రాజోళిలో ఇప్పుడు మగ్గాల శబ్దాలు ఆగిపోయాయి. నేతన్నల హృదయాలు పగిలిపోయాయి. ప్రపంచానికి బట్టలందించే నేతన్నలు నేడు దాతలందించిన పాత బట్టలు మూటల్లో వెతుక్కొని కొలతలు చేసుకొని వేసుకుంటున్నారు. ఎవరేమైనా బయటి నుంచి ఏదైనా ఇస్తారేమోనని రచ్చకట్ట దగ్గర వచ్చిపోయే వాహనాల వెంబడి ఆశగా ఎదురు చూస్తూ రోజులు గడుపుతున్నారు.

పాలమూరు జిల్లాలో చేనేతకు పెట్టింది పేరు గద్వాల చీరలు, అలాగే నారాయణపేట చీరలు. ఈ రెండు ప్రాంతాలకు జిల్లాలోని ఇతర ప్రాంతాలలో దాదాపు 50 కిలోమీటర్ల పరిధిలో ఈ చీరలను నేస్తున్న గ్రామాలు ఉన్నాయి. ముఖ్యంగా ఈ నేత పనిని ఈ జిల్లాలో పద్మశాలి, కుర్ణిసాలి, పట్టు సాలీలు అలాగే ఇతర కూలీలైన కత్రిలు, ముస్లింలు చేస్తున్నారు. ఈ గద్వాల చేనేత క్లస్టర్‌లో చేనేతకు ప్రాముఖ్యమున్న గ్రామం రాజోళి. తుంగభద్ర నది తీరంలో ఉన్న ఈ గ్రామం దాదాపు 50 శాతంపైగా కుటుంబాలు చేనేతపై జీవిస్తున్నాయి. గత పదిహేనేళ్ల క్రితం వరకు కాటన్‌ దుప్పట్లు, లుంగీలు, తువ్వా లు, పంచెలకు పెట్టింది పేరు. ‘రాజోళి బట్టలు’ అనే బ్రాండ్‌ పేరుతో వీరి వ్యాపారం సాగుతుండేది.

కాని మారుతున్న కాలంతో పాటు నేత బట్టకు ఉన్న డిమాండ్‌ పడిపోవడం వల్ల వీరు గద్వాల్‌ పట్టు చీరలు నేయడం మొదలుపెట్టారు. అదృష్టం బాగుండి మార్కెట్‌ ఉండడం వల్ల వీళ్ళంతా ఈ నేత పనిచేస్తూ జీవనం సాఫీగా సాగిస్తుండే వారు. గత 5-6 సంవత్సరాల నుంచి వారి పిల్లలను పై చదువులకు పంపిస్తున్నారు. జీవితం కంకర రోడ్డుపై వెళుతున్న ఎడ్ల బండిలాగా సాగుతుండేది. దసరా సరదాగా ఉన్నంతలో పండగ చేసుకున్న సంతోషాన్ని, భవిష్యత్తు కలలను గంగమ్మ ఒక్క పెట్టున ఉప్పొంగి కళ్ళ ముందే గ్రామాన్ని నీట ముంచింది.

బతుకులను ప్రశ్నార్థకంగా మార్చింది. తుంగభద్ర నది పొంగి పొర్లింది. సంకేసు ల డ్యాం నిండి గేట్లు తెరుచుకోలేక హోస్పే ట్‌ నుంచి వచ్చిన వరద నీరు బయటికి పంపలేక నిర్దాక్షిణ్యంగా తన ఒడిలో సేద తీరుతున్న రాజోళి గ్రామాన్ని క్షమించండంటూ ముంచెత్తేసింది. ప్రాణ నష్టం అంతగా లేకున్నా డ్యాం తెగి ఊరుమీద పడ్డ తుంగభద్ర తన మన పేద ధనిక వర్గ వర్ణ కుల విభేదాలు లేకుండా అందరిని సమానంగా చూసింది. ఫలితం గూడు చెదిరింది. మగ్గం విరిగింది. ఆధారమైన దారం తెగింది. భవిష్యత్తు ఆగమ్య గోచరంగా మారింది.

నిన్నటి వరకు బతుకు జీవుడా అన్న చందాన ఉన్న జీవితాలు నేడు కకావికలమై గుట్టకొకరు, గట్టుకొకరు, చెట్టు నీడ కొకరు అందిన సామాన్లు తీసుకొని బయలు దేరారు. రాజోళిలో ఇప్పుడు మగ్గాల శబ్దాలు ఆగిపోయాయి. నేతన్నల హృదయాలు పగిలిపోయాయి. ప్రపంచానికి బట్టలందించే నేతన్నలు నేడు దాతలందించిన పాత బట్ట లు మూటల్లో వెతుక్కొని కొలతలు చేసుకొని వేసుకుంటున్నారు. ఎవరేమైనా బయటి నుంచి ఏదైనా ఇస్తారేమోనని రచ్చకట్ట దగ్గర వచ్చిపోయే వాహనాల వెంబడి ఆశగా ఎదురు చూస్తూ రోజులు గడుపుతున్నారు.

ఇంటి పరిస్థితి చూస్తే పగిలిపోతుంది. జీవనం అందించిన మగ్గం నిర్జీవంగా బురదలో కూరుకొనిపోయింది. కూలిన మిద్దెలు కాలిన కడుపులు కళ్ళలో సుళ్లు తిరుగుతున్న నీళ్లు ఇవన్ని చూసి చూసి మన సు నిబ్బరపరుచుకున్నారు. ఇప్పుడిప్పుడే తేరుకుంటున్నారు. అటు ఇటు తిరుగుతున్నారు. చాలా మంది వస్తున్నారు. వారికి తోచిన సహాయం ఇచ్చి వెళుతున్నారు. ఊరు జాతరను తలపిస్తుంది. జాతర వెనుక నరక యాతన దాగి ఉంది. ఈ గ్రామంలో దాదాపు 1200 పైచిలుకు కుటుంబాలు నేతపై ఆధారపడి ఉన్నాయి. వీరి సంవత్సర ఆదాయము 36 వేల నుంచి 40 వేల రూపాయలు సిల్క్‌ నేసే వారికి, 24 వేల నుంచి 30 వేల రూపాయల వర కు కాటన్‌ నేసే వారికి వస్తుండే ది.

ఒక ఇంట్లో ఇద్దరు భార్య, భర్త కష్టపడితే ఒక మగ్గానికి వచ్చే ఆదాయం. వీరికి ఇదే జీవనోపాధి. అన్ని చోట్ల ఉన్నట్టు వీరికి ఇది ఒక్కటే జీవనోపాధి. వ్యవసాయం కాని ఇతర ఉపాధి మార్గాలు శూన్యం అని చెప్పవచ్చు. దీనికి తోడు వీరికి పెట్టుబడి, మార్కెట్‌ ఒక పెద్ద సమస్యలు. ఈ సమస్యలను అదునుగా చేసుకుని వీరిలో నుంచే కొంత ఆర్థిక పరిస్థితి మెరుగ్గా ఉన్న వ్యక్తులు మధ్య వర్తులుగా మారి కొంత మందికి మాల్‌ ఇచ్చి నేయించుకుంటారు. ఈ మధ్య వ్యక్తుల్లో రెండు రకాలు. కొంత మంది నేరుగా మార్కెట్‌ చేస్తే ఇంకొందరు హోల్‌సేల్‌కు షాపులకు అందిస్తుంటారు.

