తుంగభద్రలో అనూహ్యమైన వరద వచ్చినందువల్ల, సుంకేశుల ఆనకట్ట నిర్మాణంలో గతంలో జరిగిన అవకతవకల వల్ల, ప్రస్తుతం ఆ ఆనకట్ట తెగిపోయినందువల్ల ఆ రాతిగోడమీది నుంచి వరద ఊళ్లోకి ప్రవేశించింది. అసలు సుంకేశుల ఆనకట్ట నిర్మాణం దగ్గరి నుంచీ ఊళ్లోకి ప్రవేశించిన బురదను ఎత్తిపోయడం దాకా ప్రభుత్వ, అధికార యంత్రాంగం లోపాలు, నిర్లక్ష్యాలు, అక్రమాలు ఎన్నో ఉన్నాయి.

తుంగభద్ర- కృష్ణ వరద బీభత్సంలో కకావికలైన ప్రజా జీవనానికి సహాయ సహకారాలు అందించడానికి, దెబ్బతిన్న వేలాది బాధిత కుటుంబాలను ఆదుకోవడానికి సమాజమంతా పెద్ద ఎత్తున కదులుతున్నట్టు, ప్రభుత్వ, ప్రభుత్వేతర సంస్థలన్నీ సహాయ, పునరావాస కార్యక్రమాలలో తలమునకలు గా ఉన్నట్టు ఒక అభిప్రాయం చలామణీలోకి వచ్చిం ది. పనిచేసే వారినెవరినీ విమర్శించనక్కరలేదేమో! సహాయ, పునరావాస చర్యలు పెద్ద ఎత్తునే జరుగుతున్నమాట, సామూహిక ఔదార్యం వ్యక్తమవుతున్న మాట నిజమేనేమో! కాని ప్రజల విషాదం, దైన్యం, దిగ్భ్రాంతి, సహాయం కోసం ఎదురుచూపు మాత్రం మొదటి రోజున ఎట్లా ఉండి ఉంటాయో అట్లాగే ఉన్నాయి.

జల ప్రళయం ఎగసిపడి నిండా రెండువారాలు గడిచిన తర్వాత కూడా ఆ దుస్థితి ఏమీ మారలేదని మహబూబ్‌నగర్‌ జిల్లా వడ్డేపల్లి మండలం రాజోళి గ్రామ శిథిలాలను, అదే జిల్లా అలంపురం పట్టణ వీధులను పైపైన చూసినా అర్థమవుతుంది. సుంకేశు ల ఆనకట్ట తెగిపోయి వరద తీసిందేమో గాని, రాజోళిలో కన్నీటి వరద ఇంకా ఆగలేదు. శ్రీశైలం నుంచి వరద నీరు కిందికి పంపినందువల్ల పైన అలంపురం లో తుంగభద్రలో నీళ్లు కనబడడం లేదేమోగాని రక్షణకు కట్టిన రాతి కట్టమీది నుంచి తుంగభద్ర దూకి ధ్వంసమైన ఇళ్లూ జీవితాలూ జీవనోపాధులూ ఇంకా ఆ బీభత్సాన్ని అనుభవిస్తూనే, ప్రకటిస్తూనే ఉన్నాయి.

మన అధికార వ్యవస్థలకు తోటి మనుషుల పట్ల కనీస గౌరవం లేదని చెప్పడానికి నిదర్శనంగా రెండు ఊళ్లలోనూ భరించరాని దుర్గంధం వ్యాపించి ఉంది. కనీసం ఆరేడు అంగుళాల నుంచి గరిష్ఠంగా రెండు మూడు అడుగుల మేర పేరుకుపోయిన ఒండ్రుమట్టి లో, బురదలో చిక్కుకున్న జీవజాతుల కళేబరాలు కుళ్లిన వాసన, ఆహార పదార్థాలు కుళ్లిన వాసన, మురి కి కాలువలు రోడ్ల బురద కలగలిసిపోయి ముక్కులు బద్దలు చేసే నీచు వాసన. చూడడానికి వెళ్లిన వాళ్లు కొన్ని గంటల కోసమో, నిమిషాల కోసమో అది భరించలేక ముక్కులకు గుడ్డలు అడ్డం పెట్టుకుని, వాంతు లు చేసుకుంటూ ఉంటే, నిస్సహాయులైన రాజోళి ప్రజలు, అంతకన్నా ఎక్కువగా అలంపురం ప్రజలు ఆ దుర్వాసనలో తిరుగుతున్నారు. వండుకుని తింటున్నారు.

నిత్యజీవిత కార్యక్రమాల్లో పాలుపంచుకుంటున్నారు. ఎంత దుర్మార్గమైన లోకం ఇది?! రెండు వారా లు గడిచినా కనీసం బురద శుభ్రం చేయడానికి శక్తి చాలని, మనసుపోని అధికార యంత్రాంగం ఏ బాధ్యతలు నిర్వహిస్తున్నట్టు? నాయకులకు రక్షణ కవచంగా నిలబడే వందలాది మంది ప్రజల ఆందోళనలను అణచడానికి సర్వశక్తి సాధనాలతో తరలివచ్చే వేలాదిమంది ‘ప్రజా సేవకుల’ వ్యవస్థ కొన్ని గ్రామాల్లో బుర ద ఎత్తించడం లాంటి చిన్న పని చేయడానికి వారాల తరబడి తీసుకుంటోంది.

ఉద్యమకారులను అణచడానికి వేలాది మందిని హుటాహుటిన క్షణాల మీద పంపించే ప్రభుత్వం ఒక్కొక్క గ్రామంలో నుంచి కొన్ని వందల టన్నుల బురదను తొలగించి, కడిగి, శుభ్రం చేసి, రోగాలకు నిలయం కాకుండా చేయడానికి కనీస చర్యలు కూడా చేపట్టలేదు. ఎవరి ఇంట్లో బురద వాళ్లే ఎత్తేసుకుంటారులే, ప్రకృతే శుభ్రం చేస్తుందిలే అన్న ట్టు ఉపేక్షిస్తోంది.

ఎర్త్‌ మూవర్లు, బుల్డోజర్లు వచ్చా యి గాని కేవలం ప్రభుత్వ వాహనాలు, సందర్శకుల వాహనాలు తిరగడానికి వీలైనంత మట్టుకు రోడ్లమీద బురదను పక్కకు నెట్టాయి. ఇప్పుడు రోడ్డుకు రెండు పక్కలా దుర్గంధపు కుప్పలు. ఆ దుర్వాసన మహా ఘనత వహించిన సందర్శకులను చికాకు పెట్టకుండా ఆ కుప్పల మీద డిడిటి, క్లోరిన్‌ చల్లితే చాలునని మాత్రం అధికారగణం అనుకున్నట్టుంది. రెండు గాఢమైన వాసనలు కలిసి దుర్భరమైన వాతావరణం.

దుర్వాసన ఒక పక్కనైతే, మనిషి పట్ల గౌరవం లేని మనుషులందరినీ బిచ్చగాళ్లుగా చూసే ప్రభుత్వాధికారుల, రాజకీయ నాయకుల, సందర్శకుల వైఖరి. రెండు వారాలుగా నిస్సహాయతలో మగ్గిపోయి, వాహనం కనబడితే చాలు ఏదో ఇవ్వడానికి ఎవరో వచ్చారని, ఈ వేటలో వెనుకబడితే ఆ అందేదేదో అందదని దయనీయమైన ఆదుర్దా మరొక పక్కన.

