BYE, BYE SCHOOL? Schools Still In Badly Damaged State, Say NGOs

The recent floods may trigger huge school dropouts particularly among poorer sections as 484 schools have suffered severe damage affecting 82,000 students in Kurnool, Mahbubnagar and Krishna districts. The students have lost books, uniforms, records, certificates and everything connected to their studies, according to a survey conducted by NGOs. “Books are dearer to the children. Poor families cannot afford to buy new set of books and this could lead to students dropping out from schools particularly the girl child,” said R Venkata Reddy, national coordinator of the Mamidipudi Venkatarangaiya Foundation (MVF) set up by Ramon Magsaysay awardee professor Shanta Sinha. Reddy, who led teams that surveyed the condition of schools and health of the students in the affected districts said, many of the schools were not ready to occupy even though they are scheduled to reopen on Monday.

“We observed the psychology of children and the parents in 21 schools in Kurnool district. Students and their parents feel that they are in no position to take additional burden of buying new set of books and uniforms as they are already undergoing trauma having lost everything they had.”

As of now, it appears that helping the schools and children is a non-priority issue for government too. “The distribution of a school-kit containing everything needed for a student alone can reassure the children and enable them to go back to school,” Reddy felt. But the district officials say text books are not available for distribution, even though they are hopeful of getting note books from donors. Students in Kurnool district are a confused lot. N R Chaitra, a final year B Sc student from St Joseph College lost all certificates including her records.

She was not sure of going to college immediately after the reopening as she cannot enter class with empty hands. Like Chaitra, many children are unlikely to turn up at schools next Monday. Parents are worried about the safety of the old buildings of government schools.

Some schools like Prakasam memorial school in Kurnool have not been opened even for cleaning. It will take another 10 days to make these buildings fit to run schools, said Reddy. All the 21 schools which MVF visited are not in good shape.

According to B Ramalingam, district educational officer (DEO), cleaning of schools was in full swing. “We have asked the teachers to spend money from their pockets. Later the government will reimburse the amount,” the DEO said. As for the issuing of duplicate SSC certificates, the DEO said they are planning to set up counters in every mandal to receive the complaints. After receiving the complaints, steps will be taken to issue duplicate certificates, said the DEO.

రాష్ట్రంలో ఎస్సీ, ఎస్టీ, బీసీ విద్యార్థుల స్కాలర్‌షిప్‌లు మంజూరు చేయకపోవడంతో విద్యార్థులు చాలా ఇబ్బందులు పడుతున్నారు. రాష్ట్ర ప్రభుత్వం ప్రవేశ పెట్టిన ఆన్‌లైన్‌ విధానంలో సాంకేతి కపరమైన లోపాలు విద్యార్ధులకు సమస్యగా తయారైంది. దీని ఆధారంగా ప్రభుత్వం విద్యార్థులకు స్కాలర్‌షిప్‌లు ఎగగొట్టడానికే ప్రయత్నం చేస్తుందనేది స్పష్టం అవుతోంది. ప్రభుత్వ ఉన్నతాధికారులు ఇచ్చే ఆదేశాలను కింది స్థాయి అధికారులు ఖాతరు చేయడం లేదు.

విద్యార్థులకు బ్యాంకు ఖాతా ప్రారంభించడానికి బ్యాంకు మేనేజర్లు దరిచేరనీయడం లేదు. రూ. 500 చెల్లించనిదే ఖాతా తెరవడం కుదరదని తేల్చి చెబుతున్నారు. ప్రభుత్వం మాత్రం జీరో అకౌంట్‌ పేరుతో ఖాతా ఓపెన్‌ చేసుకోవచ్చని ప్రకటిస్తున్నది. విద్యార్థి సంఘాల ఉద్యమం ఫలితంగా చిత్తూరు జిల్లాలోని మదనపల్లి, గుంటూరు జిల్లా నర్సరావుపేట, నల్లగొండలోని భువనగిరి జిల్లాలో మాత్రం ఇందుకు అంగీరించారు. అయినా ఇప్పటి వరకూ ఎటిఎం కార్డులు మాత్రం ఎవరికి అందలేదు. స్కాలర్‌షిప్‌లను సక్రమంగా అందించడానికి గత ప్రభుత్వం జీవో 90 ప్రవేశపెట్టింది.

ఇప్పుడు కాంగ్రెస్‌ ఆ జీవోను రద్దు చేసింది. అంతే కాకుండా ప్రభుత్వ ప్రైవేట్‌, కార్పొరేట్‌ కాలేజీలకు సైతం బడ్జెట్‌లో అధిక ని«ధులు కేటాయిస్తామని చెప్పింది. 2008-09లో పది లక్షల మంది బీసీ విద్యార్థులు స్కాలర్‌షిప్‌ల కోసం దరఖాస్తు చేసుకున్నారు. అందులో ఆరు లక్షల మంది విద్యార్థులు ద్వితీయ సంవత్సరానికి అడుగుపెట్టి 8 నెలలు గడిచినప్పటికి ఫీజు రియంబర్స్‌మెంట్‌ ఇప్పటికి అందలేదు. ఆరు లక్షల మందికి దాదాపు మూడు వందల కోట్ల రూపాయల పైబడి ఉంటుంది. ఈ బడ్జెట్‌ ఈ సంవత్సరానికి కేటాయించాల్సిన అవసరముంది. అలాగే ఈ ఏడాది కొత్తగా పది లక్షల మంది దరఖాస్తు చేసుకున్నారు. గతంలో డివిజన్‌ స్థాయిలోని వెల్ఫేర్‌ డిపార్ట్‌మెంట్‌ అధికారులకు బాధ్యతలు అప్పగించారు.