నేత కార్మికులను చూస్తే కొంత వారి సొంత మగ్గాలు ఉండి షావుకారితో మాల్‌ తెచ్చుకొని అతనికే ఇవ్వడం దానికి అతనికి చీరకు కొంత ముట్ట చెబుతుంటారు. రెండవ రకం మగ్గాలు వారి సొంతం కావు ఎవరైతే మధ్యవర్తి ఉంటా రో అతనే మగ్గాలు పెట్టి కూలి నేతన్నతో నేయిస్తుంటారు. అంటే కూలి నేతన్న. మూడవ రకం నేతన్న మగ్గం. మాల్‌ సొంతంగా ఉండి నేరు గా షాప్‌కు గాని లేదా మధ్యవర్తికి గాని ఇస్తుంటారు. వీరు కొంచెం మేలుగా జీవిస్తుంటారు. వీరిలో ఉన్న నైపుణ్యాలను పెట్టుబడిని బట్టి వారు పై నాలుగు రకాలుగా విడగొట్టవచ్చు.

ఒకటి కూలి నేతన్న. రెండు మధ్యవర్తులకు నేసే వారు. మూడవిది సొంతంగా చేసేవారు. నాలుగు మాస్టర్‌ వీవర్స్‌ (వ్యాపారం చేసేవారు). వరద తాకిడికి కూలిన మగ్గాల సంఖ్య దాదాపు 2000లకు పై చిలుకే ఉంటుంది. జిల్లా నుంచి అధికారులు గ్రామానికి వెళ్ళి దాదా పు 13 కోట్ల రూపాయల నష్టంగా అంచనా వేశారు. ఇందులో మగ్గా లు, వాటిపై ఉన్న మాల్‌ (12 నుంచి 15 వేల రూపాయలు మగ్గానికి, 9నుంచి 10 వేల రూపాయలు మాల్‌కు) సహకార సంఘంలో ఉన్న సరుకులు కలిపి అంచనా వేయడం జరిగింది. తాత్కాలికంగా రకరకాల రిలీఫ్‌ మెటీరియల్‌తో ఆదుకోవడం జరుగుతుంది. దీంతో పాటు దీర్ఘకాలికంగా శాశ్వతమైన నష్ట నివారణ చర్యలు చేపట్టాల్సిన అవసరముంది.

రాజోళి నేతన్నలు ఇప్పుడు సర్వస్వం కోల్పోయారు. ఇల్లు కట్టుకోవడానికి చాలా సమయం పట్టవచ్చు. కాబట్టి ప్రస్తుతానికి తాత్కాలిక షెడ్లు కల్పించి మగ్గాలు వాటిపైకి మాల్‌ అందిస్తే నేత వేసుకొంటారు. శాశ్వతమైన పునరావాసం వైపు వారిని తీసుకెళ్ళవచ్చు. ప్రభుత్వం వీరిని ఆదుకోవడానికి యుద్ధప్రాతిపదికన వీరికి తాత్కాలిక షెడ్లు కల్పిస్తూ మగ్గాలు ఇవ్వాలి. మగ్గాలపై మాల్‌ కొనుగోలు కు రుణసదుపాయం కల్పించడం, వీరికి కనీ సం మూడు నెలలకు సరిపడే రేషన్‌ ఇవ్వాలి. శాశ్వత ప్రణాళికలో భాగంగా ఇల్లు, వర్క్‌ షెడ్‌ నిర్మాణం చేపట్టాలి. చేనేతపై పని చేస్తున్న ఇతర సంస్థలతో కలిసి సంపూర్ణమైన శాశ్వత పునరావాసం, జీవనోపాదులను మెరుగుపరిచే ప్రణాళికలు తయారు చేయడం.ప్రభుత్వం/ఇతర సంస్థలు రాజోళి చేనేతకు విస్తృత ప్రచారం కల్పించడం.

రకరకాలైన ప్రభుత్వ/ప్రైవేట్‌ సంస్థలు స్వచ్ఛంద సంస్థలు సమన్వయం చేసుకొని సంపూర్ణ ప్రణాళిక ఎవరెవరు ఏం సహాయం చేయగలరన్నది జిల్లా స్థాయిలో నిర్ణయం తీసుకోవాలి. ‘మూలుగుతున్న నక్కపై తాటికాయ పడ్డట్టు’ దీన స్థితుల్లో ఉన్న నేతన్నలు వరదలలో మునిగి ఉన్నారు. అందరు వారి శాశ్వత పరిష్కారాల గురించి ఆలోచించి ప్రజల సహకారంతో ప్రణాళికలు అమ లు చేస్తే కనీసం పూర్వ స్థితికి తీసుకొని రావచ్చు. ఇప్పుడున్న శాస్త్ర సాంకేతిక పరిజ్ఞానాన్ని ఉపయోగించుకొని వాటిని కావల్సిన స్థాయిలో వాడుకొని కొత్త జీవితాన్ని ప్రారంభించడానికి అందరం సహకరిద్దాం.

1975 blockbuster Deewar with just four words: “Mere paas maa hai”. Being a mother is good, great and glorious in mythology, cinema and in the popular psyche in India. Sadly, in real life, motherhood is a hazardous experience in many parts of the country.

“No Tally of the Anguish: Accountability in maternal healthcare in India”, a recent report by Human Rights Watch (HRW), the New York-based international NGO, is the latest reminder of the paradox of being a mother in India. We deify motherhood but do not do enough to save mothers.

“For an emerging global economic power famous for its medical prowess, India continues to have unacceptably high maternal mortality levels. In 2005, the last year for which international data is available, India’s maternal mortality ratio (MMR) was 16 times that of Russia, 10 times that of China, and four times higher than in Brazil,” the 150-page report observes.

Some more damning figures: Of every 70 Indian girls who reach reproductive age, one will eventually die because of pregnancy, childbirth or unsafe abortion, compared to one in 7,300 in the developed world. More will suffer from preventable injuries, infections and disabilities, often serious and lasting a lifetime, due to failures in maternal care.
Indeed, India contributes a little under a fourth of the world’s maternal mortality.

Given all these disturbing numbers, why do not we hear more about maternal deaths? The short answer: because the magnitude of the problem is not recognised and the life stories of the dead women remain untold. Deaths due to conflicts, disasters or terrorism instantly grab public attention, become talking points, pressuring politicians and policymakers towards action. Most maternal deaths, in contrast, are deaths due to neglect, and remain ill-monitored.
Medical records typically capture the immediate, biological causes of maternal deaths. What gets left out are the personal, familial, socio-cultural and environmental factors contributing to these deaths. The key underlying reason behind a maternal death in India is not always lack of money. The brutal truth, as the HRW report notes, is that generally speaking, maternal mortality is high where women’s overall status is low, and public health systems are poor. It is the low status of women which leads to the low priority accorded to her health.

Early marriage, women’s neglect of their reproductive health, inability to decide when and where to seek medical help, widespread malnutrition, lack of education, awareness, domestic violence and poor access to quality healthcare, including emergency obstetric services are some of the all too familiar factors which contribute to tens of thousands of maternal deaths.