నిన్నటి వరకూ తన శ్రమ మీద తాను ఆధారపడుతూ, ఆత్మగౌరవంతో బతికిన మనిషి ఇవాళ ఇంత దుర్భరమైన స్థితిలోకి జారిపోతే, కనీస గౌరవం కూడా లేకుండా తోటి మనుషులూ, అధికార వ్యవస్థలూ ఎలా పనిచేస్తున్నాయో చూస్తే ఆపుకోలేని దుఃఖం కలిగింది. మనిషి ఇంత దీనంగా ఉండవలసిన పరిస్థితి ఎందువల్ల తలెత్తింది? ఇంకా ఘోరం దారి పొడవునా గుట్టలుగుట్టలుగా పారవేసిన పాతబట్టలు. గ్రహీతలకు అవసరమైనవి, గౌరవప్రదమైనవి ఇస్తున్నామో లేదో చూడకుండా సహాయం పేరుమీద ప్రకటితమైన ఔదార్యం నిజం గా బాధితులకు పనికిరాలేదు. లేదా బాధితులకు అవసరమైనవి అందలేదు. ఫలితం పాతబట్టలు, చాలీచాలని బట్టలు అందిన వాళ్లందరూ అక్కడికక్కడే పారేసిపోయారు.

రాజోళి జనాభా 2001 జనగణన ప్రకారం 11, 617. బహుశా ప్రస్తుతం పదిహేనువేలు కావచ్చు. సరిగ్గా సుంకేశుల ఆనకట్ట కింద ఉండే ఈ గ్రామం ఆ ఆనకట్ట తెగి మీద పడడంతో హతాశురాలైంది. ఆ ఆనకట్ట రాత్రిపూట తెగి ఉంటే, సరిగ్గా ముప్ఫై ఏళ్ల కింద గుజరాత్‌లో ఆనకట్ట తెగి మోర్వీ పట్టణంలో వేలాది మంది మనుషులు జల సమాధి అయిపోయినట్టు అయి ఉండేది. ‘అలా జరిగినా బాగుండును, మాకూ ఈ బాధ తప్పేది, మీకూ ఈ బాధ తప్పేది’ అని ఒక చేనేత కార్మికుడు కన్నీళ్లింకిపోయిన గొంతుతో, సమాజం తలదించుకోవలసిన మాట అన్నాడంటే ఆ ఊరు ఎంత దుఃఖాన్ని చవిచూసి ఉంటుంది.

ఆ ఊరిలో ఇళ్లన్నీ నేలమట్టమైపోయా యి. గోడలు గట్టిగా నిలిచి ఉన్న చోట కూడా ఇళ్లలో రెండడుగుల మేర బురద నిండి నివాసయోగ్యం కాకుండాపోయాయి. అక్కడి నుంచి రెండు కిలోమీటర్ల దూరంలో కాస్త మెరకగా ఉన్నచోట పునరావాసం కల్పించవచ్చు గాని జీవనోపాధి కల్పించడం అత్యవసరమైన పెద్ద పని.

ఆ గ్రామంలో కనీసం మూడువేల మగ్గాలు పని చేస్తున్నాయని ఒక అంచనా. ఆ మూడువేల మగ్గాలు ఇవాళ విరిగిపోయి ఉన్నాయి. వేలాది కుటుంబాల జీవనాధారం ధ్వంసమైపోయింది. ఒక్క పద్మశాలి కుటుంబాలు మాత్రమే కాదు, రాజోళిలో ముస్లింలు, కురబ, చాకలి, కమ్మరి వంటి ఇతర కులాల వాళ్లు కూడా నేతపనిలో ఉన్నారు. గద్వాల వంటి ప్రఖ్యాత నేత వస్త్రాల మార్కెట్లకు తమ ఉత్పత్తులు అందిస్తున్నారు. ఒక మగ్గం పునర్నిర్మించాలంటే కనీసం అరవై వేల నుంచి లక్ష రూపాయలు అవసరమవుతుంది.

సహాయ పునరావాస కార్యక్రమాలలో ఈ జీవనోపా ధి నష్టం లెక్కకే రావడం లేదు. చేనేత సహకార సంఘం కార్యాలయంలో ఉన్న కోటి రూపాయలకు పైగా విలువ చేసే వస్త్రాలు, నూలు నాశనమైపోయా యి. ఆ కార్యాలయంలో నుంచి బురద ఎత్తివేయడానికి అధికార యంత్రాంగం ఏమీ చేయలేదు. ఎంత కూలి ఇచ్చినా ఆ దుర్గంధపూరితమైన బురద ఎత్తిపోయడానికి ఎవరూ దొరకక, చేనేత కార్మికులు, ఆ కార్యాలయ ఉద్యోగులు పారిశుధ్య కార్మికుల్లా పని చేస్తున్నారు.
ఇక అలంపురంలో ఎక్కడ చూస్తే అక్కడ సహాయ శిబిరాలు, బృందాలు, అధికార గణం కనబడుతున్నా రు గాని, అంతకన్న మించిన దుర్వాసన. పరిశుభ్రమై న, గౌరవప్రదమైన వాతావరణం ముందు కల్పించాలనే కనీస స్పృహ కొరవడిన స్థితి.

అసలు ఆ ఊరే శ్రీశైలం జలాశయంలో ముంపుకు గురవుతుందని అనుకున్నప్పుడు, ప్రాచీన ఆలయాలను, ఊరిని రక్షించడానికి పెద్ద రాతిగోడ కట్టారు. తుంగభద్రలో అనూహ్యమైన వరద వచ్చినందువల్ల, సుంకేశుల ఆనకట్ట నిర్మాణంలో గతంలో జరిగిన అవకతవకల వల్ల, ప్రస్తుతం ఆ ఆనకట్ట తెగిపోయినందువల్ల ఆ రాతిగోడమీది నుంచి వరద ఊళ్లోకి ప్రవేశించింది. అసలు సుంకేశుల ఆనకట్ట నిర్మాణం దగ్గరి నుంచీ ఊళ్లోకి ప్రవేశించిన బురదను ఎత్తిపోయడం దాకా ప్రభుత్వ, అధికార యంత్రాంగం లోపాలు, నిర్లక్ష్యాలు, అక్రమా లు ఎన్నో ఉన్నాయి. ఎప్పటి బురద ఇది? ఎంత కడిగితే తరుగుతుంది ఇది?

Recent floods in the state have not only resulted in destruction of life and property, they have also hit the Gadwal sari industry hard. – Saswati Mukherjee

Hyderabad, Oct. 19: The severe flooding in the state which has destroyed homes, crops, livelihoods and businesses has claimed an unusual victim: the famous Gadwal sari.

The usual annual turnover of the Gadwal sari industry is Rs 2 crore, but this year there may be a drop of at least 40 per cent in production.

The floods have washed away four of the 18 villages in Gadwal from where most of the weavers hail.

Also, with people spending less and toning down the celebrations this year, the saris are likely to find fewer takers.

The Gadwal sari industry does brisk business throughout the year. But it really picks up during the festive season.

This time, though, dealers who get a supply of close to 25 lakh sari units from different weavers are expecting a 40 per cent dip in production and are expecting no more than 10 per cent profit.

“Usually, sales go up during the festive season and see a decline off season, but the average sales remain constant,” says Mr T. Vijayulu, president of the Handloom Weavers’ Cooperative Society, Gadwal.

