట్ట నిర్మాణం దగ్గరి నుంచీ ఊళ్లోకి ప్రవేశించిన బురదను ఎత్తిపోయడం దాకా ప్రభుత్వ, అధికార యంత్రాంగం లోపాలు, నిర్లక్ష్యాలు, అక్రమా లు ఎన్నో ఉన్నాయి. ఎప్పటి బురద ఇది? ఎంత కడిగితే తరుగుతుంది ఇది?

RAJOLI (Mahabubnagar dt.): Hundreds of poor families are literally on the road in this tiny village as they have pitched tents made of sarees after their houses collapsed following the floods ten days ago.

 families moving out from the former with their belongings in bullock carts and packed auto-rickshaws and tractors. A large number of others were sitting by the roadside helplessly while children greeted every passing vehicle with outstretched hands, seeking alms.

People both at the camp where the tents have come up and elsewhere on the road are being provided food and water by voluntary agencies but they are directly exposed to sun as the sarees which they have stuck out to sticks to take cover hardly offer them any relief. The camp mostly comprises Scheduled Caste people from Rajoli and Thummanapalle villages which were submerged by the water of Tungabhadra river, less than half-a-kilometre away.
The water entered the villages after ripping open the earthen bund of Sunkesula barrage for nearly a kilometre.

There is chaos in Rajoli whenever vehicles drive into the village to drop food, clothes and water packets. There is a mad rush of people who try to snatch the packets from the hands of delivery boys. The crew of a mini-bus despatched by an organisation had a tough time in preventing the crowd from entering the vehicle on Monday. The problems of those who drove in an open-topped van with the food material shortly afterwards was worse.

The debris of houses that collapsed stare visitors to Rajoli where destruction to property is the highest in the district. Every other house was found falling here. The District Superintending Engineer of Housing Suresh told The Hindu that ninety per cent of the 500-odd houses in the village had collapsed. Only pucca houses stood up to the flooding while all the houses with mud and mortar were razed to ground. The village which is popular for handloom weaving also suffered a huge loss on account of damage to weavers’ units.

A stream ahead of the village is the source of water for people living in pucca houses to wash their clothes and utensils.

RAJOLI (Mahabubnagar district): The unprecedented flood has taken the sheen out of this village located on the banks of Tungabhadra river.

A rich village with about 40,000 population, Rajoli is acclaimed for its handloom products which are in good demand. The flood that ravaged the village on October 1 has, however, shattered the lives of the weavers who lost their looms as well as houses.

Only 10 per cent of the 4,000 odd dwellings withstood the destruction unleashed by Tungabhadra, which was on spate. With the houses and looms that brought them repute within the country and abroad shattered by the river’s fury, the village now appears a dumpyard of dead bodies of cattle, pigs and dogs with slush left by the receding water still continuing to obstruct free walk of the streets.

Thukaram, one of the three MPTC members from the village and a proud owner of 70 looms, lost all his equipment as well as stock worth Rs. 70 lakh. And, the story of dozens of others is no different. “With all the property and belongings lost, there is no scope for us to survive,” said Rumala Rukmini, a handloom weaver who lost her eight looms and house.

Even as the reality is yet to dawn on many, residents are leaving to take shelter in their relatives’ houses in other towns and villages.

“We have lost our house as well as property. How can we live here in such circumstances?” lamented Netha Venkatesh (40).

Vaddepally ZPTC member Srinivasulu wanted the authorities concerned to keep the disaster in view and ensure that the entire village was relocated to a higher altitude where the residents were not affected in the event of such calamities.

Mehboobnagar: The weavers of Rajouli village in Mehboobnagar, known for the beautiful Gadwal saris, have been hit hard by the floods in Andhra Pradesh.

The saris, raw material and the looms all have been washed away in the floods and they have been left with no belongings. For 40 years, Manikyam’s life revolved around his loom. Each Gadwal sari he wove sold for Rs 7,000. But at the age of 65, he is on the streets with his loom broken and his priceless saris ruined by flood waters. He says he is too old to start afresh. “I have been working for 40 years. But at this age where do I go and start all over again,” says Manikyam.