A telling indicator: In rural India, even the desperately poor spend months planning every detail of a family wedding.
The birth of a child, in stark contrast, is considered a routine affair, requiring minimal preparation and expenditure. Neglect during pregnancy and childbirth claims the lives of around 100,000 women across the country every year. Most such deaths can be averted but for the “three delays” — delay in decision to seek care, delay in reaching the appropriate health facility and delay in receiving care once inside a hospital.

Within India, there are also huge disparities. National averages camouflage sharp incountry variations in maternal mortality and morbidity. Northern India, made up of the so-called eight “Empowered Action Group” states, along with Assam, have the highest maternal mortality rates in the country. At 440 maternal deaths per 1,00,000 live births, Uttar Pradesh reports the second highest MMR (maternal mortality ratio) in the country. This is about 1.7 times the estimated national MMR and more than three times that of states like Tamil Nadu in south India.

Many of the insights in the HRW report are familiar to Indians working in public health. India’s flagship National Rural Health Mission (NRHM) seeks to address the twin challenges of maternal and child survival. Since its launch in 2005, the NRHM has pumped in huge sums of money to improve public health systems and reduce maternal and infant mortality. Recent data suggests that it has made some difference in parts of the country. All-India figures show a decline in maternal deaths between 2003 to 2006.

However, the initiatives will not produce the intended outcomes unless there is strict monitoring and healthcare system accountability, as the HRW report correctly stresses. We also need timely investigations into maternal deaths.

Unicef, for example, has piloted a verbal autopsy tool called Maternal and Perinatal Death Inquiry and Response, which involves communities. Two years ago, while visiting districts across the country where this was being implemented, I saw promising signs. Trained health and community workers and NGO field staff visited families where a maternal death has taken place with a structured questionnaire. The questionnaire is a tool to facilitate a process of raising awareness, of getting people concerned and involved about issues impacting a mother’s health and make them more knowledgeable about how they can do something about them. In several instances, communities had come forward with local solutions to critical issues like referral transport during obstetric emergencies. Saving mothers is not rocket science, and certainly within the capacity of a country whose lunar programme just celebrated its triumphant discovery of water at the moon. What is needed is a determined focus on the specific cracks through which so many women fall. In the Indian context, this means paying attention to not only the disparities between different states and regions but also the significant differences in utilisation of maternal health care within states, districts and cities.

Rural women, the urban poor, and women in geographically-remote areas report poorer utilisation of maternal healthcare services than the middle class in urban areas. Pregnant women belonging to dalit and tribal communities use maternal health services less than women belonging to upper castes. Maternal deaths continue in India because the women who die are not those we socialise with and their rights are not given the same value as our rights. India has the resources, tools and technical expertise to save its mothers and its children. It should do so not only because of what Human Rights Watch or any other organisation says, but because it is the right thing to do. It will be a critical step in making the idea of India more attractive.

Village is renowned for its handloom products

RAJOLI (Mahabubnagar district): The unprecedented flood has taken the sheen out of this village located on the banks of Tungabhadra river.

A rich village with about 40,000 population, Rajoli is acclaimed for its handloom products which are in good demand. The flood that ravaged the village on October 1 has, however, shattered the lives of the weavers who lost their looms as well as houses.

Only 10 per cent of the 4,000 odd dwellings withstood the destruction unleashed by Tungabhadra, which was on spate. With the houses and looms that brought them repute within the country and abroad shattered by the river’s fury, the village now appears a dumpyard of dead bodies of cattle, pigs and dogs with slush left by the receding water still continuing to obstruct free walk of the streets.

Thukaram, one of the three MPTC members from the village and a proud owner of 70 looms, lost all his equipment as well as stock worth Rs. 70 lakh. And, the story of dozens of others is no different. “With all the property and belongings lost, there is no scope for us to survive,” said Rumala Rukmini, a handloom weaver who lost her eight looms and house.

Even as the reality is yet to dawn on many, residents are leaving to take shelter in their relatives’ houses in other towns and villages.

“We have lost our house as well as property. How can we live here in such circumstances?” lamented Netha Venkatesh (40).

Vaddepally ZPTC member Srinivasulu wanted the authorities concerned to keep the disaster in view and ensure that the entire village was relocated to a higher altitude where the residents were not affected in the event of such calamities.

After a severe drought, what led to the massive scale of floods in Karnataka and Andhra Pradesh? Blame it on the rain, you could say. Irrigation officials say these are possibly the worst floods in this area in 10,000 years. But what caused this disaster? Could it have been better managed?

Kurnool, Mahbubnagar, Krishna and Guntur are the worst affected districts. Overall, at least 18 lakh people in nearly 400 villages of Andhra Pradesh have been affected by the floods. 180 villages in Kurnool, 89 in Mahbubnagar, 100 in Guntur and 22 in Nalgonda are in bad shape due to the flood waters.

Five hundred fifty five army men, 6 choppers, 1000 swimmers and 254 boats are involved in the relief work.

Unprecedented rains in North Karnataka on Thursday flooded several districts, cutting off areas like Bijapur, Bagalkot and Bellary. Karwar for instance got 50 cm of rain in a single day, locals called it the heaviest downpour in 50 years.

The waters inundated the Krishna and Tungabhadra rivers and the Karnataka government released upto 8 lakh cusecs of water from the Almatti and Narayanpur dams, in a single day.

From the last week of September, Andhra Pradesh was experiencing heavy rains, some areas got over 30 cm in a single day. This brought heavy inflows into major projects in Krishna Basin like Jurala, Srisailam, Nagarjunasagar, Prakasam Barrage and Sunkesula.

Early on Friday, reports started coming in of water levels rising dangerously in the border town of Mantralayam in Andhra Pradesh.

By evening, the water level had crossed the danger mark in Srisailam dam… in a single day on Friday, the reservoir had received over 25 lakh cusecs of water in 12 hours, whereas it is designed to get no more than 13.6 lakh cusecs.

On Saturday, the maximum water limit was crossed in Srisailam, Jurala and Sunkesula projects causing inundation in many villages in the backwaters. Kurnool town and several villages in Kurnool, Mahbubnagar and Nalgonda districts were flooded.

From the Srisailam dam, the waters were flowing into Nagarjunasagar dam… and on Sunday morning, 10.85 lakh cusecs were released to keep the masonry dam safe.

The waters that reached Prakasam Barrage in the coastal Krishna district on Monday have submerged hundreds of villages. Prakasam Barrage has never received such huge amounts of water in the last 100 years.

Critics point out that the Andhra Pradesh government could have better anticipated and prepared for systematic release of waters from the Sukeshu, Srisailam and Nagarjunasagar dams before matters got really out of hand.

The Andhra Pradesh government however points out that it is the first time in history that the scale of floods has been so massive.

“This is known as PMF or possible maximum flood, which happens once in 10,000 years,” said Geetha Reddy, AP Information Minister.

The Met department has said there is likely to be a letup in rains and Karnataka has said they will release minimum waters. So, the waters in the major dams may be safely regulated.

ప్రసవం అంటే ఒక కొత్త వ్యక్తిని కుటుంబంలోకి ఆహ్వానించడం. కానీ ఆహ్వానించే వ్యక్తే ప్రపంచం నుంచి కనుమరుగయితే కలలన్నీ చెల్లాచెదరై ఇంట్లో విషాదం తాండవిస్తుంది. దీనికి కారణాలు అనేకం.