There are about 25 sari dealers in the area named Krishna Reddy Bungalow in Gadwal.

Some 60 per cent of those engaged in weaving the famous sari are women.

The weavers supply the saris to dealers or sahukars who deal directly with the customers and make the most profit.

“The labour charges have remained constant for the last so many years now. They must be revised at the earliest or else eating two square meals a day will soon be a challenge for us,” says Mr G. Srinivasulu, a weaver.

Dealers say the rates have been fixed after taking all factors into consideration. The weaver earns Rs 500-600 for every cotton sari, Rs 1,200 for a cotton-silk mix and Rs 1,500-1,800 for a silk sari.

The raw material is provided to the weavers by the dealers, but the weaver does everything else from dying it in the given colour to hand weaving the sari according to a computer generated design.

All this is covered under the above mentioned labour charge.

Some innovation is accepted. “We get to choose the colours of the sari if no particular preference is given to us. Based on different permutations and combinations, we come up with our own range of saris,” says Mr S. Sathyanarayan, a weaver who has 10 mouths to feed at home from his meagre income.

A weaver family has a maximum of six looms at home, and most of the work is done by family members. Each loom is manned by two people and usually husband and wife work together on a loom.

The average output is five saris in two months.

“Today this profession is looked down upon. Added to that is the fact that the income generated is not too great,” says Mr A. Daulappa, a weaver in his late 40s who has two sons and a daughter. One son has finished school and assists his father in weaving saris, but he has definite plans to quit once he finds a good job.

“I will continue to stay here with my parents but cannot take up weaving as a profession,” says young Krishnaiah, Mr Daulappa’s son. Today, there are easier work opportunities: driving an autorickshaw, being a waiter at a hotel, tailoring, being a watchman or going into real estate. These have caught the fancy of the youth, who prefer them to the huge physical strain involved in hand-weaving.

Also the great traditional skill is not given the respect it deserves. Local people say that no family wants to give their daugh ter in marriage to a weaver.

“Even a farmer enjoys more respect than we do in society,” says Mr Sathya narayan, a weaver.

A few parts of Andhra Pradesh have experienced unprecedented floods havoc. Some of the affected areas have been neglected for a week as there was no access to the villages as they are submerged or the roads or totally cut off. And these villages are not only flooded and misery but also totally ignored by the society as there was no reporting of the situation in the media. Immediate response of the society to be a helping hand to the flood affected people reached only those areas where the media could reach and highlight the tragedy.

With the receding flood levels a few more villages came to light. CARPED team, representatives of Telangana Utsav Committee and friends have visited such villages in Mahbubnagar. The team visited Kutkunoor (Ieeza mandal), Thummilapally and Rajouli (Vaddepally mandal), Alampur of Mahbubnagar district for a needs assessment.
Mahbubnagar is known for severe drought and large scale distress migration every year. Chronic drought induced migration made it legendary for migration of its inhabitants all over the country. The district never witnessed such devastating floods in 130 years.

Thousands of people have lost everything they had in just 2 days. They have become homeless, starving, lost their livelihoods. Agricultural land in Lakhs of hectares is eroded to 6 feet. Lands are filled with slush destroying the crops and their hopes of livelihood. There is no milk for infants and children nor sufficient drinking water. Thousands of weavers, artisans and people depending on weaving or small trade in these weaving centres or the farmers now have no clue of how to live from now.

Civil societies from all parts of the state have tried their best and still mobilizing the resources for the immediate relief. Govt. has also done in bits and pieces. Major contribution has been from the civil societies. Still much needs to be done.

How to make the lands fit for cultivation again? How the looms will start again to weave and providing wage to the weavers to feed their families? These are the questions that need to be answered now. It’s no more help of just some old clothes or a few kilos of rice that will make these people restart their lives.

School going children and college students have different set of problems. Their books and bags and uniforms etc are lost in the floods. Some have lost their certificates. Schools and Colleges have started functioning gain after the Dusserah festival. How do these school/ college students start attending the schools or colleges without books and clothes?

This Deepavali cannot be festival of lights for these people unless the problem is viewed beyond token relief assistance.

What is required is no doubt immediate help but also a real support to help them restart their livelihoods.
Even the immediate relief required by the victims of flood:
• Milk for infants and children
• Drinking water / purification of water
• Temporary shelter (hutments), common toilets
• Groceries for one month (Food – rice, dal, oil, vegetables etc. and Kerosene)
• stoves, utensils, lamps
• blankets, bed sheets, towels, Clothes – minimum of 2 pairs for each victim
• Soaps, detergent powder / cake
• Medicines and medical camps, fogging in the flood affected areas
• Volunteers to help in cleaning the slush, catching the snakes, collection and distribution of immediate relief packets / package by going to the houses, collecting the data of school going children by class (to issue duplicate certificates, books), business affected, mark the boundaries of agricultural land, to coordinate with all donors to collect relief assistance and distribute to the locals based on their needs.

Old Clothes And Plentiful Of Rice, That’s All In The Name Of Relief

Hyderabad: Has the devastating floods in the state not moved its citizenry enough to come out and contribute its best for relief work ? If similar disasters in other parts of the country stirred people and industry players into action, working towards rebuilding what is lost, the flood-ravaged parts of Andhra Pradesh are getting just about old clothes and lots of rice. The generous donations to relief funds or concrete relief activities such as taking a team of volunteers to clear the waist-deep slush are conspicuously missing in this non-governmental disaster management.

While countless NGOs have jumped into the fray of relief activity, the direction they have taken is only adding chaos to confusion. Donations of money are hard to come by with social workers like V B J Chelikani Rao, who undertook flood relief activity in the city, pointing out that “people are willing to buy and send relief material but not willing to donate money’’. The little the NGOs are collecting is spent in buying stuff that they assume is needed by flood victims. “No medicines have been supplied to those in urgent need of it and people are instead being given kgs of foodgrain everyday, which is already in surplus,’’ says Zahid Qadri, secretary, AP relief coordination committee that is working in Kurnool and Mahbubnagar districts.

It is a different story that even Qadri’s initiative too revolves around food and clothes and not medicines or volunteers to clean up the mess since they have just not received any funds from a rather insensitive set of people who felt their goodwill act was limited to donating old clothes. Qadri lists out what all people need right now, which includes public toilets but says they are cash strapped to take up such relief work. “People are defecating on the streets now and there is an urgent need for these toilets but corporates, who can play a major role, are yet to wake up to the magnitude of the loss,’’ he says.

A severe crunch of helping hands from the various civil society groups, has left locals with no choice but to spend close to 14 hours everyday, cleaning their houses. “The old town of Kurnool is submerged in slush and garbage. What is needed is more people to clean the area, so that relief material can reach them,” said a volunteer.
Locals in flood hit areas say most of these relief operations have only added to chaos as most NGOs are completely clueless about the requirements of the victims, clearly reflected in the garbage bins overflowing with food. What is worse is that just about a fraction of the flood-hit are receiving any relief, with those in the interior villages completely cut off.

Locals of Mahbubnagar say that more than 50 per cent of the relief is not reaching them. “Altogether there are about 400 villages that have been hit in the three districts. But almost 80-90 per cent of the relief material is being sent to Kurnool and some villages on the way, which comprises only 20 per cent of the total population affected by the floods,” says Mazhar Hussein, executive director, COVA. Even in Kurnool it is only the urban crowd that is eventually receiving some part of the relief.