అప్పుడు కొంత మేరకు సక్రమంగా అమలయినప్పటికీ పూర్తిగా న్యాయం జరగలేదు. ఇప్పుడు ప్రభుత్వం ఎస్సీ, ఎస్టీ, బీసీ, మైనారిటీ విద్యార్థుల ప్రోఫెషనల్‌ కోర్సులకు ప్రవేశ రుసుం లేదన్నారు. ఈ విధానం ప్రైవేట్‌ కాలేజీలకూ వర్తిస్తుందని ప్రకటించింది. కానీ అన్ని కాలేజీల యాజమాన్యాలు ఫీజులు వసూలు చేశాయి. ఫీజు రీయంబర్స్‌ డబ్బులు మాత్రం ఇప్పటికీ విడుదల చేయలేదు. ఇప్పు డు ప్రభుత్వం జీవో 18ను జారీ చేసింది. రాష్ట్రంలో 470 ఇంజనీరింగ్‌ కాలేజీలున్నాయి. బి.ఎడ్‌ కాలేజీలతో పాటు పి.జి, ప్రోఫెషనల్‌ కాలేజీలు కలిపి 500 ఉన్నాయి.

ఎంబీఏ, ఎంసీఏ కాలేజీలు 300 వరకుఉన్నాయి. ఇప్పటికీ బీసీ విద్యార్థులకు కేటాయించాల్సిన రూ.232 కోట్ల రూపాయలను ప్రభుత్వం పెండింగ్‌లో పెట్టింది. ముఖ్యమంత్రి పెండింగ్‌లో ఉన్న స్కాలర్‌షిప్‌లు చెల్లిస్తామని వాగ్దానం చేసి విస్మరించారు. గతంలో ట్యూషన్‌ ఫీజులు కూడా చెల్లించారు. ఇప్పుడు ప్రభు త్వ ట్యూటర్‌లకు వేతనాలను నిలిపివేసింది. దీంతో ప్రైవేట్‌ పాఠశాల విద్యార్థులతో పోటీ పడలేకపోతున్నారు. ఉత్తీర్ణత శాతం తగ్గుతోంది.

రాష్ట్రంలో ఎస్సీ, ఎస్టీ, బీసీ రెసిడెన్షియల్‌ హాస్టళ్ళు 5 వేల వరకూ ఉన్నాయి. ఈ హాస్టళ్ల లో విద్యార్థులకు 1998 నాటి మెస్‌ చార్జీల ప్రకారం నెలకు 8,9,10 తరగతి విద్యార్థులకు 430 రూపాయలు, 3నుంచి 7వ తరగతి విద్యార్థులకు 370 రూపాయలు ప్రకటించింది. అప్పటి నుంచి ఇప్పటి వరకు కేవలం 25 శాతం మాత్రమే ప్రభుత్వం పెంచింది. ఈ సంవత్సరం నుంచి అది అమలవుతుంది. వాస్తవంగా పెరిగింది పరిశీలిస్తే 100 రూపాయలు మాత్రమే. నిత్వావసర ధరలు పెరగడం వల్ల విద్యార్థులకు పౌష్టికాహారం అందించడం లేదు. 2300పైగా హాస్టళ్ళకు సొంత వసతి లేక అద్దె భవనాల్లోనే కొనసాగుతున్నాయి. ఈ భవనాలకు ప్రహారీ గోడలు లేక పందులు స్వైరవిహారం చేస్తున్నాయి. దీంతో విషజ్వరాలు ప్రబలుతున్నాయి.

ఇటీవల కాలంలో కడపలో 20 మంది, రంగారెడ్డి, తిరుపతి, ఆదిలాబాద్‌, విశాఖ జిల్లాల్లో వందలాది మంది విద్యార్థులు ఆస్పత్రి పాలయ్యారు. హాస్టల్‌ విద్యార్థులకు సంవత్సరానికి నాలుగు జతల బట్టలు, ఒక పెట్టె, రెండు దుప్పట్లు ప్రభుత్వం మెనూ ప్రకారం ఇవ్వాలి. కాని దానికి భిన్నంగా వ్యవహరిస్తున్నది. రెండు జతల బట్టలు, ఒక పెట్టె, ఒక దుప్పటి మాత్రమే ఇస్తున్నారు. ఐ.టి.డి.ఎ ప్రాంతాలయిన చింతపల్లి, పాడేరు, ఖమ్మం, జిల్లాలోని ఇల్లందు, బూర్గంపాడు, ఆదిలాబాద్‌ గిరిజన ప్రాంతాల్లో ఇప్పటికీ దుప్పట్లు అందించలేదు. దీంతో విద్యార్థులు చలి బారిన పడ్డారు. కాస్మోటిక్‌ బిల్లు నెలకు యాభై రూపాయలు ఇస్తున్నారు. రాష్ట్ర వ్యాప్తం గా కాస్మోటిక్‌ బిల్లు 17 కోట్ల రూపాయలు పెండింగ్‌లో ఉంది.

ప్రభుత్వం ఇప్పటికైనా నైతిక బాధ్యత వహించి సంక్షేమ హాస్టళ్లకు సొంత భవనాలు నిర్మించాలి. మెస్‌ చార్జీలను 1000 రూపాయలకు పెంచాలి. దీనిపై ఆధికారులకు కచ్చితమైన ఆదేశాలు జారీ చేసి జీరో అకౌంట్‌ ప్రారంభించుకునేలా చర్యలు చేపట్టాలి. అలాగే విద్యార్థులకు స్కాలర్‌షిప్‌లను సకాలంలో అందించాలి. ఫీజు రీయంబర్స్‌మెంట్‌ నిధులు విడుదల చేయాలి.

SCHOOLS ARE GEARING UP TO INCULCATE AN INTEREST IN SUBJECTS LIKE SCIENCE AND MATHEMATICS,WHICH HAS BEEN ON A DECLINE IN RECENT YEARS,REPORTS SAKSHI KHATTAR

   The National Knowledge Commission believes there is a growing tendency among talented students to pursue studies in areas other than mathematics and basic sciences. But, why is it so? According to government officials, the curriculum is outdated and needs to be overhauled and learning pedagogies needs a revamp; academicians say that there are neither any incentives nor motivation to experiment and innovate; and students feel that it’s all about securing high marks and nothing more. So, is actual learning even taking place? And if it isn’t, then how can we nurture young scientists and mathematicians?
   According to Marmar Mukhopadhyaya, former joint director, NUEPA and director, ETMA, students need to be taught subjects in ways that relates them to real-life situations. He says: “If I ask my students as to what temperature they enjoy tea or coffee, I am sure most of them would be keen to experiment and in the process learn the concept faster than by merely reading the texts. So, knowledge should be linked to real-life situations.” But, then again, how feasible is such a suggestion in the present context where a teacher has to complete the syllabi in a stipulated time?