ప్రసవం గురించిన ప్రా«థమిక అవగాహన లేకపోవడం వాటిలో మొదటిది. ప్రసవం అంటే అదేదో అతి సాధారణ విషయమనుకునే వారే ఎక్కువ. అందుకే కుటుంబ సభ్యులెవరూ ఆ విషయంలో తీసుకోవలసిన అదనపు బాధ్యతల గురించి ఆలోచించరు.

అయితే నగరవాసులు ఈ విషయంలో కొంత మెరుగైన దశలోనే ఉన్నారు. ప్రసవానికి ముందు డాక్టర్‌ను సంప్రదించడంతో పాటు, వారి సూచనలను కూడా పాటిస్తున్నారు. కాని కొన్ని సంప్రదాయాల కారణంగా తీరా ప్రసవానికి ముందు కొన్ని తప్పిదాలు చేస్తుంటారు. పురుడు తమ ఇంట్లోనే జరగాలంటూ పుట్టింటికి తీసుకు వెళ్లిపోతుంటారు. వైద్య వసతులు ఉన్నచోటైతే ఫర వాలే దు. కానీ, అవేవీ లేవని తెలిసి కూడా కొందరు ఎక్కడో కుగ్రామానికి తీసుకువెళుతుంటారు.

ప్రసవానికి కనీస వసతులు కూడా లేని చోట ఒక్కోసారి అది ప్రాణాపాయానికి దారితీయవచ్చు. ప్రసవ సమయంలో వైద్య నిపుణులలో అంటే వైద్యసేవిక (ఎఎన్‌ఎమ్‌), న ర్స్‌, డాక్టర్‌ లేదా గైనకాలజిస్టు వీరిలో కనీసం ఒకరైనా ఉండాలి. నగరాల్లో ఇటీవల ఈ సదుపాయాలు 60 శాతానికి పెరిగాయి. అంటే మిగతా 40 శాతం లేనట్లే కదా! అదే గ్రామీణ ప్రాంతాల్లో అయితే ఈ సదుపాయం 80 శాతం ప్రజలకు లేదు. ఆ 20 శాతమైనా అతి కష్టం మీద దూరప్రాంతాలకు వెళ్లి, ఆ సదుపాయాన్ని పొందగలుగుతున్నారు.

రక్తహీనత
ప్రసవ మరణాలకు గల కారణాల్లో సాంప్రదాయం, అవగాహన లేకపోవడం, రక్తహీనత ప్రధానమైనవి. వీటిలో రక్తహీనత అది సులువైన చికిత్స. కానీ, మన దేశంలో జరుగుతున్న ప్రసవ మరణాలతో 20 శాతం ర క్తహీనత కారణంగా జరుగుతున్నవే. నిజానికి ఇది కేవలం మాత్రలతో పోయే సమస్య. అయినా ఈ నిర్లక్ష్యం కొనసాగుతూనే ఉంది.

- ఆహార విషయాల్లో కూడా మన వారిలో అపోహలు ఎక్కువే. గుడ్డు తింటే బిడ్డకు జత్తు రాదని, ఆకుకూరలు తింటే పిల్లలు నల్లగా పుడతారని ఇలా ఏవేవో అపోహలు ఉన్నాయి. అలాగే కుంకుమ పువ్వు తింటే పిల్లలు తెల్లగా పుడతార న్న అపోహలు ఉన్నాయి. ఇలా అవసరమైనవి తినకుండా అవసరం లేనివి తింటూ ఉంటారు. ఆకు కూరలు తినకపోవడం వల్ల రక్తహీనత పెరుగుతుంది.

- ప్రసవ మరణాలకు గల ప్రధాన కారణాల్లో రక్త స్రావం ఒకటి. ఇది ప్రసవ సమయంలో కావచ్చు. లేదా ప్రసవం అవగానే కావచ్చు.
-రక్తపోటు అధికమై కొందరికి గుఱ్ఱపు వాతం (ఎక్లమ్సియా) రావచ్చు. తరచూ పరీక్షలు చేయించకపోతే ఈ సమస్యను ముందే గుర్తించడం సాధ్యం కాదు. కొన్ని సార్లు ఈ సమస్య రక్తపోటు పెరగకుండానే రావచ్చు.
-పరిసరాలు పరిశుభ్రంగా లేనిచోట ప్రసవం అయితే ఇన్‌ఫెక్షన్ల బారిన పడే ప్రమాదం ఉంది. ఇంటిని పేడ తో అలకడం, పాప బొడ్డు మీద పేడను పెట్టడం వంటి సంప్రదాయాల వల్ల తల్లీబిడ్డలిద్దరికీ ఇన్‌ఫెక్షన్లు వచ్చే అవకాశం ఉంది.

నిర్ణయలోపం
సరియైన వేళ సరియైన నిర్ణయం తీసుకోకపోవడం ప్రసవ మరణాలకు మరో ప్రధాన కారణం.
ప్రసవానికి పుట్టింటికి తీసుకు వెళుతున్నప్పుడు ముఖ్యంగా మూడు విషయాల గురించి ఆలోచించాలి.
- ప్రసవంలో ఏదైనా ఇబ్బంది తలెత్తితే వెంటనే తరలించడానికి రవాణా సౌకర్యం ఉందా ?

- అవసరమైనప్పుడు రక్తం దొరికే వీలుందా ? సర్జన్‌, మత్తు ఇచ్చే డాక్టర్‌ శిశువైద్యులు ఉన్నారా? ఇవన్నీ ముందే తెలుసుకోవాలి. ఉంటే వారు వెంటనే చికిత్స అందించే అవకాశాలు ఉంటాయోలేదో కూడా తెలుసుకోవాలి.

-అవసరమైన డబ్బు కూడా ముందే సమకూర్చి పెట్టుకోవడం చాలా అవసరం.
- ప్రసవంలో అతిగా రక్త స్రావమైనా, లేదా మెదడులో రక్తస్రావం (హెమరేజ్‌) అయినా అరగంటలోనే ప్రాణాపాయం ఏర్పడవచ్చు.అందుకే రక్తం అందుబాటులో ఉండేలా చూసుకోవాలి.

- గ్రామీణ ప్రాంతాల్లో ఉండే వారు ప్రసవానికి ముందే హాస్పిటల్‌కు బాగా దగ్గరగా ఉండే లా జాగ్రత్తపడాలి. మరీ దూరంగా ఉంటే వెంటనే వెళ్లడం సాధ్యం కాకపోవచ్చు.. వెళ్లినా చాలా ఆలస్యమైపోతుంది.

- ప్రసవానికి ముందు కనీసం మూడు సార్లయినా డాక్టర్‌ను సంప్రదించాలి. మొదటి సారి నాలుగోనెలలో, ఏడవనెలకు ముందు ఒకసారి, ఏడోనెల దాటాక రెండు సార్లు చూపించాలి. లేదంటే కనీసం ఒకసారైనా చూపాలి. ఇలా అయితే రక్తపోటు స్థితిగతులను ఇంకేమైనా సమస్యలు ఉన్నా ముందే తెలుసుకోవచ్చు.
రక్త సరఫరా
కొంత మందికి ప్రతి కాన్పుకూ సర్జరీ అవసరమవుతుంది. రక్త హీనత ఉంటే మరీ ఎక్కువగా సమస్య ఉంటుంది. ఇలాంటి వారికి రక్తం అందుబాటులో ఉండడం చాలా అవసరం.
-రక్తహీనత వల్ల మెదడుకు, గుండెకు కావలసినంత ఆక్సిజన్‌ అందదు. ఇది మరింత ప్రమాదం.
-రక్తహీనత ఉన్నా కొందరికి ప్రసవం మామూలుగా జరగవచ్చు కానీ, తలీ ్లబిడ్డలిరువురూ అనారోగ్యంగానే ఉంటారు. ఈ లోగా మరోసారి గర్భం వస్తే ఆ పరిస్థితి మరింత దయనీయంగా తయారవుతుంది.
- గుఱ్ఱపు వాతం సాధారణంగా ఏడోనెల తరువాత వస్తుంది. కొంత మందికి ఎప్పుడైనా రావచ్చు. దీనివల్ల తల్లికీ బిడ్డకూ ప్రమాదమే.