Another weaver Kapsiamma’s house was one of the few to withstand the deluge but her two looms have been destroyed. She took a loan to buy books and clothes for her two school going children. But now she is left with just the clothes on her back. She is leaving the village as everyone has already gone but she does not know where to find refuge. “There is nothing left at home. Everything destroyed. All our food is washed away. There is nothing to eat,” she says. Rajoli sourced raw material from all parts of Andhra Pradesh. But all the threads and zari borders now unusable. With looms destroyed and nowhere to stay the weavers are moving to the neighbouring town. But that means setting up mills again, for which there is no money.

Popularly known as the weavers’ town the irony is that now the villagers of Rajoli have no clothes or food left to fend for themselves. In fact with hundreds of looms being washed away in flood waters, old weavers like Manikyam have to come out on the streets with whatever is left of their belongings and are praying that the state government come to their rescue to help them keep their tradition of weaving alive.

After a severe drought, what led to the massive scale of floods in Karnataka and Andhra Pradesh? Blame it on the rain, you could say. Irrigation officials say these are possibly the worst floods in this area in 10,000 years. But what caused this disaster? Could it have been better managed?

Kurnool, Mahbubnagar, Krishna and Guntur are the worst affected districts. Overall, at least 18 lakh people in nearly 400 villages of Andhra Pradesh have been affected by the floods. 180 villages in Kurnool, 89 in Mahbubnagar, 100 in Guntur and 22 in Nalgonda are in bad shape due to the flood waters.

Five hundred fifty five army men, 6 choppers, 1000 swimmers and 254 boats are involved in the relief work.

Unprecedented rains in North Karnataka on Thursday flooded several districts, cutting off areas like Bijapur, Bagalkot and Bellary. Karwar for instance got 50 cm of rain in a single day, locals called it the heaviest downpour in 50 years.

The waters inundated the Krishna and Tungabhadra rivers and the Karnataka government released upto 8 lakh cusecs of water from the Almatti and Narayanpur dams, in a single day.

From the last week of September, Andhra Pradesh was experiencing heavy rains, some areas got over 30 cm in a single day. This brought heavy inflows into major projects in Krishna Basin like Jurala, Srisailam, Nagarjunasagar, Prakasam Barrage and Sunkesula.

Early on Friday, reports started coming in of water levels rising dangerously in the border town of Mantralayam in Andhra Pradesh.

By evening, the water level had crossed the danger mark in Srisailam dam… in a single day on Friday, the reservoir had received over 25 lakh cusecs of water in 12 hours, whereas it is designed to get no more than 13.6 lakh cusecs.

On Saturday, the maximum water limit was crossed in Srisailam, Jurala and Sunkesula projects causing inundation in many villages in the backwaters. Kurnool town and several villages in Kurnool, Mahbubnagar and Nalgonda districts were flooded.

From the Srisailam dam, the waters were flowing into Nagarjunasagar dam… and on Sunday morning, 10.85 lakh cusecs were released to keep the masonry dam safe.

The waters that reached Prakasam Barrage in the coastal Krishna district on Monday have submerged hundreds of villages. Prakasam Barrage has never received such huge amounts of water in the last 100 years.

Critics point out that the Andhra Pradesh government could have better anticipated and prepared for systematic release of waters from the Sukeshu, Srisailam and Nagarjunasagar dams before matters got really out of hand.

The Andhra Pradesh government however points out that it is the first time in history that the scale of floods has been so massive.

“This is known as PMF or possible maximum flood, which happens once in 10,000 years,” said Geetha Reddy, AP Information Minister.

The Met department has said there is likely to be a letup in rains and Karnataka has said they will release minimum waters. So, the waters in the major dams may be safely regulated.

Exercise meant to make the delivery system more accountable

HYDERABAD: What makes the post-matric students’ scholarships roost for almost a year before they reach the beneficiaries while all government employees get paid immediately on the next day of the budget? The question by Principal Secretary of Social Welfare V. Nagi Reddy was not as much in anticipation of an answer, as it was to ignite inquisitiveness in the young social auditors.