The problemDifferent kinds of problems can be seen in different set-ups owing to a variety of factors. While most teachers agree to the fact that an ‘activity-based’ approach is essential to bring back the lost interest in these subjects, there are various constraints that act as barriers in the process. Here is an indicative list of problems faced by most educators: High teacher-student ratio Outdated curriculum Inadequate interaction Time constraints to finish the syllabi, so no innovation Marks-oriented education system that encourages/forces rote learning Lack of motivation among teachers. And hence, the following possible solutions.

Motivating teachersSays A P J Abdul Kalam, a scientist and former President: “Teachers play a pivotal role in inculcating interest among students and, therefore, they need to have a love for the subject to deliver their best. They should package the information in such a way that it becomes interesting for students.” Kalam was speaking at a national conference on ’science and maths education in secondary schools’ organised recently in the Capital by SRF Foundation in collaboration with the ministry of human resources development (MHRD). He recommends: “Students should be told what science discoveries have led to. Besides, the syllabus and teaching should include some actual case studies to nurture the young minds.” Similarly, Subhash Khuntia, joint secretary, department of school education and literacy, MHRD, adds: “We need, now, to create a scientific temper in students. No amount of infrastructure or books can help students unless there is a motivated teacher. But, once there is such a teacher, then everything else falls into place.”

Knowledge construction    Hukum Singh, professor and head (science and mathematics), department of education, NCERT, says: “Learning should be such that it encourages ‘construction of knowledge’ by students. They shouldn’t limit themselves to what is being taught. So, teaching methodologies should be such that students should be able to construct knowledge from whatever they gather from classroom teachings, the environment, their family and so on.”
   On the present assessment system, he states: “The long answer type questions should be structured in such a way that it tests concepts and application of concepts. This will encourage students to think before answering. This will also evaluate as to what extent students have actually understood the concepts.”

Curriculum revision    Sujatha Ramadorai, member, National Knowledge Commission, opines: “We need to streamline the curriculum, emphasising a well defined set of the most critical topics in early grades. We need to integrate pedagogical research, especially in mathematics and the mode of instruction should neither be completely student-centric nor teacher-directed.” She also added that special emphasis should be given to knowledge and skills.
   Adds Abhinav Dhar, senior vice-president, Educomp Solutions Ltd: “Ideally, a learning system should include evaluation, synthesis, analysis, application, comprehension and knowledge. This is what the curriculum should come to include.”

Practical approach    According to Mukhopadhyaya: “For science, the focus should be on simulation exercises, case studies, experiments and explorations, solving real-life problems, research, re-inventing and re-discovering than merely adhering to textbooks. There is a need for reconstructing textbooks and learning materials, classroom reorganisation and building a teacher’s capacity.”
   Elaborating on classroom reorganisation, he says: “Besides the curriculum, the infrastructure also needs to be overhauled. Why should every classroom be rectangular with students sitting in rows? They can be seated in groups in a circle. They can even be seated on the floor instead of the furniture. The idea is to create opportunities for students to interact with each other.”

Technical help    “The ICT revolution has been very helpful as many concepts can now be taught effectively,” opines Khuntia. This is so, not only because the visual medium has a better retention span, but also because students find it easier to understand. Besides, multimedia is far more interactive than textbooks.
   Says Sanjiv Aggarwal, deputy director, Mathematical Sciences Foundation: “Even with simple applications like Windows Paint, students can learn to draw curves, quadratics, parabolas. This makes learning interesting.”
   He adds: “There is a variety of software available today that students can use to interact with at different levels. Even for higher classes, it is easier to understand concepts like volume of a cone, for instance, as students can justify for themselves their formulae through various visual media and animations.”

Your child just lost his last chance to play kho-kho and kabbadi with friends as playgrounds in private schools are no longer a strict condition that school owners have to comply with. Instead, they can now have an indoor game facility or can simply tie-up with a neighbouring municipal park and herd students there each time they wish to jump around. Activists say the government is destroying the concept of holistic education while officials say land is expensive and not all schools can afford a playground. Finally, the children are the ones paying the price for the steep land prices, finds Roli Srivastava

All work and no play may be making Jack a dull boy, but the state government isn’t exactly concerned about it, now that it has exempted private schools from having a playground. A government order issued by the school education department on July 7 gives concessions to private schools from having a playground citing high cost of land in cities as the reason.

The order was issued in response to a public interest litigation filed in the high court by a private educational institution and a group of minority institutions. The litigation challenged the reason why a playground was a mandatory condition to get government affiliation to a school when many government schools did not have one. The high court had then asked the government to offer its suggestions and in response the GO was issued, closing the matter of open spaces in the school premises.

The order is applicable not only for the schools that would come up in the city in future but also to the existing ones operating without play areas. The GO offers schools to have a “reasonable\adequate’’ indoor play area for games such as table tennis, badminton among others. It also suggests that schools tie up with a nearby municipal ground or park or use the playground of another school to meet their students’ recreation needs.
So, students simply running aimlessly in the safety of their school campus would soon be a thing of the past. Predictably, child rights activists and educationists describe such an order “anti-child’’ and even “unconstitutional’’.

Playing Against Children   

Education officials note that they have no choice but to come up with an order like this for two reasons. One, more parents choose private over government schools for their children and two, private schools cannot afford the conditions for open space anymore given the soaring land prices. But then, child rights activists question whether the government is opting for a simpler ‘no playground’ concession as against strengthening the infrastructure of its own schools to boost their popularity among people.

Child rights experts and educationists further note that while the issue raised in the PIL was valid, the government clearly thought of handling it differently. “What stopped them from promising open space for children even in government schools as against depriving even private school students from playgrounds,’’ asks Jagdish Chandra, who sends his six-year-old to a “middleclass’’ private school and is now worried that by the time his newborn starts going to school, there wouldn’t be affordable schools left with a playground.