What has also added to the commotion is the lack of organisation. Volunteers from the field say that most NGOs do not have local networks and, hence, are unable to reach the victims. While prominent, accessible areas of towns are receiving some relief, the rural population is not. “NGOs are just sending the items in trucks with a few people to distribute them. None of them have volunteers going and inspecting the areas and trying to find out what is needed where. As a result only a small percentage of victims are benefiting from them,” said M Subhash Chandra of Centre for Action Research and People’s Development, that is working for flood victims in Mahabubnagar.
Relief, in some cases, is even adding to health concerns. “One part of Kurnool was sent borewell water packed in sachets. Close to 60 people fell ill after drinking that water,” said Mujeeb Khan from the NGO, Bhumi. He said that such situations were a result of certain NGOs jumping into the relief act without any prior experience of tackling such largescale calamities.

Mehboobnagar: The weavers of Rajouli village in Mehboobnagar, known for the beautiful Gadwal saris, have been hit hard by the floods in Andhra Pradesh.

The saris, raw material and the looms all have been washed away in the floods and they have been left with no belongings. For 40 years, Manikyam’s life revolved around his loom. Each Gadwal sari he wove sold for Rs 7,000. But at the age of 65, he is on the streets with his loom broken and his priceless saris ruined by flood waters. He says he is too old to start afresh. “I have been working for 40 years. But at this age where do I go and start all over again,” says Manikyam.

Another weaver Kapsiamma’s house was one of the few to withstand the deluge but her two looms have been destroyed. She took a loan to buy books and clothes for her two school going children. But now she is left with just the clothes on her back. She is leaving the village as everyone has already gone but she does not know where to find refuge. “There is nothing left at home. Everything destroyed. All our food is washed away. There is nothing to eat,” she says. Rajoli sourced raw material from all parts of Andhra Pradesh. But all the threads and zari borders now unusable. With looms destroyed and nowhere to stay the weavers are moving to the neighbouring town. But that means setting up mills again, for which there is no money.

Popularly known as the weavers’ town the irony is that now the villagers of Rajoli have no clothes or food left to fend for themselves. In fact with hundreds of looms being washed away in flood waters, old weavers like Manikyam have to come out on the streets with whatever is left of their belongings and are praying that the state government come to their rescue to help them keep their tradition of weaving alive.

A positive, never-say-die attitude helps slum children survive and emerge victorious despite, and not because of, government moves to rehabilitate them. TOI takes a look at what life in the slums of Hyderabad involves

Relocation: A flawed concept

Hyderabad: Even as the world wakes up to the living condition of slum dwellers in India, courtesy ‘Slumdog Millionaire’, and agencies flock Dharavi in Mumbai to develop it, the plight of slum residents in Hyderabad is only deteriorating, rue activists. They say that the “proactive” attempts made by the Andhra Pradesh government towards “altering” the lives of these people have only proved detrimental to slum dwellers, as the government is successfully alienating them from the rest of the city.

There are 1,210 notified slums in the city, of which an estimated 100 are under threat of relocation, while a few have already been shown the door, locked out of the city in a suburb with no nearby school or job options for slum dwellers.

The central government’s Jawaharlal Nehru National Urban Renewal Mission (JNNURM) was started to remove slums in the state and rehabilitate slum dwellers, but most social workers say that the programme has done more harm than good. On the pretext of rehabilitation, the powerful “real-estate lobby”, in order to grab land in the city, packs off slum-dwellers to far-flung corners of the city. The impact of such moves is the most serious on children, they say.

Relocation, as Rajesh Prabhakar, state manager of CRY, Andhra Pradesh notes, is not only a demolition of dwellings, but also of lives and the worst affected are children who are driven into child labour due to lack of other opportunities.

“This scheme that is meant to provide better conditions for the underprivileged has only accelerated the drop-out rate amongst slum children. The drive for relocation has led to slum dwellers being forcibly evicted from their homes to obscure areas which have neither basic facilities like schools for children nor transport facilities which allow them to travel to schools in other areas. Under such conditions, most children who earlier went to school have no choice but to drop-out,” explains RTI activist Umesh Varma giving an example of a relocation site in Afzalnagar where a number of children have stopped going to school due to lack of transport facilities.

Activists also say that with relocation done in a haphazard manner, the inhabitants of slums are suddenly uprooted and relocated to unfamiliar places. Children are forced to leave their schools midterm, with no one responsible for getting the slum children admitted to other schools.

The lack of job opportunities for parents in these new locations is also a major concern, as they are often thrust into extreme situations where they have no option but to send their children to look for work elsewhere instead of educating them, says Prabhakar. “Work is difficult to come by in these remote areas so the parents obviously need extra pairs of hands to earn their livelihood. At times like these, they cannot afford to think about education,” he says.

The whole idea of relocation, activists say is a sugar-coated term to cover up a crime of the “land-mafia”. If incidents of eviction of this class to the periphery of the city in the name of rehabilitation continue, the dropout rate amongst slum children will soon reach 100 per cent and the kids will be exposed not only to child labour but also to other physical and social abuse, say activists.

OUR REAL HEROES

Hyderabad: Watching Jamal hop into speeding trains, land in unknown cities and take up odd jobs to earn a meal, in ‘Slumdog Millionaire’, was like revisiting his own days as a child for Oddepally Rajaiah. Though unlike Jamal, Rajaiah opted to run away from home in Warangal at the age of 10 years, driven by his desire to travel around the world, the rest of his story is much the same. Today with a Masters in Social Work, Rajaiah claims that his success is as sweet as his ‘brother’ Jamal’s and equally hardearned.

There are several rags-to-riches stories that Hyderabad is teeming with. Stories like that of Rajaiah who did not became a crorepati overnight, but landed a job that now earns him a princely sum of Rs 13,000 every month. Or that of a domestic child worker R Sridevi who was rescued and later went on to become a national handball player. Then there are more success stories of other deprived children who lived their dream of becoming an “officer” when they landed a government job.

While R Sridevi of Warangal was forced to take up a job as domestic help at an early age to support her old parents and younger brother and give up her love for the game of handball, Rajaiah left home driven by his love for travel. “I would hop into trains randomly, pose as a garbage boy as I never had money for tickets, and get down anywhere I wanted. I have been to Vijaywada, Bangalore, Chennai, Mumbai and finally Hyderabad where my life changed completely,” says the 26-yearold street boy turned social worker.

Having spent much of his childhood washing dishes at roadside eateries or begging at temple steps and sleeping on railway platforms, Rajaiah finally found an NGO-run shelter in the city, wherein he was also encouraged to resume education. A class V dropout, Rajaiah went on to clear his class X and XII, securing 84 per cent in the latter. He then opted for social work as his subject for graduation.

While Rajaiah was able to pursue his dream, for others such as Sridevi, juggling time between domestic work and handball practice was a daily challenge. She would practice in the evenings, after working all day. Her talent was soon noticed and the maid servant later went on to become a national handball champion with aid from various organisations. Sridevi is now reportedly flooded with job offers from different places and is a poster girl of sorts among the underprivileged girls in AP.

Born nearly two decades before Rajaiah or Sridevi, S Israel’s story is no different. Taking the first train out of his slum in Nellore district, the seven-year-old landed on the streets of Kolkata with no money or education. Israel was a rag picker, but with the help of kind soul who took notice of the child, was given both work and education. The 44-year-old now works with the Geological Survey of India.