“Bills of both salaries and scholarships get cleared in the same budget. I was expecting you to demand the reason for the delay in disbursement of the latter,” he said at the Public Hearing of the Social Audit under the aegis of Backward Classes Welfare Department on Saturday.

Three colleges
It was conducted in three volunteering colleges — Sri Sarada Women’s Degree College, Nalla Mall Reddy College of Engineering and Mahbubia Junior College for Girls. Students took active part in the audit with support from a non-governmental organisation CARPED. Questions about delay in release of instalments to colleges and their laxity in turn, difference in scholarship amounts from student to student, new mode of reimbursement of tuition fee, physical verification of certificates, delay in submission of acquaintance registers, and others were raised.

Director of BC Welfare K. Sunitha said the social audit concept was adopted from Department of Rural Development after instances of misappropriation surfaced in Mahabubnagar and Medak districts.

The exercise was meant to make the delivery system more accountable and 35 students from the three colleges underwent a three-day training programme conducted by the Centre for Good Governance in audit preparation.

HYDERABAD: A group of young girls from Sri Sarada Degree College for Women, Ameerpet have conducted a social audit on the process of issuing post-matric scholarships and reimbursement of tuition fee, of B.C. Welfare Department for 141 students of Maharishi Veda Vignana Mahavidyalaya Junior College, Begumpet.

The methodical verification of scholarships, records of students and the college and even the BC Welfare Department, threw up the usual issues, which infest scholarship distribution programme. The 22 girls, who themselves are availing the scholarships, were trained to take up social audit by the Centre for Good Governance at the Dr. MCR HRD Institute.

Common grievances
Inordinate delays in sanctioning of scholarships, acquiring salary or caste certificate from Mandal Revenue Officer, late submission of applications for scholarships by students and sometimes late submission of attendance report by the college, essential to reimburse tuition fee were the broad findings from the social audit. “Earlier, scholarships and reimbursement of tuition fee were affected by embezzlements. To curtail it and to bring in transparency, we have introduced this concept of making the stakeholders take up social audit. Such studies would be taken up at other Government colleges in the near future,” informed Director of BC Welfare Department K. Sunitha.

Meticulous work
The girls made sure that the findings of the audit were presented meticulously. They made sure that students, college and department officials explained the reasons for inordinate delays.

“This is the fun in social audits. We get to grill authorities and even students for delays. Centre for Good Governance taught us and gave us skills to take up such a study scientifically,” says T. Ramya, B.Sc second year student from the college.

Another student pointed out that such exercises helped them improve language skills and instilled confidence among them.

“We gained a lot of confidence with this exercise. We were made to present the findings at such a big gathering for the first time. We were tense but it was a learning experience,” said Rahemunnissa Begum, a B.Com first year of the college.

వ్యవసాయం సంక్షోభంలో ఉంది. ఉత్పత్తి వ్యయం పెరిగిపోయింది. పండిన పంటలకు గిట్టుబాటు ధరలు దక్కడం లేదు. అన్నదాతల ఆత్మహత్యలు అడ్డూఅదుపూ లేకుండా కొనసాగుతూనే ఉన్నాయి. ఈ పరిస్థితుల్లో మరో కొత్త సమస్య రైతన్నల్ని చుట్టుముట్టింది. అదే… కూలీల కొరత!

(ఆన్‌లైన్‌ న్యూస్‌ నెట్‌వర్క్‌) ఒకప్పుడు వ్యవసాయ పనులు ఎప్పుడు మొదలవుతాయా అని ఆత్రంగా ఎదురుచూసే కూలీలు, నేడు పొలంలోకి దిగడానికే ఇష్టపడడం లేదు. భవన నిర్మాణాలు, ఇతరత్రా పనులు పెరగడంతోపాటు జాతీయ గ్రామీణ ఉపాధి హామీ పథకం పనులు జోరుగా జరుగుతుండడం దీనికి ప్రధాన కారణం. ప్రతి కుటుంబానికీ ఏడాదికి వంద రోజుల పని కల్పించాలనే సదుద్దేశంతో ప్రభుత్వం ప్రారంభించిన ఉపాధి హామీ పథకం… ఊహించని రీతిలో కూలీల కొరతకు దారితీసి వ్యవసాయాన్ని దెబ్బతీస్తోంది.