“The definition of a school is more than a classroom teacher and child. It is the ambience in which children learn,’’ says Shanta Sinha, chairperson of the National Commission for Protection of Child Rights. She says playgrounds are absolutely necessary and that standards for schools across the world make a special mention of these open spaces. “The right to education (bill), which we hope will be passed this monsoon session, will set a national standard for all schools and issue norms, playgrounds will become mandatory,’’ she says.

But Anil Sadgopal, educationist and former dean, faculty of education, Delhi University, isn’t as optimistic. “While the right to education bill makes it compulsory to have a playground, the government has put an asterisk mark under which it says exemption can be given,’’ he says. Perturbed by Andhra Pradesh’s playground GO, Sadgopal says that education is incomplete without a play area. “The government is rushing to promote privatisation of school education,’’ he says, pointing out that in no advanced country can a school be considered without a playground.

Senior educationists further note that while the idea to use municipal grounds or parks is good enough on the face of it, there is a rather crucial concern associated with it: Where are these municipal parks? And does such a park exist in the vicinity of every school? “This (suggesting tie-up with parks) means that urban planning has to be looked into,’’ Sadgopal says. He further notes that this move indicates the complete loss of “holistic education’’ in the country.

“Importantly, they are violating the child’s right to play, which is a very important right,’’ says Asha Bajpai, of the Centre for Socio Legal Studies & Human Rights, Tata Institute of Social Sciences. She describes the order unconstitutional, given that India ratifies to the Convention on the Rights of the Child that makes play and leisure every child’s right.

Of Compartments In Education   

With this one GO, child rights activists say, the government has compartmentalised not just the format of education but even the already divided community of students wherein the haves get a playground and the havenots just a classroom.

For the international or the ‘corporate’ schools serving noodles and pastas for lunch a playground is usually taken for granted in most cases. But for the middle class family, the school playground has so far been their best option for their child’s mental and physical recreation what with most nuclear families now living in small flats with little or no open spaces.

“Are you (the government) trying to make a statement that children needn’t play since the cost of land they are playing on is high,’’ questions Isidore Philips, child rights activist and director Divya Disha. He says that children can’t be made to “study in shutters’’ and describes the “matchbox schools’’ that have come up in the city as reeking of the culture of depravation. “Indoor games are no games,’’ he says, commenting on the option given to schools to have an indoor facility if they cannot have a playground. “Children need to jump. You cannot reduce the scope of a child’s development,’’ Philips says, describing the GO as retrograde that is only diluting education.

Besides, activists wonder whether there is any need for more government schools to come up with such a private institution-friendly plan. “Many people are opening schools and it has become a business. The government possibly thinks that the more the institutions, more the number of educated people. But such an order will see maximum implementation in urban areas where there are already enough schools. None of these private players would go to rural areas where schools are actually needed,’’ says a school principal, who did not wish to be identified.

The principal predicts that many apartments would now turn into schools, as is already happening in the city with many schools opening on the second and third floors of commercial complexes. “With obesity among children on the rise, the government should have actually made it mandatory for all schools to have a proper playground and a dedicated physical training period. But with this order, it is simply looking at children studying through the day with no rest,’’ the principal says.

Officially Speaking   

Education department officials maintain that the GO was a practical solution to a problem emerging over and over again with playground turning out to be an unfeasible norm for many private institutions to comply with. While earlier, the government made it mandatory for all schools in urban areas to earmark 1000 square metres for a playground and 2000 square metres in rural areas, the order has revised these conditions.

Now, depending on the student strength of schools, it may earmark area ranging between 500 square metres and 2000 square metres for a primary school and 700 square metres to 2200 square metres for upper primary and secondary schools. However, it gives an option to schools that cannot comply with these conditions offering an indoor sports hall measuring 345 square metres. “The relaxation was given for lack of land,’’ says C B S Venkataramana, principal secretary, school education, citing that in cities such as Hyderabad land rate had touched over Rs 50,000 per square yard. He points out that while some schools were operating without any play area at all, the GO now makes an indoor play area mandatory.

He further states that this kind of a relaxation would only make setting up schools easier, citing the tremendous pressure from parents to enroll their children in private schools. Asked about the mechanism in place to check whether schools were complying with the indoor games condition or that of them tying up with municipal parks, Ramana said inspection of schools would start next month.

After the PIL was filed, a committee was set up to examine the issue and the no-playground decision was taken only after the panel had submitted its report on it.

But critics of the move aren’t convinced and fear it is a sign of things to come. “What next? Exemption from setting up a science lab, a computer lab?’’ asks Sadgopal.

Also, activists note that many “rich schools’’ too have come up in commercial buildings and not being able to afford land for a playground is an apology for a reason to stop having play areas in schools. But officials say that parents prioritise the quality of education in the classroom over other details of the school such as its play area.

But the irony of it all seems lost on the powers that be. There is not only a covert admission in this playground exemption that government education quality is not up to the mark and thus the need to give private schools a push, but also an overt confession that the government couldn’t really care less for improving its schools. Whatever happened to the flush-with-funds schemes such as Sarva Shiksha Abhiyaan to improve schools across the length and breadth of the country is anybody’s guess.

