Andhra Pradesh: Worst floods in 10,000 years

Uma Sudhir After a severe drought, what led to the massive scale of floods in Karnataka and Andhra Pradesh? Blame it on the rain, you could say. Irrigation officials say these are possibly the worst floods in this area in 10,000 years. But what caused this disaster? Could it have been better managed?