కూలీలు ఉపాధి హామీ పనులకే మొగ్గు చూపడంతో రైతులు వ్యవసాయం సాగించలేకపోతున్నారు. కొందరు రైతులు పంటలే వేయకపోగా… మరికొందరు పండిన పంటను కోయకుండా వదిలేసే పరిస్థితి తలెత్తింది. ఇలా కోయకుండా వదిలేసిన కొన్ని పంటలు ఇటీవల అకాల వర్షాలకు నాశనమయ్యాయి. కూలీల కొరత వల్ల పలువురు రైతులు తమ స్తోమతకు మించి సొమ్ము వెచ్చించి కోత యంత్రాలను కొనుగోలుచేసి మరీ వరి కోతలు చేయించారు. దీనివల్ల పశువులకు మేత దొరకని దుస్థితి తలెత్తుతోంది.

ఉపాధి హామీ వల్ల కూలీలకు ఉపాధి, కనీస వేతనం లభించడం హర్షణీయమే. అయితే ఇప్పటికే పీకల్లోతు కష్టాల్లో ఉన్న రైతులు దీనివల్ల దెబ్బతినకుండా తక్షణ చర్యలు తీసుకోవాల్సిన అవసరం కనిపిస్తోంది. వ్యవసాయ పనులు ముమ్మరంగా ఉండే సీజన్‌లో ఉపాధి హామీ పనుల్ని కొన్ని చోట్ల నిలిపివేస్తున్నారు. మరికొన్ని చోట్ల మాత్రం ఈ పనులు యథావిధిగా కొనసాగుతున్నాయి. కొన్నిచోట్లయితే అవసరం లేని, అర్థం లేని పనుల్ని కూడా ఉపాధి హామీ కింద చేయిస్తూ అధికారులు తమ జేబులు నింపుకొంటున్నారు. ఇది రైతులకు అశనిపాతంగా మారుతోంది.

యంత్రాలే గతి
ఉపాధి హామీ పథకంపై రాష్ట్రవ్యాప్తంగా ‘ఆన్‌లైన్‌’ జరిపిన పరిశీలనలో ఈ పరిస్థితి కొట్టొచ్చినట్టు కనిపించింది. నెల్లూరు జిల్లా కొండాపురం మండలంలో వ్యవసాయ పనులు జరిగే సమయంలో ఉపాధి హామీ పనుల్ని నిర్వహించారు. 100 నుంచి 150 రూపాయలు ఇస్తామన్నా కూలీలు దొరకని పరిస్థితి ఏర్పడడంతో రైతులు వరి కోతలు యంత్రాలతో చేయించాల్సి వచ్చింది. చేతితో పంటను కోస్తే మొక్క కింది భాగం పశుగ్రాసంగా ఉపయోగపడుతుంది. కానీ యంత్రాలతో ఇలాంటి అవకాశం ఉండదు. దీంతో కొండాపురం మండలంలో పశుగ్రాసం కొరత ఏర్పడింది. పశుగ్రాసం లేక రైతులు పశువులను తెగనమ్ముకుంటున్నారు.