పిల్లల్ని బడిలో చేర్పించాలనుకునే తల్లిదండ్రులకు ఎన్నెన్నో ప్రశ్నలు! ప్రభుత్వ పాఠశాలా… ప్రైవేటా? స్టేట్‌ సిలబస్సా… సీబీఎస్సీనా? ఆంగ్ల మాధ్యమమా… తెలుగా? ఎన్నో ఆలోచించి మేలైనదనుకున్న పాఠశాలలోనే చేర్పించినా… ఇంకా ఏదో అసంతృప్తి కొందరిని వేధిస్తుంటుంది. నర్సరీనుంచి పదోతరగతి వరకు ఏకంగా పదమూడేళ్లపాటు పిల్లలు స్కూలుకెళ్తారు. సమయం, పాఠ్యాంశాలు, పరీక్షల ఫ్రేముల్లో పిల్లల్ని అన్నేళ్లపాటు బంధించడం అవసరమా… అని ప్రశ్నిస్తోంది ఒక వర్గం. మా పిల్లలకు ఇల్లే బడి. మేమే ఉపాధ్యాయులం… అంటున్న తల్లిదండ్రులు ఇప్పుడు మనదేశంలోనూ ఎక్కువవుతున్నారు.
అవును… నిజమే! పిల్లల్ని బడికి పంపకుండా ఇంట్లోనే చదువుచెప్పే హోం స్కూలింగ్‌ ఇప్పుడిప్పుడే మనదేశంలోనూ ఆదరణ పొందుతోంది. అందుకు సాక్ష్యం… ఈ వెబ్‌సైట్‌: www.alternativeeducationindia.net. మనదేశంలోని వివిధ పాఠశాలల్లో పనిచేసిన అనుభవం, తన ఇద్దరు పిల్లలకు పదేళ్లపాటు తానే ఉపాధ్యాయులు కావడం… వెరసి ఈ వెబ్‌సైట్‌ ప్రారంభించేలా చేసింది న్యూజిలాండ్‌కి చెందిన క్త్లెవ్‌ ఎల్వెల్‌ని. చట్టపరంగా ఈ విధానం అనుమతించదగినదేనా అన్నదగ్గర్నుంచీ ప్రత్యామ్నాయ పాఠశాలలు ఎక్కడెక్కడ ఉన్నాయి, హోమ్‌ స్కూలింగ్‌ ఆచరిస్తున్న ఇతర తల్లిదండ్రులతో అనుభవాలు పంచుకోవడం వరకు ఎన్నో అంశాలు ఇందులో పొందుపర్చారాయన. రోజుకొక్కరు చొప్పున తమ బృందంలో చేరుతున్నారంటారు క్త్లెవ్‌.
తొమ్మిదేళ్ల షాలోం ఏడాది క్రితం ఒకరోజు తానూ మిగతా పిల్లల్లా యూనిఫామ్‌ వేసుకుని స్కూలుకు వెళ్తానంది. అల్మారా అంతా వెదికి గళ్ల స్కర్టు, టీషర్టు వేసుకుని వాకిట్లో చెట్టుకింద ఉన్న పాఠశాలకు మూడు రోజులు వెళ్లిందో లేదో… డ్రస్‌ తీసి విసిరికొట్టింది. అమ్మ దగ్గరికి వెళ్లి ‘రోజూ ఒకే డ్రస్‌ ఎలా ధరిస్తారమ్మా? నావల్ల కాదు…’ అంటూ ఫిర్యాదుచేసింది. షాలోం బడికి యూనిఫామ్‌ అక్కర్లేదు. తరగతి గది కూడా ఒక్కచోట కాదు. పెరట్లో చెట్టుకింద, వంటింట్లో, ఇంట్లోనే ఏర్పాటు చేసుకున్న చిన్న గ్రంథాలయంలో… ఏరోజు ఎక్కడ కూర్చోవాలనిపిస్తే అక్కడ. ఏం చదవాలనిపిస్తే అది చదువుతుంది. ఒక్కోరోజు తల్లితో మార్కెట్‌కెళ్లి కొద్దికొద్దిగా కొనుగోలు వ్యవహారాలు నేర్చుకుంటుంది. ‘ఒక్కమాటలో చెప్పాలంటే మా అమ్మాయి ఇంటి దగ్గరే చదువుకుంటోంది… కానీ ప్రపంచమంతా ఆమెకు పాఠశాలే’ అంటుంది షాలోం తల్లి సంగీత. బెంగుళూరుకు చెందిన ఈ గృహిణే కాదు… ఇంకా చాలామంది తల్లిదండ్రులు పిల్లలతో ఈ ప్రయోగం చేస్తున్నారు.
బందిఖానా మా పిల్లలకొద్దు!
ఈ పద్ధతిని ఇష్టపడుతున్నవారందరికీ సంప్రదాయ విద్యావిధానమంటే అయిష్టం. వాళ్లంతా అందులోనుంచి వచ్చినవాళ్లే అయినా సరే. చాలా తక్కువ పాఠశాలలు మాత్రమే పిల్లల అభీష్టానికి తగ్గట్లో, పిల్లలకు అవసరమైన విషయానికి తగ్గట్లో ఉంటాయంటారు వారు. అందుకే తమ పిల్లలకోసం ఈ పద్ధతినెంచుకుంటున్నారు. హోమ్‌ స్కూలింగ్‌ అనేది అమెరికాలో చాలాకాలంగా ఉంది. స్కూలు పద్దతులు, మతపరమైన నియమాలు, అతి క్రమశిక్షణ, క్రమశిక్షణారాహిత్యం, పరీక్షల పేరుతో పిల్లలను ఒత్తిడికి గురిచేయడం, కదలకుండా గంటల తరబడి గదుల్లో బంధించడం… ఇలాంటివి నచ్చని తల్లిదండ్రులు ఈ విధానాన్ని ఎంచుకుంటున్నారు. 1990ల తర్వాత చాలా రాష్ట్రాల్లో దీన్ని చట్టబద్ధం చేయడంతో విపరీతంగా ఆదరణ పొందుతోంది ఈ విధానం. ఇంటిని, అమ్మ ఒడిని బడిగా భావించడమంటే… ఆషామాషీ వ్యవహారం కాదు. పిల్లల చదువుకు సంబంధించి పూర్తి బాధ్యత నెత్తినేసుకోవడమే.
తేలికైన నిర్ణయం కాదు!
ఈ విధానానికి ఓటేస్తున్న తల్లిదండ్రులు హఠాత్తుగా నిర్ణయించుకోవడం లేదు. దాని వెనక ఎంతో కసరత్తు జరుగుతోంది. ఉదాహరణకు బెంగుళూరుకు చెందిన సాఫ్ట్‌వేర్‌ ఉద్యోగి ఆనంద్‌ అమెరికానుంచి ఇక్కడికి వచ్చారు. పన్నెండేళ్ల తమ కవల పిల్లల్ని చేర్పించడానికి మంచి ప్రత్యామ్నాయ పాఠశాలకోసం వెదికారు. ఒకదాన్ని ఎంచుకుని చేర్పించినా చదువు విషయంలో ఎదురవుతున్న ఒత్తిడి గమనించాక మాన్పించి స్వయంగా ఇంట్లో చదివించుకోవడం మొదలెట్టారు. అమెరికాలో వాల్‌డార్ఫ్‌ స్కూల్లో తమ చిన్నారిని చదివించిన శ్రీనివాసన్‌ దంపతులు మూడేళ్లక్రితం భారత్‌ వచ్చారు. ఇక్కడ మామూలు స్కూలుకు పాపాయిని పంపే ధైర్యం తమకు లేదంటారు వాళ్లు. సంగీత అయితే ఇవేమీ ఆలోచించలేదు. షాలోంకి చిన్నప్పుడు అందరు అమ్మల్లాగే తానూ చదువుచెప్పింది. సరిగ్గా ఆమె బడికెళ్లాల్సిన సమయానికి సంగీతకు రెండోసంతానం కలిగింది. బాబుని విడిచి స్కూలుకు వెళ్లడానికి అక్కకు మనస్కరించేది కాదు. ఆమెను ఏడ్పించడం ఇష్టంలేక సంగీత బలవంతం చేయలేదు. అలా ఇప్పుడు ఇద్దరు పిల్లలూ ఇంట్లోనే చదువుకుంటున్నారు. ‘మనం మాట్లాడడం ఆపితే పిల్లల మాట వినపడుతుంది. మనుషులకు చదువు ఎవరూ నేర్పనక్కర్లేదు… కాస్త ప్రేరణ చాలు..’ అంటారు ముంబయికి చెందిన వ్యాపారస్తుడు హేమంత్‌ఛాబ్రా. బెంగుళూరుకే చెందిన రామ్‌జీ శ్రీనివాసన్‌ అయితే కెరీర్‌ బ్రేక్‌ తీసుకుని మరీ హోమ్‌ ఎడ్యుకేటర్స్‌ని అందరినీ ఒక్కతాటిమీదకు తెచ్చేందుకు కృషిచేస్తున్నారు.
ఏ ఒత్తిడీ లేదు…
ఇంటిబడిలో పిల్లలు వాళ్లకు ఎప్పుడు ఏ అంశం చదవాలనిపిస్తే అది చదువుతారు. రోజూ రెండు, మూడు గంటలు చదువుకోసం కేటాయించడం ఒక్కటే తప్పనిసరి. ఒకరోజు అచ్చంగా లెక్కలు చేయాలనిపిస్తే లెక్కలే చేస్తుంటారు. స్కూల్లో చెప్పే సబ్జెక్టులన్నీ చదవడం ఇక్కడ తప్పనిసరి కాదు. పిల్లలు వాళ్లంతటవాళ్లు కొత్త సబ్జెక్టు గురించి తెలుసుకుని అడిగినప్పుడే అది బోధించడం మొదలెడతారు. సిద్ధాంతాలకన్నా ఆచరణకి ప్రాధాన్యమిస్తారు. ఈ పద్ధతి వల్ల మిగతా పనులకు సమయం సరిపోవడం లేదన్నది ఒక్కటే మా సమస్య అంటుంది సంగీత. ఒకరికన్నా ఇద్దరు పిల్లలుంటే ఈ పద్ధతి సులభమవుతోందంటారు కొందరు. ఐఐటిలో చదివినా సుందర్‌ మోత్వానికి తన బిడ్డలకు తానే చదువు చెప్పుకోవడం ఇష్టం. ఎవరేమనుకుంటే నాకేంటి అంటాడతను. ఇలా ఇంటిదగ్గర చదివిన పిల్లలు వారికి ఇష్టమైతే ఎప్పుడైనా మామూలు స్కూల్లో చేరవచ్చు. లేదా మానవవనరుల శాఖ ఆధీనంలో పనిచేస్తున్న నేషనల్‌ ఇన్‌స్టిట్యూట్‌ ఆఫ్‌ ఓపెన్‌ స్కూలింగ్‌ నిర్వహించే పది, పన్నెండో తరగతి పరీక్షలు రాసి కళాశాలలో చేరవచ్చు. అలా చేరి డిగ్రీ కళాశాలలో ప్రథమస్థానంలో నిలిచి బంగారు పతకం పొందింది గోవాకి చెందిన నదీషా. ఎంత బాగా నిర్వహిస్తున్నారన్న దాని మీద ఇంటి బడి విజయం ఆధారపడివుంటుందంటున్నారు ప్రత్యామ్నాయవిద్యావిధానం పట్ల ఆసక్తి కల విద్యావేత్త తారా కిని. పిల్లలు సమవయస్కులతో ఆడుకునే అవకాశం ఒక్కటే సంప్రదాయ విద్యావిధానంలో కన్పించే మేలని… ఇంటిబడి ప్రియులు ఆ అంశాన్ని దృష్టిలో పెట్టుకుని తమ పిల్లలు మిగిలిన పిల్లలతో ఆడుకునేలా చూసుకోవాలంటారు. ప్రస్తుతానికి మనదేశంలో ఇంటిబడికి వెళ్తున్న వారి సంఖ్య వేలల్లోనే ఉన్నా అది పెరుగుతున్న వైనం, సంప్రదాయ విద్యావిధానం పట్ల తల్లిదండ్రులకు పెరుగుతున్న వైముఖ్యం… ఆలోచించాల్సిన అంశాలే కదా!