But each of these success stories are riddled with various hurdles. In the case of Rajaiah, the used clothes that he wore (from the local resource management programme of the NGO) and the broken English that he spoke in was enough to alienate him from the rest of his class in college. At one time, he had even decided to run away from there, but stuck on realising that there were more serious issues in life than bad clothes. Predictably, he is proud of that he stayed on. “It’s been almost two years since I started working and I am greatly satisfied,” he says, adding that working for people from deprived backgrounds like his gives him immense satisfaction.

Exercise meant to make the delivery system more accountable

HYDERABAD: What makes the post-matric students’ scholarships roost for almost a year before they reach the beneficiaries while all government employees get paid immediately on the next day of the budget? The question by Principal Secretary of Social Welfare V. Nagi Reddy was not as much in anticipation of an answer, as it was to ignite inquisitiveness in the young social auditors.

MAKING A POINT: A student delegate shares his views at the social audit on government programmes.

“Bills of both salaries and scholarships get cleared in the same budget. I was expecting you to demand the reason for the delay in disbursement of the latter,” he said at the Public Hearing of the Social Audit under the aegis of Backward Classes Welfare Department on Saturday.

Three colleges
It was conducted in three volunteering colleges — Sri Sarada Women’s Degree College, Nalla Mall Reddy College of Engineering and Mahbubia Junior College for Girls. Students took active part in the audit with support from a non-governmental organisation CARPED. Questions about delay in release of instalments to colleges and their laxity in turn, difference in scholarship amounts from student to student, new mode of reimbursement of tuition fee, physical verification of certificates, delay in submission of acquaintance registers, and others were raised.

Director of BC Welfare K. Sunitha said the social audit concept was adopted from Department of Rural Development after instances of misappropriation surfaced in Mahabubnagar and Medak districts.

The exercise was meant to make the delivery system more accountable and 35 students from the three colleges underwent a three-day training programme conducted by the Centre for Good Governance in audit preparation.

Burned out, Fried, Toast !

We call it many things, and

We arrive there many ways

Maslach & Leiter define burnout as:

“the index of the dislocation between what people are and what they have to do. It represents an erosion in values, dignity, spirit and will–an erosion of the human soul. It is a malady that spreads gradually and continuously over time, putting people into a downward spiral …”  

Symptoms include exhaustion, cynical detachment from our work, and feelings of ineffectiveness.  

Why are so many social workers are burning out? We’re good people who are staunchly committed to helping others. Here’s where we think the problem lies:  

Too many of our employers fail to empower us with the ability to perform effectively, doing so in a multitude of ways. 

      Mismanagement  While social workers may be nice people, many social work middle managers do not appear on the surface to be skilled administrators. However, looking at the problem more closely, when upper management mandates cost-cutting, middle management is often left powerless to support front line staff. This results in front line workers who are overburdened with unmanageable workloads. We suspect that social work middle managers, squeezed between the directives to “do more with less” and “work smarter,”  experience burnout just as intensely as front line workers. And we further suspect that we “front line workers” fail to recognize burnout in our supervisors as quickly as we recognize it in our same-level peers. But regardless of the reason for mismanagement … lack of training, lack of experience, lack of insight, etc. … when we find ourselves poorly treated by a social work supervisor, it seems to have an especially biting sting because it happens at the hands of “one of our own.”

      Schedule Imbalance  Many of us are employed in agencies which provide 24 hour services, such as hospitals, crisis centers, protective agencies, etc. It is to be expected that we all have to share the burden of working holidays, weekends, and off-shifts. Some employers, however, repeatedly assign undesirable shifts to the same workers. Additionally, the distinction between being at work and time off from work becomes blurred when we are required to carry beepers and/or make ourselves available for consultation or crisis intervention on an on-call basis during our time away from the work setting.

      Intense Work Days  It is our observation that the most intensely burned out social workers are those with the most relentless work days. Far too many social work employers schedule exhausting shifts with no provision for meal breaks or short-term, essential mental/emotional refreshment. Burnout under these conditions appears quite pervasive to us. 

      Chronic Fear of Downsizing  Money is the bottom line for most of our employers. Social workers in mental health, health care, and many public agencies function with constant fears and sometimes threats of staff reduction. Who’s next … me? This type of atmosphere does little to encourage professional autonomy, growth, or performance. 

      Lack of Professional Projects  We’ve discovered from personal experience that when we do nothing but patient care day after day, week after week, month after month, we begin to lose enthusiasm for our job and our profession. Feelings of professional isolation emerge, as well as the decreased ability to contribute meaningfully to the organization. Time and an opportunity to work on projects promoting better care of clients would lead to much more professional satisfaction! 

      Office and Inter-Agency Politics  Who doesn’t hate this one? We’d all  rather  just do our jobs and forget the power struggles that take up time needlessly. Many of our work days suffer from reduced productivity caused by the need to jump through internal or inter-agency hoops that are of little value for the care of our clients.  

       Lack of Appreciation This certainly occurs in all professions. But have you ever noticed how social workers are supposed to routinely deal with difficult and stressful situations without so much as a “please” or “thank you?”  Management sometimes compounds the our feelings of being unappreciated with last-minute schedule changes, denial of employee benefits, staff reductions, etc. 

       Personal Risk  Frequently social workers are expected to perform effectively in hazardous situations without adequate protective measures for our health and safety. Dangerous situations are common for psych social workers and child protective workers. Medical and prison social workers often face patients with an airborne-communicable diseases such as TB without being informed of the risk and without adequate protective masks. Social workers frequently must interact with clients on a crisis basis without security staff or basic safety precautions.  In our opinion, nothing else more clearly communicates an employer’s lack of appreciation and respect than to jeopardize social workers in this way during the course of our work day.

తిండిపోతులు ఎవరు?

అణ్వాయుధాలు రాసులుగా పోసుకున్న అగ్రరాజ్యం చిన్నదేశాల ఆత్మరక్షణ హక్కునూ తృణీకరిస్తే చూస్తూ ఊరుకున్నాం. గూఢచార కుట్రలతో సైనిక నియంతలను ప్రతిష్ఠించి, మూడో ప్రపంచ దేశాలకు ప్రజాస్వామ్యం అలవడలేదనే అవహేళనలూ విన్నాం. రాజ్యాలకు రాజ్యాలే కూలదోసిన ప్రపంచ పోలీసు వర్ధ మాన దేశాలకు మానవ హక్కుల పాఠాలు చెప్పడమూ భరించాం. ఇప్పుడిక భారత్‌, చైనాల ప్రజలు రెండు పూటలా భోజనం చేయడమే నేరమై పోయిందట! మన ఆహార వినియోగం పెరగడమే ప్రపంచ వ్యాప్త కొరతకు కారణమనే వింత వాదన వింటున్నాం.

ప్రపంచం ఎదుర్కొంటున్న ఆహార సమస్యకు అమెరికా, ఇతర పారిశ్రామిక దేశాలు అవలంబిస్తున్న వి«ధానాలు, అమలు జరుపుతున్న అప్రకటిత శాసనాలే కారణమనడంలో సందేహం లేదు. రోగం కుదరాలంటే, రోగికే వైద్యం చేయాలి తప్ప ఆరోగ్యవంతుడికి కాదు. శిక్ష వేయాల్సి వస్తే, దోషికే వేయాలి తప్ప బాధితు డికి కాదు. ప్రపంచ ఆహార సమస్య తీరాలంటే, కడుపు నిండని పేదవాడిని కాదు తప్పు పట్టాల్సింది-తిన్నదరగని పెద్దమనుషులను. ఆహారకొరత ఎలా ఏర్పడిందో, ఇప్పటివరకు పేదదేశాలపై పెద్ద ప్రపంచం రుద్దుతున్న విధానాలేమిటో నిగ్గు తీయాలి. ఏదేశం ఎంత ఆహారం వినియోగిస్తుందో లెక్కలు తీయాలి.