బాల్యవివాహాలు
- ప్రసవ మరణాలకు బాల్య వివాహాలు కూడా కారణమే. ఇవి మన రాష్ట్రంలోనే ఎక్కువ. గర్భం ధరించడానికి 21 నుంచి 29 ఏళ్ళ లోపు కాలమే సరియైనది. దీనికి ముందైనా తరువాతైనా సమస్యలు ఎక్కువగా ఉంటాయి.

శారీరక పరిణతి రాకముందే గర్భం రావడం వల్ల రక్తహీనత సమస్య ఎక్కువ ఉంటుంది. కొన్ని సంస్థలు రక్తహీనతను నివారించే చర్యలు చేపడుతున్నా అవి సరిపోవు. ప్రసవం అయిన తరువాత చేసే బారసాలకు కొందరు అమితంగా ఖర్చుపెడతారు.

కానీ, అందులో సగం కూడా గర్భిణిగా ఉన్నప్పుడు ఆరోగ్యం మీద పెట్టరు. తొలినుంచే శ్రద్ద వహించి, అవసరమైన అన్ని జాగ్రత్తలు తీసుకుంటే ప్రసవ మరణాలను గణనీయంగా తగ్గించే అవకాశం ఉంది.

Spare a thought for those who are affected by the noise & smoke in the air

If you are planning to burst crackers on Diwali, spare a thought for animals and birds who can be affected by the noise. The sensitive hearing ability of the animals turns to their disadvantage during the festival of lights. Dogs can hear the faintest of sounds in the frequency range of 45 hz to 67 khz, which is unbearable to the human ear.

According to veterinary doctors and NGOs working for animal rights, during the festival of lights, altered behaviour, irritability and changed eating patterns are common features among animals, both pet and stray.  “Birds can have heart-attacks due to the loud noise in the nights,” says Mr Gautam Gambhir of the NGO, Animal Saviour.

“Our advice to pet owners is to be near their pets, comfort and reassure them. They can also lock the pet in a secure room and if possible a family member can be with it so that they do not turn aggressive,” suggests Ms Geeta Sehsamani from Friendicos, an NGO for stray animals.   Mr Gambhir adds, that TV or music can be played loudly so that pets remain distracted.

“For birds, it is best to feed them early and cover their cages with a dark cloth by afternoon so that they fall asleep before the crackers start bursting in the evening. It is better to keep them in some silent place,” he adds. Both Ms Seshmani and Mr Gambhir feel that sedating the animal is not a good idea as it might become hyper.

“On Diwali, pets should always be fed early before they become anxious. However, it’s not just noise that affects the animals,” they said. The smoke in the air due to crackers also takes a toll on the animals as it can choke their respiratory tracts, and cause skin rash and cause eye allergies.

Hyderabad: Expressing concern over mushrooming scanning centres in the city, IAS officer Arvind Kumar on Sunday said they were a major hurdle in the efforts to restore gender balance.

Presenting a study on ‘Restoring Gender Balance at Birth – A Case Study of Hyderabad’ at a seminar on ‘Protection and Empowerment of Girl Child,’ Arvind Kumar, who was former collector of Hyderabad and currently commissioner, fisheries, said there had been a 45.24 per cent rise in scanning centres in the city in the last three years. There were 389 scanning centres in 2005, and as per the latest figures the number had risen to 565 in Hyderabad, he said.

While the average rise in the number of scanning centres in the state is 46.99 per cent, some districts witnessed a steep rise. For instance, in Mahbubnagar, there were 53 scanning centres in 2005 and the number had now increased to 123 – a 132.08 per cent rise.

In Vizianagarm there are 36 scanning centres as against 19 earlier. In Rangareddy district, there are 358 centres at present as against 214 in 2005.

At present, there are 3,147 scanning centres in the state as against 2,141 in 2005.

Arvind Kumar said that, “though there has been a rise in the girl child ratio in Hyderabad from 873 in 2002 to 1,014 in 2005 due to the implementation of the Pre Conception & Pre Natal Diagnostic (Prevention of misuse) Techniques Act (PC&PNDT Act), the drive involving NGOs, health department and voluntary organisations has to continue.

For every pregnant woman undergoing scanning, complete details need to be filled in and submitted to the district administration. However, 72 per cent of scanning centres are not doing it, which amounts to violation of the Act, he added.

According to the study, 81 per cent of the scanning centres reported more than one scan per day.

The commissioner observed that change in the mindset and implementation of the laws aimed at controlling misuse of scanning can only bring about a change.

Ch Vidyasagar Rao, former Union minister, advised chief minister Y S Rajasekhara Reddy, who was the chief guest, to change the nomenclature of ‘nurse’ to ‘assistant to doctor’ and set up a high-level committee involving NGOs, government officials and MLAs to devise strategies to arrest female foeticide. In response, the CM said he would consult the nurse associations on the issue.