హైదరాబాద్‌, జూలై 2 : రాజీవ్‌ విద్యామిషన్‌ వర్షం ఉరుములేని పిడుగులాగా వర్షాకాలం లో పాఠశాలలకు శాశ్వత ప్రాతిపదికన గూళ్లు నిర్మించాలని సంకల్పించింది. ఇంకేముంది ఆలోచన వచ్చిందే తడవుగా 150 దాకా పాఠశాలల భవ నాలు కూలగొట్టాలని ఆ శాఖ మంగళ వారం ఉత్తర్వులిచ్చింది. నగరంలో 160 పాఠశాలలకు భవనాలు నిర్మిం చాలని నిర్ణయించిన ఆ శాఖ టెండ ర్లను పిలుస్తోంది. కాంట్రాక్టర్లు ముం దుకు రాకుండానే పాఠశాలల భవనాలు కూలగొట్టాలని నిర్ణయించడం ఇందు లో విశేషం. రెండేళ్ల కిందట కంటో న్మెంట్‌ పరిధిలో 10 పాఠశాలలకు హడావుడిగా భవనాలు కూలగొట్టిన ఆ శాఖ ఇప్పటిదాకా ఒక్క భవనాన్ని పూర్తి చేయలేదు. 160 పాఠశాలలకు సొంత భవనాల కోసం రూ.65 కోట్లు, 110 పాఠశాలలకు అదనపు గదుల నిర్మాణం కోసం రూ.13 కోట్లు, 140 పాఠశాలల్లో మౌలిక సదుపాయాల కల్పనకు రూ.3.5 కోట్లతో అంచనాలు రూపొందించింది.