ఆహార కొరత కు భారత చైనాల వైపు వేలెత్తి చూపుతున్న అమెరికా విదేశాంగ మంత్రి కండోలిజా రైస్‌ తమ దేశ ప్రజలు ఎంత సుష్టుగా తింటున్నారో ఆత్మపరిశీలన చేసుకోవాలి. వర్ధ మాన దేశాలలో ఆహార వినియోగం పెరిగిన మాట నిజమే. కానీ అవి ఇప్పట్లో అభివృద్ధి చెందిన దేశాలను అందుకోలేని స్థితిలో ఉన్నాయి. 2015 నాటికి వర్ధ మాన దేశాల తలసరి ఆహార వినియోగం ఎంత పెరిగినా 3380 కిలో కేలరీలకు మించదని, బడా దేశాల వినియోగం మాత్రం 2403 కిలో కేలరీలు ఉంటుందని తాజా అధ్యయనాలే సూచిస్తున్నాయి.

అమెరికా తదితర పారిశ్రామిక దేశాలతో పోలిస్తే భారత్‌ వంటి వర్ధమాన దేశాల ఆహార వినియోగం ఏపాటీ కాదు. భారత్‌లో ఇంకా 20 శాతం మంది పోషకాహార లోపంతో బాధపడుతున్నారు. మరోవైపు ప్రపంచ వ్యాప్తంగా వినియోగిస్తున్న 45 శాతం మాంసాహారాన్ని ఐదో వంతు మంది మాత్రమే భుజిస్తున్నారని గణాంకాలే చెబుతున్నాయి. అమెరికాలోని 65 శాతం మంది స్థూలకాయంతో బాధపడు తున్నారు. ‘ఆహారం ఎక్కువై’ అనారోగ్యం నుంచి బయట పడటానికి ఏటా 60 వేల కోట్ల డాలర్లు వైద్యం కోసం వెచ్చిస్తున్నారు. ఏటా మూడు లక్షల మంది ఈ స్థూల కాయం వల్లనే మరణిస్తున్నారు. మరోవైపు పేదల దేశాలలోని 82 కోట్ల మంది ఆకలితో ఆలమటిస్తున్నారు.

భారతీయుల పోషకాహారంలో ఇప్పటికీ సగటున యాభైశాతం పప్పన్నమే. మాంసం, గుడ్లు, పాలు, పళ్ళు పది శాతానికి మించవు. ప్రతి అమెరికన్‌ ఏటా సగ టున తన బరువుకు రెండింతల మాంసాహారాన్ని ఆరగిస్తున్నాడట! ఒక కిలో మాంసం ఉత్పత్తి చేయడానికి కొన్ని కిలోల జొన్న, గోధుమ ధాన్యాన్ని దాణాగా మార్చాల్సి వస్తుంది. అమెరికాలో పండుతున్న 80 శాతం ధాన్యం దాణాగానే మారుతున్నది. దాణాగా మారిన ధాన్యం ఏటా 67 కోట్ల టన్నులకు పైనే ఉంటుంది. ఈ అమెరికన్‌ పెద్ద మనుషులు వారానికి ఒక పూట మాంసాహారం మానుకుంటే 75 లక్షల టన్నుల ధాన్యం మిగులుతుంది. దీంతో అమెరికాలోనే తిండిలేక తిప్పలు పడుతున్న రెండున్నర కోట్ల మంది పేదల కడుపు నింపవచ్చు.

అమెరికన్ల మాంస భక్షణ కోసం దక్షిణ, మధ్య అమెరికా దేశాలలోని వృక్ష, జంతు జాలం నాశనమైపోతున్నది. కొంపలు ముంచి కన్నీరు కార్చడం అమెరికాకే సాధ్య మని కండోలిజా రైస్‌ మాటలే రుజువు చేస్తున్నాయి. సూడాన్‌ వంటి దేశాలలో ఆంతరంగిక కల్లోలం వల్ల ఆహార పంపిణీ జరగడం లేదని ఆమె సెలవిచ్చారు. ఆసి యా, ఆఫ్రికా దేశాలలో కల్లోలాను సృష్టించేది ఈ అగ్రరాజ్యాలే అయినప్పుడు, ఆహార పంపిణీలో వైఫల్యం మాత్రం ఆయా దేశాల వైఫల్యమవుతుందా? భారత్‌లో ఆహార వినియోగం పెరిగిన మాట నిజమే. అందుకు గర్వపడాల్సిందే తప్ప నిందించుకోవలసిందేమీ లేదు.

స్వాతంత్య్రం వచ్చిన నాటి నుంచీ పెరు గుతూనే ఉన్నది. ఈ అవసరాలకు తగినట్టుగా ఆహార భద్రతను కూడా సాధిం చింది. ఆహార మండలాల ఏర్పాటుతో ఉత్పత్తిని, పంపిణీని నియంత్రించింది. ఇంధనం ధర పెరగడం వల్ల రవాణా భారమై ఆహార కొరత ఏర్పడుతుందనేది రైస్‌ వింత వాదన. స్థానిక ప్రయోజనాలు పణంగా పెట్టి అంతర్జాతీయ ఆహార బేహా రుల కొమ్ముకాసిన ఫలితమే సీమాంతర రవాణా ఎక్కువైందని, కృత్రిమ కొరతలు కూడా పెరిగిపోయాయన్నది అమెరికా చెప్పని సత్యం. ప్రముఖ ఆర్థికవేత్త మార్టిన్‌ ఖోర్‌ చెప్పినట్టు భారత్‌ వంటి ఆహార స్వావలంబన సాధించిన దేశాలు పరాధీనం కావడానికి అమెరికా, ఐఎంఎఫ్‌ల ఒత్తిడులే కారణం.

ఆహార కొరతను ఎదుర్కొంటున్న దేశాలు ఎగుమతులను నిలపివేస్తున్నాయనేది రైస్‌ చేసిన మరో ఆరోపణ. ఏ దేశమైనా తమ ప్రజలకు తగిన అవసరాలు నిలువ పెట్టుకోవడంలో తప్పేముంది! ధాన్యాన్ని బయో ఇంధనంగా మార్చడం ప్రారంభించిన ఘనత అమెరికాదే.ఒకవైపు బయోఇంధనం కోసం బడుగుదేశాల్లోని అడవులను, పంట పొలాలను బలి పెడుతున్న అమెరికా పాలకులు తమ దేశంలోనే మూడున్నర కోట్ల ఎకరాల భూమిని పంట వేయకుండా సబ్సిడీ ఇచ్చి పడావు పెటి ్టస్తున్నారు. ఆహార వినియోగం లెక్కలన్నీ మన కళ్ళ ముందే ముంజేతి కంకణంలా కనిపిస్తున్నాయి. ఇక ఎవరికి కొవ్వెక్కడం వల్ల ప్రపంచ ఆహార సంక్షోభం నెలకొన్న దో అమెరికా పాలకులు చెప్పాలి.