ఆస్పత్రుల కంప్యూటరీకరణ.. గ్రామీణ ప్రాంతాల ప్రజల ఆరోగ్య సమస్యలను గుర్తించి సత్వరం మెరుగైన వైద్యసేవలు అందించాలనేది లక్ష్యం. దీనికోసం రాష్ట్రవ్యాప్తంగా ఉన్న ప్రాథమిక ఆరోగ్యకేంద్రాలను కంప్యూటరీకరించాలని వైద్యఆరోగ్యశాఖ ఉన్నతాధికారులు అయిదేళ్ల కిందట నిర్ణయించారు. దీనికోసం రూ.20 కోట్లకు పైగా వెచ్చించి దాదాపు 22 జిల్లాల్లోని 1387 ఆస్పత్రుల్లో కంప్యూటర్లు ఏర్పాటు చేశారు. కొన్ని ఆస్పత్రుల్లో కంప్యూటర్లను సిబ్బంది తమ సొంత అవసరాలకు వాడుకుంటుండగా, మరికొన్ని చోట్ల వాటి జాడ తెలియడం లేదు. ఇటీవల వీటి వివరాలు సేకరించిన వైద్యఆరోగ్యశాఖకు అయిదు జిల్లాల్లో కంప్యూటర్లు అసలు వాడడంలేదని తేలింది. మరో అయిదు జిల్లాల్లో 2-8 కంప్యూటర్లు మాత్రమే వినియోగిస్తున్నారు. రాష్ట్రంలో మెరుగైన వైద్యసేవల కోసం చేసిన కంప్యూటరీకరణ పనితీరుకు ఇది నిదర్శనమిది.
అత్తెసరు ఫలితాలు: రాజధాని నగరం నుంచి ప్రాథమిక ఆరోగ్యకేంద్రం పరిధిలో జరుగుతున్న వైద్యసేవలను పర్యవేక్షించాలని వైద్యఆరోగ్యశాఖ భావించింది. గర్భవతుల సమాచారంతో పాటు పిల్లలకు ఇవ్వాల్సిన టీకాలు, వివిధ రకాల వ్యాధులతో వైద్యసేవల కోసం వచ్చే రోగుల వివరాలను తెలుసుకోవడానికి ఆస్పత్రులన్నింటికీ కంప్యూటర్లు ఇచ్చేశారు. దీనివల్ల రాష్ట్ర వ్యాప్తంగా మెరుగైన వైద్యసేవలను అందుబాటులోకి తీసుకురావాలనేది ప్రభుత్వ ఉద్దేశం. మూడు సంవత్సరాల కిందట ప్రారంభించిన ఈ ప్రాజెక్టు నుంచి ఆశించిన స్థాయిలో ఫలితాలు రాలేదు. ఒక్క ప్రకాశం జిల్లాలో 72 ఆస్పత్రులకు కంప్యూటర్లు పంపిణీచేయగా 58 ఆస్పత్రుల్లో డేటా రికార్డు చేస్తున్నారు. వీటి ఆధారంగా 46 ఆస్పత్రుల్లో నివేదికలు రూపొందిస్తున్నారు. ఈ జిల్లాలో మాత్రమే కంప్యూటర్లను కొంత వరకు వినియోగిస్తున్నారు. మిగిలిన చోట్ల పరిస్థితి అధ్వాన్నంగా ఉంది. ప్రభుత్వ నివేదికల్లో మాత్రం కంప్యూటర్ల పనితీరు బాగా ఉందని నమోదు చెబుతున్నారు.
పథకం ఉన్నతం- ఆచరణ శూన్యం: కంప్యూటరీకరణ వల్ల గ్రామీణ ప్రాంతాల్లో అమలు చేస్తున్న ఆరోగ్య పథకాల తీరును విశ్లేషించడానికి తోడ్పడుతుంది. జిల్లాలకు కంప్యూటర్లు ఇచ్చిన అధికారులు వాటి సద్వినియోగంపై తగిన ఆసక్తి చూపడంలేదు. కొన్ని ఆస్పత్రుల్లో వివిధ రకాల వివరాలను కంప్యూటర్లలో పొందుపరచడానికి సిబ్బందిని సైతం నియమించారు. మరికొన్ని చోట్ల అక్కడ పనిచేస్తున్న సిబ్బందికి ప్రత్యేక శిక్షణ ఇచ్చారు. కంప్యూటర్ల మరమ్మత్తులు తదితరాల కోసం భారీగా ఖర్చుచేశారు. కానీ కంప్యూటర్ల ద్వారా సమాచార వినిమయం మాత్రం అందుబాటులోకి రాలేదు. జిల్లా, రాష్ట్రస్థాయి వైద్యఆరోగ్యశాఖ అధికారుల మధ్య సమన్వయం లోపించడం వల్లనే కంప్యూటరీకరణ వృథాగా మారిందనే విమర్శలు వినపడుతున్నాయి. వీటికోసం ఇప్పటి వరకు చేసిన ఖర్చుల వివరాలు వెల్లడించడానికి కూడా అధికారులు ఇష్టపడడం లేదు. ఇంకా మిగిలిపోయిన ఆస్పత్రులకు కంప్యూటర్ల సరఫరా, సాఫ్ట్‌వేర్‌ కొనుగోలు చేయాల్సి ఉందని చెబుతున్నారు. ఇకనైనా వైద్యశాఖలో కంప్యూటరీకరణపై పూర్తిస్థాయి అవగాహన, పర్యవేక్షణ సామర్థ్యం ఉన్న అధికారులను నియమిస్తే కంప్యూటరీకరణ గాడిలో పడే అవకాశం ఉందని అక్కడ పనిచేసే అధికారులు అంగీకరిస్తున్నారు.

‘మరణ’ హోమం!
ఉట్నూరు ఏజెన్సీలో ఆగని గిరిజన చావులు

ఒక్క నేతయినా మాట్లాడితే ఒట్టు
ఓట్ల గొడవ తప్ప ప్రాణాల గోడు పట్టదు 

గిరిజన బిడ్డల ప్రాణాలు గాలిలో దీపాలు.. ఏ మహమ్మారి రోగం ఏ రూపంలో వచ్చి వారిని తన్నుకుపోతుందో తెలియదు.. ఇద్దరినో.. ముగ్గురినో కాదు.. పదుల సంఖ్యలో.. ఒక్కోసారి వందల మందిని కబళిస్తోంది. వీరిలో అత్యధికులు చిన్నారులే! ఈ ‘మరణ’ హోమం ఏ ఒక్క ఏడాదికో పరిమితం కాదు. శాశ్వత ప్రాతిపదికన కొనసాగుతోంది. ఆదిలాబాద్‌ జిల్లా ఉట్నూరు ఏజెన్సీ ప్రాంతంలో నిరుడు జులై నుంచి డిసెంబరు వరకు జ్వరాలతో చనిపోయింది అధికారికంగా 183. అనధికారికంగా 400 మందిపైనే! ఎన్నికల్లో కోట్ల రూపాయలు వెచ్చిస్తూ వాగ్దానాల వర్షం కురిపిస్తున్న నేతల ధ్యాసంతా ఓట్లపైనే తప్ప గిరిజనుల ‘శ్వాస’పై ఎంతమాత్రం కాదు. నిత్యకృత్యమైన ఏజెన్సీ మరణాలపై, లక్షల మంది గిరిజనుల ఆరోగ్య సంరక్షణ గురించి ఒక్క పార్టీ గాని, ఒక్క నేత గాని మాట్లాడడం లేదు. ఎన్నికల ప్రచారంలోనూ ప్రస్తావించడం లేదు. మా బతుకింతే అనే గిరిజనం.. తీరు మార్చుకోని అధికార గణం.. ఎప్పటికీ మారని నాయక గణం.. ఉట్నూరు ఏజెన్సీ ప్రాంత దుస్థితిపై ‘న్యూస్‌టుడే’ విశ్లేషణ ఇది. 

 
ఆదిలాబాద్‌ జిల్లా ఉట్నూరు ఏజెన్సీలోని గిరిజన గూడేల్లో అనారోగ్యం తిష్టవేసుకు కూర్చుంది. తీవ్రమైన అనారోగ్య పరిస్థితులు తలెత్తినపుడు.. పత్రికలు కోడై కూసినప్పుడు ప్రజాప్రతినిధులు, అధికారులు పరుగులు పెట్టడం.. తర్వాత మిన్నకుండిపోవడం సర్వసాధారణమైంది. నిరుడు పెద్దసంఖ్యలో గిరిజనులు అనారోగ్యంతో మృత్యువాత పడినా ఇప్పటికి కూడా ప్రభుత్వంలో చలనం లేదు. ఉట్నూరు సమగ్ర గిరిజనాభివృద్ధి సంస్థ (ఐటీడీఏ) పరిధిలోని నార్నూరు, జైనూరు, సిర్పూర్‌ (యు), ఇంద్రవెల్లి, ఉట్నూరు మండలాలు ఉన్నాయి. గత ఏడాది నార్నూరు మండలంలో 90 మంది జ్వరాలతో చనిపోయారు. ఇప్పుడు మళ్లీ జ్వరాలు ప్రబలాయి. కొలామ అనే గ్రామంలో ఈ నెల ఒకటో తేదీ నుంచి 13లోపు తొమ్మిది మంది మృత్యువాతపడ్డారు. వీరిలో ఐదుగురు చిన్నారులు. ఈ మండలంలో నిరుడు మరణాలు సంభవించిప్పుడు ఏం పరిస్థితులు ఉన్నాయో ఇప్పుడు కూడా అవే ఉన్నాయి. వైద్య వసతుల్లేవు. ఆరోగ్య సిబ్బంది లేరు. వైద్యులూ లేరు. ఒకరే ఉన్నా రారు. ఖాళీ పోస్టుల భర్తీకి ప్రభుత్వం చిత్తశుద్ధితో ప్రయత్నించదు. అక్కడక్కడా ఉండే ఆర్‌ఎంపీ వైద్యులే దిక్కు.