తలదాచుకునేదెక్కడ?
ఒకేసారి 160 పాఠశాలలకు భవ నాలు కట్టాలని హడావుడిగా నిర్ణయం తీసుకోవడం, వీటి కోసం 150 దాకా పాఠశాలల భవనాలు కూలగొట్టాలని నిర్ణయించడంతో అందులో చదువుకుం టున్న వారిని ఏ పాఠశాలకు తరలిం చాలో తెలియక ఉపాధ్యాయులు తల లు బాదుకుంటున్నారు. అసలే భవ నాలు లేక ఇబ్బందులు పడుతున్న వి ద్యార్థులు సొంతగూళ్లు వస్తున్నందుకు సంతోషపడాలో, ఉన్న గూళ్లు ఊడిపో తున్నందుకు ఏడ్వాలో తెలియని గంద రగోళ పరిస్థితి నెలకొంది. మరోవైపు ఆరునూరైనా పాఠశాలల భవనాలను కడతామని ఆర్వీఎం స్పష్టం చేస్తోంది.

సమస్యలు తీరేనా?
ఇప్పటికే నగరంలో మూడో వంతు పాఠశాలలు మూసివేయడంతో ఉన్న పాఠశాలలకు పూర్తిస్థాయిలో భవనాలు సమకూర్చవచ్చనేది ఆర్వీఎం మనోగతం. ఇందులో భాగంగానే కలె క్టర్‌ పర్యటనలను ఆధారం చేసుకొని, ఆ శాఖ ప్రణాళికలు రూపొందించింది. పాత ప్రణాళికలను బుట్టదాఖలు చేసిం ది. అయితే గతంలో ఇదే స్థాయిలో అంచనాలు, ప్రణాళికలు రూపొందిం చి, ముందుకెళ్లిన ఈ శాఖ, ఆచరణలో బోల్తాపడిన విషయం తెలిసిందే. కంటోన్మెంట్‌లోని పాఠశాలల భవనాలే ఆర్వీఎం నిర్లక్ష్యానికి అద్దం పట్టాయి. ఏకంగా 10 పాఠశాలలకు చెందిన పాత భవనాలను ఈ శాఖ కూలగొ ట్టింది. పనిలో పనిగా పనులు ప్రారం భించినప్పటికీ ఒక్క భవనం కూడా నిర్మించలేదు. దాంతో విద్యార్థులకు వర్షాకాలం చదువులే దిక్కయ్యాయి.

ప్రత్యామ్నాయం కల్పిస్తాం – ఆర్వీఎం
పాఠశాలల భవనాల నిర్మాణానికి యుద్ధప్రాతిపదికన పనులు చేపట్ట నుండటంతో విద్యార్థుల చదువుకు ఇబ్బందులు కలుగకుండా ప్రత్యామ్నా య చర్యలు తీసుకుంటామని రాజీవ్‌ విద్యామిషన్‌ ప్రాజెక్టు డైరెక్టర్‌ శ్రీనివా స్‌రెడ్డి అన్నారు. కాలేజీలు, సమీపం లోని స్కూళ్లకు విద్యార్థులను తరలి స్తామని వెల్లడించారు.

హైదరాబాద్‌, జూలై 3 : ఆ పాఠశాల స్థలం విలువ మార్కెట్‌ ధర ప్రకారం కోటి దాకా ఉంటుంది. పేదలకు విద్యనందించడానికి 50 ఏళ్లకిందట ఓ దాత పాఠశాలకు ఈ స్థలాన్ని ఇచ్చినట్లు స్థానికులు చెబుతారు. దీనిపై వాస్తవాలు తేటతెల్లంకాకుండానే వివాదస్పద స్థలాన్ని పరుల చేతిలో పెట్టేసింది విద్యాశాఖ. అదే ఖైరతాబాద్‌ జాగీర్దార్‌బాడలోని పాఠశాలలు. విద్యా సంవత్సరం ప్రారంభం కాగానే ప్రభుత్వ ఆదేశాలతో ఆ రెండు పాఠశాలలు చెల్లాచెదు రయ్యాయి. ప్రభుత్వ ఉత్తర్వులు చేతికందకుండానే సదరు స్థలం తమదని చెబుతున్నవారు కలెక్టర్‌ ఇచ్చిన మౌఖిక ఆదేశాలతో పాఠశాల గదులను తమ అధీనంలోకి తీసేసుకున్నారు. కలెక్టర్‌ ఆదేశాలు వీరికి ఉపయుక్తంగా మారాయి. వెరసి రెండు పాఠ శాలల మనుగడ ఆగమ్యగోచరంగా మారింది. విలీనం అనే జూదంలో బలైన రెండు పాఠశాలల కథ ఇది…