ఎడగారు పంటగా ప్రతి ఏడాదీ ఇక్కడి రైతులు పత్తి సాగు చేస్తారు. కానీ ఈ ఏడాది వర్షాలు కురిసి పంట పొలాలు పదునెక్కి పత్తి సాగు చేద్దామనుకున్నా కూలీల కొరతకు, రేట్లకు భయపడి రైతులు సాగు మానేయాల్సి వచ్చింది. తమ ప్రాంతంలో వ్యవసాయ పనులు ముమ్మరంగా ఉన్న సమయంలో అధికారులు ఉపాధి హామీ పనుల్ని నిర్వహించారని, అవి లేని సమయంలో ఉపాధి హామీ పనుల్ని ఆపేశారని, దీనివల్ల అటు రైతులు, ఇటు కూలీలు కూడా నష్టపోయారని రామానుజపురానికి చెందిన రైతు మస్తాన్‌ ఆవేదన వ్యక్తంచేశారు.

అవసరం లేకున్నా…
కర్నూలు జిల్లా హాలహర్వి మండలం జె.హోసల్లి గ్రామంలో అవసరం లేకపోయినా ఉపాధి హామీ పథకం కింద పనులు చేపట్టారు. గుళ్యం పంచాయతీ పరిధిలోకొచ్చే ఈ గ్రామంలోని కూలీలతో గుళ్యం, జె.హోసల్లి వంకల్లో తవ్వకాలు చేయించారు. కూలీలంతా ఆ పనులకెళ్లడంతో వ్యవసాయ పనులకు కూలీల కొరత ఏర్పడింది. ఫలితంగా దాదాపు 200 ఎకరాల్లోని మిరప, వరి, ఉల్లి పంటలు కోతకు నోచుకోక పొలాల్లోనే మగ్గాల్సి వచ్చింది.

గత నెలలో అకాల వర్షాలు కురిసి సదరు పంటలన్నీ కొట్టుకుపోయి గ్రామానికి రూ.కోటి నష్టం వాటిల్లిందని చంద్రశేఖరయ్య, బసవన్నగౌడు అనే రైతులు వాపోయారు. పెద్దకడుబూరు మండల కేంద్రంలోనూ రోజూ 1,100 మంది ఉపాధి పనులకు వెళ్లడంతో వ్యవసాయ పనులకు కూలీలు లభించక పంటను సకాలంలో కోయలేకపోయినట్లు పలువురు రైతులు పేర్కొన్నారు. రోజుకు 80 రూపాయలు ఇస్తామన్నా కూలీలు దొరకడం లేదని వాపోయారు.

యంత్రాల్ని కొని మరీ..
మహబూబ్‌నగర్‌ జిల్లా రుద్రారం గ్రామంలో వరి, మొక్కజొన్న, వేరుశనగ పంటలు ఎక్కువగా వేస్తుంటారు. అయితే ఉపాధి హామీ పథకం మొదలైన దగ్గర్నుంచీ కూలీల కొరత రైతుల్ని వేధిస్తోంది. కూలీ అధికంగా ఇస్తామన్నా ఎవరూ దొరకలేదు. ఇతర గ్రామాల నుంచి కూలీల్ని రప్పించి వ్యవసాయ పనులు చేయించుందామన్నా వీలు కాలేదు. దీనితో ఇక్కడి రైతులు మూడు వరి కోత యంత్రాల్ని కొనుగోలు చేసి మరీ కోతలు నిర్వహించారు.

తమ గ్రామంలో ఉపాధి హామీ కింద అవసరమైన పనులు చేపట్టకుండా ఇష్టానుసారంగా పనులు చేయించారని, ఒక్కో చెరువు పనినీ నెలల తరబడి నిర్వహించారని జంగయ్య అనే స్థానిక రైతు వాపోయారు. ఉపాధి పనిలో రోజుకు 88 నుంచి వంద రూపాయల దాకా కూలీలకు గిట్టుబాటు అవుతోందని, తాము అంత సొమ్ము చెల్లించలేకపోతున్నామని అనసూయ అనే మహిళా రైతు ఆవేదన వ్యక్తంచేశారు.