ఏరీ వైద్యులు: ఉట్నూరు ఏజెన్సీలోని లక్షకుపైగా ఎక్కువ జనాభా ఉట్నూరు వైద్య విధాన పరిషత్‌ ఆసుపత్రిపై ఆధారపడ్డారు. సుమారు 50 కిలోమీటర్ల పరిధిలో ఏకైక ప్రధాన ఆసుపత్రి ఇదే. ఇక్కడున్న వైద్యులు నలుగురు. సివిల్‌ సర్జన్‌, డిప్యూటీ సివిల్‌ సర్జన్‌, చిన్న పిల్లల వైద్య నిపుణుడు, ఎనస్తీషియా నిపుణుల ఉద్యోగాలు ఖాళీగా ఉన్నాయి. రోజుకు సగటున 350 మంది రోగులు వస్తుంటారు. ఆసుపత్రిలో ఉండే రోగులు సగటున 50 కంటే ఎక్కువే. రోగాలు ప్రబలే సీజన్లలో ఇక్కడున్న మంచాలు ఎంతమాత్రం సరిపోవు. మరణాలతో అట్టుడికిన ఈ ప్రాంతాన్ని ఈ ఏడాది జనవరి 12న సందర్శించిన ముఖ్యమంత్రి వైఎస్‌.. నార్నూరులో 30 పడకల ఆసుపత్రికి శంకుస్థాపన చేశారు. ఉట్నూరు ఆసుపత్రి స్థాయిని వంద పడకలకు పెంచుతామని ప్రకటించారు. నార్నూరు ఆసుపత్రి వ్యవహారం 4 నెలలు దాటినా శిలాఫలకం స్థాయి నుంచి దాటలేదు. ఇక్కడి ఐదు మండలాల్లో 11 ప్రాథమిక ఆరోగ్య కేంద్రాలున్నాయి. ప్రతి కేంద్రంలో ఇద్దరు చొప్పున 22 మంది వైద్యులు ఉండాల్సి ఉండగా.. ఏడుగురు లేరు. నార్నూలు మండలంలో మూడు ఆరోగ్య కేంద్రాలకు గాను ఒక్కరే వైద్యుడున్నారు. ఇక్కడే నిరుడు 90 మంది చనిపోయారు.

ఏజెన్సీ పరిధిలో 1000 మంది కమ్యూనిటీ హెల్త్‌వర్కర్లను (ఆశా కార్యకర్తలు) 1998లో నియమించారు. వెయ్యి మందిలో అక్షరం ముక్కరానివారే 75 శాతానికిపైనే ఉన్నారు. తొమ్మిదేళ్లుగా పనిచేస్తున్నా వీరికి కనీస అవగాహన కలిగించడంలో ఆరోగ్య శాఖ పూర్తిగా విఫలమైంది. వీరిచేతిలో నాలుగైదు రకాల మాత్రలు పెట్టి.. ఎవరికి ఏ రుగ్మత వచ్చినా వీటిని ఇవ్వాలని చెబుతారు. ఈ మాత్రలు కార్యకర్తల ఇళ్లలోనే ఉంటాయి. వీరి వద్దకు వచ్చి ఎవరూ తీసుకోరు. వీరూ ఇవ్వరు. ఒక్కో కార్యకర్తకు నెలకు రూ.400 చొప్పున జీతమిస్తున్నారు. ఆరోగ్య కేంద్రాల్లో ఏఎన్‌ఎంలు తక్కువ మందే ఉన్నారు. గ్రామాల మధ్య దూరం ఎక్కువగా ఉండడంతో వారానికో సారి కూడా గ్రామాలకు వెళ్లలేకపోతున్నామని వారు చెబుతున్నారు.

మాతా శిశు అనారోగ్యం: ఏజెన్సీ ప్రాంతంలో అనారోగ్యంతో చనిపోతున్నవారిలో ఎక్కువమంది పిల్లలు. ఇక్కడ పిల్లలు రక్తహీనతతో పుడుతున్నారు. రోగ నిరోధక శక్తి బాగా తక్కువగా ఉండడంతో చిన్నపాటి జబ్బులు కూడా వారిని కబళిస్తున్నాయి. ఉట్నూరు సహా ఈ ప్రాంతంలో ఎక్కడా చిన్న పిల్లల వైద్య నిపుణుడు లేరు. ఫలితంగా సరైన వైద్యం అందక పిల్లలు మరణిస్తున్నారు. ఉట్నూరు ఆసుపత్రిలో గైనకాలజిస్టు కూడా లేరు. ఇక్కడకు సగటున నెలకు 60 నుంచి 70 ప్రసవం కేసులు వస్తాయి. సిజేరియన్‌ అవసరమైతే ఆదిలాబాద్‌ ఆసుపత్రికి తరలిస్తున్నారు. వెనుకబడిన ప్రాంతం కావడంతో వైద్యులు ఇక్కడకు వచ్చేందుకు సుముఖత కనబరచడం లేదు. గ్రామీణ శిశు ఆరోగ్యం పథకం కింద మంజూరు చేసిన మూడు పోస్టులు ఖాళీగా ఉన్నాయి. జైనూరులో ఏడాది క్రితం 30 పడకల ఆసుపత్రి మంజూరైనా ఇంత వరకు భవన నిర్మాణం పూర్తికాలేదు. ఇంకో ఏడాదికైనా పూర్తయ్యే పరిస్థితి కనబడడంలేదు. ఇద్దరు వైద్యులు ఉండాల్సిన చోట కొన్నిచోట్ల ఒకరే ఉంటున్నారు. ఇంకొన్ని చోట్ల అసలుకే ఉండడం లేదు.

ఆశా వర్కర్లూ మాత్రలు వేసుకోరు
ఈమె పేరు జుగునక రసికాబాయ్‌. కొలామ గ్రామవాసి. ఇదే గ్రామానికి ఆరోగ్య శాఖ నియమించిన ఆశా కార్యకర్త. ఈ ఊళ్లో ఈ నెల ఒకటో తేదీనుంచి 13వ తేదీ వరకూ తొమ్మిది మంది చనిపోయారు. ప్రసుత్తం ఈమె కూడా జ్వరంతో బాధపడుతున్నారు. అయినా మాత్రలు వేసుకోవడంలేదు. ఈమే కాదు.. అనారోగ్యానికి గురయ్యే ఆశా కార్యకర్తలెవరూ మాత్రలు వేసుకోరు. తమ బిడ్డలకు గాని, ఇతర కుటుంబ సభ్యులకు గాని జ్వరం వచ్చినా మాత్రలు ఇవ్వకుండా వీరు పూజలు, ఇతర మూఢనమ్మకాలపైనే ఆధారపడుతుండడం గమనార్హం.