ఈయన పేరు బాలు. మహబూబ్‌నగర్‌ జిల్లా జడ్చర్ల వద్ద పోలేపల్లి రైతు. 16 ఎకరాల ఆసామి. ప్రత్యేక ఆర్థిక మండలి కోసం తన భూమిని సేకరించడాన్ని ప్రశ్నించినందుకు ప్రభుత్వం ఇతడిని అరెస్టుచేసి జైలుకు పంపింది. అవమాన భారంతో కుంగిపోయి మరణించాడు. ఇతడే కాదు.. పాతిక మందికిపైగా రైతులు ఇలా భూసేకరణకు బలయ్యారు. రైతులను తమ పొలంలోనే కూలీలుగా మార్చేసి వారి బతుకులను ఛిద్రం చేసిన ఓ ప్రత్యేక ఆర్థిక మండలిపై న్యూస్‌టుడే ప్రత్యేక కథనంమొన్నటిదాకా 16, 17 ఎకరాల భూస్వాములు వారు. నేడు.. తమ పొలంలోనే కూలీలుగా మారిపోయారు. ప్రత్యేక ఆర్థిక మండలి (సెజ్‌) వారి భూముల్ని మింగేసింది. కొందరి ప్రాణాలను కబళించింది. ఇంకొందరి బతుకులను ఛిద్రం చేసింది. ఒకరుకాదు.. ఇద్దరు కాదు.. ఇప్పటికి 25 మందికి పైగా రైతులు ప్రాణాలు కోల్పోయారు.. నమ్ముకున్న భూమిని కోల్పోయిన బాధను తట్టుకోలేక గుండె ఆగి కొందరు చనిపోయారు. తమ సొంత భూమిలోనే కూలీలుగా మారిన అవమానభారంతో ఇంకొందరు ప్రాణాలు తీసుకున్నారు. మరికొందరు భూమిని రక్షించుకోవడానికి ప్రయత్నించారు. పోలీసులు వారిని అరెస్టు చేసి జైళ్లకు పంపారు. ఆ అవమానంతో వారిలోనూ కొందరు మంచంపట్టి చనిపోయారు. బతికున్నవారూ తాము కోల్పోయిన భూముల్లోనే కూలీలుగా పనిచేస్తూ జీవచ్ఛవాల్లా కాలం వెళ్లదీస్తున్నారు. ఇదెక్కడో మారుమూల ప్రాంతంలో జరిగింది కాదు.. రాష్ట్ర రాజధానికి దగ్గర్లోని జడ్చర్ల వద్ద చోటుచేసుకుంది. ‘న్యూస్‌టుడే’ ఆ ప్రాంతాన్ని సందర్శించి బాధితుల దయనీయ పరిస్థితుల్ని ప్రత్యక్షంగా చూసింది.

 

తెలుగుదేశం హయాంలో గ్రీన్‌పార్కు అభివృద్ధి కోసం ఆంధ్రప్రదేశ్‌ పారిశ్రామిక మౌలిక సదుపాయాల సంస్థ మహబూబ్‌నగర్‌ జిల్లా జడ్చర్ల సమీపంలోని పోలేపల్లి వద్ద భూసేకరణ చేపట్టింది. 1000 ఎకరాలు సేకరించింది. ఇక్కడ ఎలాంటి పనులు చేపట్టకపోవడంతో రైతులే తమ భూములను సాగు చేసుకుంటూ వచ్చారు. కాంగ్రెస్‌ అధికారంలోకి వచ్చాక 2005 నుంచి పరిస్థితి మారిపోయింది. రైతులు సాగు చేసుకుంటున్న భూములను సర్కారు స్వాధీనం చేసుకుంది. ఔషధ రంగానికి సంబంధించిన ప్రత్యేక ఆర్థిక మండలి కోసం కేటాయించింది. అరవిందో ఫార్మాకు 70 ఎకరాలు, హెట్రోడ్రగ్స్‌కు 80 ఎకరాలు ఇచ్చింది. కార్తీకే, మమత తదితర సంస్థలకూ భూములు కట్టబెట్టింది. ఏడాది కాలంగా నిర్మాణ పనులు జరుగుతున్నాయి. రైతులు ఆందోళన చేస్తున్నా ప్రభుత్వం పట్టించుకోలేదు. అధికారులు, పోలీసులు రంగంలోకి దిగి వారిని అణచివేశారు. రైతులకు పరిహారం అందినా.. ఇంత తక్కువ చెల్లించిన సంఘటన రాష్ట్రంలో ఎక్కడా లేదు. అసైన్డ్‌ భూమికి ఎకరాకు రూ.18 వేలు, పట్టా భూమికి రూ.30 వేలు చెల్లించారు. ఇందులో కూడా కొంత దళారుల పాలైందని రైతులు వాపోయారు.

ఒక్కొక్కరిదీ ఒక్కో గాథ
* భద్యా అనే రైతుకున్న ఐదెకరాల భూమి పోయింది. ఇది తట్టుకోలేక భార్య చనిపోతే.. అతడూ విషం మింగి ఆత్మహత్య చేసుకున్నాడు. వారి పిల్లలు ఇప్పుడెక్కన్నారో కూడా తెలియదు.
* భద్రా అనే మరో రైతుదీ ఇదే పరిస్థితి. భూమి కోల్పోయిన దిగులుతో ఒకరోజు బయటకు వెళ్లి తిరిగిరాలేదు. కుటుంబ సభ్యులు అన్ని చోట్ల గాలించారు. చివరకు బావిలో శవమై తేలాడు.
* మంగ్యా అనే రైతు విషం తాగి ఆత్మహత్య చేసుకుంటే.. భార్య తన నలుగురు పిల్లలతో తల్లితండ్రుల వద్దకు వెళ్లిపోయింది.
* పదెకరాల భూమిని కోల్పోయిన దీప్లానాయక్‌ ముగ్గురు కుమారులు కూలీలుగా మారారు.
* అధికారులు తీవ్రంగా ఒత్తిడి చేశారని, పరిహారం తీసుకోకుంటే భూములు గుంజుకొంటామని బెదిరించడంతో కోట్యానాయక్‌ అనే రైతు మరణించాడు.
* తమ భూములు స్వాధీనం చేసుకొన్న ఏడాదికే భర్త చనిపోయారని, ఇప్పుడు పిల్లలకు పనులు ఇవ్వడం లేదని ఓ మహిళ వాపోయింది.

జైలుకు పంపారన్న అవమానంతో
భూములు కోల్పోయిన రైతులు ఇటీవల ఆందోళన చేయడంతో పోలీసులు తమ ప్రతాపం చూపి 36 మందిని అరెస్టు చేసి జైలుకు పంపారు. ఈ అవమాన భారం భరించలేక కొందరు రైతులు చనిపోతే.. కొందరు ఇప్పటికీ దానిని తలుచుకుని కుమిలిపోతున్నారు. తాండాకు చెందిన బాలుకు ఉన్న 16 ఎకరాల భూమి పోయింది. ఇటీవల ఆందోళన చేసినపుడు పోలీసులు పట్టుకెళ్లారు. అవమానం భరించలేక పస్తులుండి, కుమిలిపోయి మరణించాడని ఆయన కుటుంబ సభ్యులు తెలిపారు. ఈయన కొడుకు 14 ఏళ్ల వయస్సున్న లక్ష్మణ్‌పై కూడా పోలీసులు కేసు నమోదు చేశారు.