రెండు గంటలతో సరి
నిజామాబాద్‌ జిల్లా కామారెడ్డి మండలం శాబ్దిపూర్‌ గ్రామంలో చెరువులో గుంతలు తవ్వే పనిని ఉపాధి హామీ కింద చేపట్టారు. కేవలం ఇద్దరు కూలీలు చేయగలిగే పనిని 20 మందితో చేయిస్తున్నారు. ఈ 20 మంది కలిసి రెండు గంటల్లోనే గుంతను తవ్వేసి రోజంతా ఆడుతూ, పాడుతూ గడుపుతున్నారు. అధికారులు కూలీలకు 50 రూపాయలు చెల్లించి, మిగతా 50 రూపాయలను దిగమింగుతున్నారు. రెండు గంటల పనికే 50 రూపాయల వస్తున్నాయని కూలీలు సంతోషిస్తుండగా… వ్యవసాయ పనులకు కూలీలు దొరకక రైతుల అలమటిస్తున్నారు. ఇతర గ్రామాల నుంచి అధిక వేతనంతో కూలీలను తెచ్చుకుంటున్నారు.

కోతకు కష్టం
కరీంనగర్‌ జిల్లా గోపాల్‌పూర్‌ పరిధిలోని చింతలచెరువు కట్ట బలంగా ఉన్నప్పటికీ… కట్టను పటిష్ఠం చేసే పనుల్ని ఉపాధి హామీ కింద అధికారులు చేపట్టారు. ఇందుకోసం స్థానికులైన వంద మంది కూలీలను ఉపయోగిస్తున్నారు. దీంతో గ్రామంలో వ్యవవసాయ పనులు మూలన పడ్డాయి. తక్కువ భూమి ఉన్న రైతులు యంత్రంతో కోతలు నిర్వహించుకోలేక, కూలీలు అందుబాటులో లేక ఇబ్బందులకు గురువుతున్నారు. ఈ గ్రామంలో సుమారు 600 ఎకరాల్లో కోతకు వచ్చిన మొక్కజొన్న పంట చేలల్లోనే ఉంది. స్థానిక నేతలు ఈ పరిస్థితిని అధికారుల దృష్టికి తీసుకువచ్చి చెరువు పనుల్ని ఆపించడంతో నాలుగైదు రోజులుగా పంట కోతలు జరుగుతున్నాయి.

రాలిన మిర్చి
ఖమ్మం జిల్లా కుక్కునూరు మండలంలో ఉపాధి హామీ పనుల్లో ఉన్న కూలీలు మిర్చి కోతలకు రాకపోవడంతో చాలావరకూ కాయలు నేల రాలిపోయాయి. అకాల వర్షానికి మిగిలిన కాయలూ పడిపోయాయి. దీంతో రైతుల పరిస్థితి దయనీయంగా మారింది. కుక్కునూరుకు చెందిన రావి సుబ్బయ్య అనే రైతు మూడు ఎకరాల్లో మిర్చి సాగు చేశారు. కేవలం కూలీలు దొరకని కారణంగా సమయానికి మిర్చిని కోయలేక రూ.లక్షకి పైగా నష్టపోయారు. కూలీలు దొరికి ఉంటే ముందే మిర్చి కోసి ఉండేవాడినని, వర్షంతో పంట నష్టపోయేవాడిని కానని ఆయన అన్నారు.

కుక్కునూరు మండలంలో కూలీల కొరత కారణంగానే దాదాపు 500 క్వింటాళ్ల మిర్చిని రైతులు నష్టపోయినట్టు అంచనా. దీని విలువ రూ.20 లక్షలు. ఈ చేదు అనుభవంతో ఒక్క కుక్కునూరులోనే 30 మందికి పైగా రైతులు ఈసారి పంట వేయడం మానేశారు. పట్టణాల్లో పనుల కోసం కూలీలు పల్లెల నుంచి వలస రావడం ఎంతో కాలంగా జరుగుతున్నదే. అయితే ఇటీవల వరంగల్‌ జిల్లాలోని గ్రామీణ ప్రాంతాల్లో వ్యవసాయ పనులకు కూలీలు దొరకక… రైతులు వరంగల్‌ నగరం నుంచి కూలీల్ని గ్రామాలకు పట్టుకెళ్లడం మారిన పరిస్థితికి నిదర్శనం.