ఆరోగ్యశ్రీ ఉన్నా జేబుకుచిల్లే!
కార్పొరేట్‌ ఆస్పత్రుల్లో మోసాలు
వైద్యపరీక్షలకు డబ్బు వసూలు
అధికారుల నియంత్రణ కరవు

పశ్చిమగోదావరి జిల్లాకు చెందిన నాగరాజుకు గుండెనొప్పి రావడంతో ఆరోగ్యశ్రీ కార్డు తీసుకుని జిల్లా ఆస్పత్రిలో చూపించుకున్నాడు. హైదరాబాద్‌లోని కార్పొరేట్‌ ఆస్పత్రిలో వైద్యం చేయించుకోవాలని అక్కడి వైద్యులు సూచించారు. ఒక్క పైసా ఖర్చు లేకుండా అవసరమైన శస్త్రచికిత్స చేస్తారని భరోసా ఇచ్చారు. దాంతో అతను హైదరాబాద్‌లోని కార్పొరేట్‌ ఆస్పత్రిలో చేరాడు. బీమా సంస్థ మంజూరు చేసిన రూ.60వేలకు అదనంగా మరో రూ.20వేల వరకు చెల్లించాల్సి ఉంటుందని అతనికి చెప్పడంతో కంగుతిన్నాడు. అదేమని అడిగితే కొన్ని రకాల పరీక్షలు, కొన్ని మందులు ఆరోగ్యశ్రీ పరిధిలోకి రావని చెప్పారు. మరో మార్గంలేక రూ.20వేలు చెల్లించాడు. దీనికి ఆస్పత్రి బిల్లు కూడా ఇవ్వలేదు.నిజానికి ఇక్కడ జరిగే కథ వేరు. ప్రతి చికిత్సకు ఇంత మొత్తం చెల్లించవచ్చు అని బీమా సంస్థ అంచనాలు వేస్తుంది. కొన్ని ఆస్పత్రుల్లో అంతే మొత్తంతో చికిత్స పూర్తవుతుంది. కొన్ని ఆస్పత్రులు మితిమీరిన లాభాపేక్షతో ఎక్కువ రుసుం నిర్ణయిస్తున్నాయి. బీమా కంపెనీ అంత మొత్తం ఇవ్వదు కాబట్టి రోగినుంచే వసూలు చేస్తున్నాయి. కొన్ని పరీక్షలు బీమా కంపెనీ పరిధిలోకి రావని పైకి కారణం చెబుతున్నాయి. పేదలకు మెరుగైన వైద్యం అందించడం కోసం ప్రభుత్వం ప్రారంభించిన ఆరోగ్యశ్రీ పథకం కార్పొరేట్‌, ప్రైవేటు ఆస్పత్రులకు వరంగా మారింది. ఈ పథకం కిందకు వచ్చే జబ్బులకు వసూలు చేసే బిల్లులు ఒక్కో ఆస్పత్రిలో ఒక్కో విధంగా ఉన్నాయి.

ఆరోగ్యపరీక్షలకూ వసూలు
బీమా పరిధిలోకి వచ్చే జబ్బులను నిర్ధారించడానికి చేసే వైద్య పరీక్షలకు డబ్బు చెల్లించాల్సిన అవసరం లేదు. కానీ చాలా ఆస్పత్రుల్లో వైద్యపరీక్షలకు ముందే డబ్బు వసూలు చేస్తున్నారు. శస్త్రచికిత్స అవసరమైతేనే ఆ పరీక్షలకు బీమా వర్తిస్తుందని చెబుతున్నారు. శస్త్రచికిత్స అవసరం లేదని తేలినా వైద్య పరీక్షలకు డబ్బు చెల్లించాల్సిన అవసరం లేదని నిబంధనలు స్పష్టం చేస్తున్నాయి. కానీ చాలా ఆస్పత్రులు వీటిని ఖాతరు చేయడం లేదు. కొన్ని కార్పొరేట్‌ ఆస్పత్రులు అవసరం లేని పరీక్షలు చేసి డబ్బులు పిండుతున్నట్లు ఆరోపణలున్నాయి. హైదరాబాద్‌, నెల్లూరు, రాజమండ్రి, విజయవాడల్లోని కొన్ని ఆస్పత్రుల్లో ఈ రకమైన దోపిడీ ఎక్కువగా సాగుతోంది. రోగులకు వచ్చే సందేహాలకు సమాధానాలు ఇవ్వడంతో పాటు సమస్యలను పరిష్కరించడానికి ఏర్పాటు చేసిన ఆరోగ్యమిత్ర డెస్కులో సిబ్బంది కూడా ఆయా ఆస్పత్రులకు అనుకూలంగా వ్యవహరిస్తున్నట్లు ఆరోపణలున్నాయి.

అధికారుల తనిఖీ శూన్యం
ఆరోగ్యశ్రీ పథకం కింద కార్పొరేట్‌, ప్రైవేటు ఆస్పత్రుల్లో రోగులకు అందుతున్న వైద్యసేవలపై అధికారులకు నియంత్రణ కరవైంది. దీంతో ఆస్పత్రివర్గాలు అడిగినంత మొత్తాన్ని రోగులు చెల్లించక తప్పడంలేదు. విజయవాడ, నెల్లూరుకు చెందిన రెండు కార్పొరేట్‌ ఆస్పత్రులు ఆరోగ్యశ్రీ కింద తమ ఆస్పత్రిలో శస్త్రచికిత్సలు చేయించుకుంటే ప్రత్యేక రాయితీలు ఇస్తామని చెబుతున్నారు. అనంతపురం జిల్లా నుంచి రోగులను బస్సు పెట్టి తీసుకువెళుతున్నారు. శస్త్రచికిత్స అనంతరం మళ్లీ ప్రయాణ ఖర్చులు చెల్లిస్తున్నారు. అక్కడకు వెళ్లిన తరవాత కొన్నిరకాల ఆరోగ్యపరీక్షలు బీమా పరిధిలోకి రావని చెప్పి డబ్బులు తీసుకుంటున్నారు. ఇలాంటి సంఘటనలు అధికారుల దృష్టికి వచ్చినా నియంత్రణ లేదు. ఇలాంటి సంఘటనలు అక్కడక్కడా జరుగుతున్నట్లు ఆరోపణలు ఉన్నాయనీ, దీనిపై రాతపూర్వకంగా ఫిర్యాదు చేస్తే తప్పకుండా చర్యలు తీసుకుంటామని ఆరోగ్యశ్రీ ట్రస్టు అధికారులు చెబుతున్నారు. ఎవరైనా డబ్బులు అడిగితే జిల్లా వైద్యశాఖాధికారికి రాతపూర్వకంగా ఫిర్యాదు చేయాలని, ఆ ఆస్పత్రికి గుర్తింపును రద్దుచేయడంతో పాటు కఠిన చర్యలు తీసుకుంటామని చెబుతున్నారు. ఇలాంటి సంఘటనలపై 040- 24652478, 24652540 నంబర్లకు ఫోన్‌ చేసి వివరాలు అందజేయాలని కోరుతున్నారు.