* పోలేపల్లిలోని దళిత వాడకు చెందిన వల్లూరు బాలయ్య కూడా భూమిని కోల్పోయి, పోలీసులు కేసు పెడ్తే కోర్టు చుట్టూ తిరిగి అవమానం భరించలేక మరణించారని ఆయన కుటుంబ సభ్యులు తెలిపారు.
* నాలుగు ఎకరాల భూమి ఉంటే రెండు ఫ్యాక్టరీలకు తీసేసుకున్నారని, ఈ బాధ తట్టుకోలేక తన భార్య చనిపోయిందని పోలేపల్లికి చెందిన పెద్ద పెంటయ్య చెప్పారు. ఇటీవల ఆందోళన చేసినపుడు పోలీసులు అరెస్టు చేసి నానా ఇబ్బందులు పెట్టారన్నారు. ఎవరైనా చనిపోతే శవాన్ని పూడ్చడానికి కూడా స్థలం లేదని విలపించారు.
* భూములు కోల్పోవడంతో మరణించిన వారిలో తాండాకు చెందిన తోగ్యా, దళితవాడకు చెందిన బాలయ్య, వెంకయ్య తదితరులున్నారు.

భర్త వదిలేసి ఎక్కడికో పోయాడు!
ఉన్న భూమిని ప్రభుత్వం లాగేసుకోవడంతో భర్త తనను వదిలేసి ఎక్కడికో వెళ్లిపోయాడని నర్సమ్మ అనే మహిళ వాపోయింది. మొగిలయ్య అనే రైతుకు ఈమె కూతురు. అల్లుడిని ఇల్లరికం తెచ్చుకున్నాడు. పెళ్లయిన కొద్దిరోజులకే భూమిని ప్రభుత్వం తీసుకుంది. భూమి పోయాక ఉండలేనంటూ అల్లుడు వెళ్లిపోయాడు. నర్సమ్మ, మొగిలయ్య ఇప్పుడు తమ భూమిలోనే కూలీలుగా పని చేస్తున్నారు.

నిర్వాసితుల తరపున నిలబడి..
పోలేపల్లి గ్రామ ఉప సర్పంచ్‌ ఉపేందర్‌రెడ్డి భూమి కోల్పోలేదు. యువకుడైన ఈయన నిర్వాసితులకు అండగా నిలబడి పోరాడాడు. అరెస్టయి జైలుకెళ్లాడు. పోలీసుల చేతిలో దెబ్బలు కూడా తిన్నాడు. చివరకు అనారోగ్యం పాలై ప్రాణాలొదిలాడు.

నిన్నటి రైతులే నేటి కూలీలు
పోలేపల్లి, గుండ్లగడ్డ తాండాల్లో రెండేళ్ల క్రితం వరకు ఐదు నుంచి 25 ఎకరాల వరకు భూమిని కలిగి ఉన్న రైతులు నేడు తమ పొలాల్లోనే కూలీలుగా మారారు.
*ఉన్న మూడెన్నర ఎకరాల భూమి పోయింది.. భర్త ఏమీ చేయలేని స్థితిలో ఉన్నాడు. నాకు మూడు ఆపరేషన్లు జరిగాయి. అయినా కుటుంబాన్ని పోషించడానికి ఇక్కడే పనికి రావాల్సి వచ్చిందని బాలమ్మ అనే మహిళ వాపోయింది.

కోల్పోయిన భూముల్లో రైతులందరికీ పని దొరకడం లేదు. నడివయసు దాటిన వారికి ఔషధ సంస్థలు పనులివ్వడం లేదు. తనకు వయస్సు మీరిందంటూ తిప్పి పంపారని టోప్యా అనే నిర్వాసితుడు తెలిపారు. ఈయన భార్యను మాత్రం పనిలో పెట్టుకున్నారు. ‘గతంలో పొలం దున్ని నాలుగునెలలు పనిచేస్తే ఏడాది తినేవాళ్లం. ఇప్పుడు తమ భూముల్లోనే కంపెనీల తరపున ఎండలో పెద్దపెద్దరాళ్లు మోసే పనులు చేయలేక అల్లాడుతున్నాం. మా బతుకులు చెట్లపాలు, రాళ్లపాలు అయ్యాయి’ అని గ్రామస్తులు విలపిస్తున్నారు. ప్రత్యేక ఆర్థిక మండలి చేపట్టిన వారిని ఏమైనా అడిగితే.. ‘మాకేమీ సంబంధం లేదు, మీ దగ్గర నుంచి ఏపీఐఐసీ తీసుకుంది. వారినడగండని సమాధానం చెబుతున్నారు’ అని పలువురు వాపోయారు. ఇక్కడ కూడా కొద్దిరోజులే పని ఇస్తారని, ఫ్యాక్టరీలకు గోడలు లేచాక తమను తీసేస్తారని, అప్పుడు తమ పరిస్థితి ఏమిటో అర్థం కావడం లేదని ‘న్యూస్‌టుడే’తో అన్నారు.

సీత్యానాయక్‌కు 17 ఎకరాల భూమి ఉండేది. అధికారులు భూమి తీసుకుంటామంటే ప్రత్యామ్నాయంగా భూమి ఇమ్మని ఆరునెలల పాటు అధికారుల చుట్టూ తిరిగాడు. అయినా అధికారులు పట్టించుకుకోకుండా గ్రామంలో సమావేశం పెట్టి భూమి తీసుకొంటామని ప్రకటించారు. తట్టుకోలేక సీత్యానాయక్‌ మరణించాడని ఆయన కుమారుడు కిష్ణు తెలిపాడు.

-తమకున్న 16 ఎకరాలు పోవడంతో తన భర్త సోన్యానాయక్‌ ఆవేదనతో మరణించాడని ముడావత్‌ రుక్కీ అనే మహిళ విలపించింది. ఇద్దరు పిల్లలు కూలికిపోయి వారి కుటుంబాన్ని పోషించడమే కష్టంగా మారింది. నేనెలా బతకాలని ఆమే భోరుమంటోంది.

శంకర్‌నాయక్‌కు 16 ఎకరాల భూమి పోయింది. ప్రస్తుతం రోజుకు రూ.120 కూలితో ఇక్కడే పనిచేస్తున్నానని వాపోయాడు.

17 ఎకరాలు కోల్పోయిన దిమ్సానాయక్‌ది ఇదే పరిస్థితి. కూలి చేయగా వచ్చిన డబ్బులు తిండికి మాత్రం సరిపోతున్నాయని చెప్పాడు. ఎకరాకు రూ.10వేల నుంచి రూ.16 వేల వరకు పరిహారంగా ఇచ్చారని, ఈ డబ్బుతో ఎక్కడా భూములు కొనలేని పరిస్థితిలో నిస్సహాయులుగా మిగిలిపోయామన్నారు.

మూడున్నర ఎకరాల భూమిని తీసేసుకొన్న ఏడాదికే తన భర్త నరసయ్య మరణించాడని, ఆరుగురు పిల్లలను ఎలా సాకాలో అర్థం కావడం లేదని సుక్కమ్మ అనే మహిళ ఆవేదన వ్యక్తం చేసింది.

తాను చచ్చి బతికానని ఆరు ఎకరాల భూమి కోల్పోయిన కూర్మయ్య అనే రైతు విలపించాడు. భూమి కోల్పోయిన బాధతో ఆందోళన చెంది పక్షవాతానికి గురయ్యాడు. కొన్నిరోజుల తర్వాత కోలుకుని.. ప్రస్తుతం అక్కడే కూలిగా పని చేస్తున్నాడు.