రెండు పాఠశాలలు, రెండే గదులు.. ఆరుగురు ఉపాధ్యాయులు
ఖైరతాబాద్‌లోని జాగీర్దార్‌బాడలో మార్చిదాకా రెండు పాఠశాలలు నడిచేవి. ఒకటి ప్రభుత్వ బాలికల ప్రాథమికోన్నత పాఠశాల(తెలుగుమీడియం), మరొకటి ప్రభుత్వ బాలుర ఎలి మెంటరీ పాఠశాల ఉర్దూమీడియం. సక్సెస్‌ పథకం కింద యూపీ ఎస్‌లోని 6,7 తరగతులను వాసవీ ప్రాక్టీసింగ్‌ పాఠశాలకు తర లించగా, ఇందులోని ఉపాధ్యాయులను ఎర్రమంజిల్‌లోని ఉన్నత పాఠశాలకు మార్చారు. చివరగా యూపీఎస్‌ రద్దు కావడంతో మిగిలిన ప్రాథమిక పాఠశా లను ఖైరతా బాద్‌ వాసవీ ప్రాక్టీసింగ్‌ పాఠశా లకు తరలించారు. దాంతో పాటు ఇదే ప్రాంగ ణంలో ప్రభుత్వ బాలుర ఎలిమెంటరీ పాఠ శాల(ఉర్దూమాధ్యమం)ను మార్చా రు. రెండు ప్రాథమిక పాఠ శాలలు నిర్వ హించడానికి మూడు గదులను ఈ ప్రాంగణంలో కేటాయిం చారు. ఇందులో ఒక గదిని రెండు పాఠశాలల ఉపాధ్యాయుల కార్యాలయం కోసం విని యో గించుకుంటుండగా, మిగతా రెండు గదుల్లో ఉర్దూ, మరో గదిలో తెలుగు మాధ్యమ పాఠశాల నడుస్తోంది.

ఇలాగేనా కొరత తీర్చేది…
పాఠశాలల విలీనంతో స్కూళ్లకు మహర్దశ లభించనుందని, ఉపాధ్యాయుల కొరత తీరి, విద్యాప్రమాణాలు మెరుగుపడ తాయనే సర్కారీపెద్దల మాటలు అక్షరాలా నిజమయ్యాయని అనుకోవాల్సిన పరిస్థితి ఏర్పడింది. ఒకటో తరగతి నుంచి ఐదో తరగతి వరకు ఒక గదిలోనే నడుస్తుండగా, ఒక్కో గదికి ముగ్గురు టీచర్లు అందుబాటులో ఉండటం మరో విశేషం. రెండుప్రాథమిక పాఠశాలలు నడుస్తున్న రెండుగదుల్లో కలిపి 30 మంది విద్యా ర్థులుండగా, ప్రతి ఐదుమంది విద్యార్థులకు ఒక్కో టీచర్‌ ఉన్నారు. విలీనంతో ఉపాధ్యాయుల కొరత తీరిందనుకోవాల్సిన పరిస్థితి ఏర్పడింది. జాగీర్దార్‌బాడలో పాఠశాల నడుస్తున్నప్పుడు రెండు స్కూళ్లలో కలిపి 60 మంది విద్యార్థులుండేవారు. పాఠ శాల విలీనంతో సగానికి సంఖ్య తగ్గింది. 30 మందిలో 20 మంది దాకా డ్రాపవు ట్లుండగా మరో 10 మంది ప్రైవేట్‌ పాఠ శాలల్లో చేరినట్లు తెలిసింది.

ఇటీవలే జరిగిన బడిబాటను స్థానిక ఉపాధ్యా యులు నిర్వహించలేదు. విలీనం సమ స్యతో పిల్లలను పాఠశాలలో చేర్పించ మని పిల్లల తల్లిదండ్రులను అడగా ఇబ్బందికర పరిస్థితి నెలకొందని ఉపాధ్యాయులంటున్నారు. ఇరుకైన ఒక గదిలో ఐదు తరగతులు నడిపించడంతో పిల్లలను చేర్పించడానికి తల్లిదండ్రులు విముఖత చూపుతున్నారని, పిల్లల ను చేర్పించడానికి వచ్చిన తల్లిదండ్రులు ఇక్కడి పరిస్థితులు చూసి, వెనుదిరుగుతున్నారని ఉపాధ్యాయులు విచారం వ్యక్తం చేశారు.

జాగీర్దార్‌బాడకు పాఠశాలను తరలిస్తేనే, రెండు పాఠ శాలల్లో విద్యార్థుల సంఖ్య పెరుగుతుందనే అభిప్రాయాలు వ్యక్తమవుతున్నాయి. పాఠశాలలను ‘ఎట్టిపరిస్థితుల్లో ఖాళీ చేయొద్దు… అవసరమైతే భూసేకరణ చేయండంటూ’ మంత్రి షబ్బీర్‌అలీ ఇచ్చిన ఆదేశాలను జిల్లా యంత్రాంగం పట్టించుకుంటే ఈ పాఠశాలలు బాగుపడే అవకాశముంది.

స్థలాన్ని స్వాధీనం చేసుకోవాలి : పరిరక్షణ కమిటీ
జాగీర్దార్‌బాడలో వివాదస్పద స్థలాన్ని మళ్లీ స్వాధీనం చేసుకో వాలని పాఠశాలల పరిరక్షణ కమిటీ డిమాండ్‌ చేసింది. విలీనం పేరుతో సర్కారీ స్థలాలను అన్యాక్రాంతం చేయడం, విక్రయించ డానికే ఇలా వ్యవహారించారని ఆక్షేపించింది

NEW DELHI: While politicians battle it out over inflation and the prices of onions and brinjals, the probable blow for the Indian middle class with its obsession for a ‘good’ education are the rising school expenses. According to an ASSOCHAM survey, the costs of sending a child to school have risen by 160% in the last 8 years. What’s more, this figure is exclusive of the tuition fees hiked every now and then.

The survey, done under the aegis of the Social Development Foundation of ASSOCHAM on ‘Rising school expenses vis-a-vis dilemma of young parents’ says annual school expenses for a single child excluding tuition fees have risen from Rs 25,000 in 2000 to Rs 65,000 in 2008 while the average annual income of fairly well-off parents has not risen by more than 30% in the same period. The average tuition fees for a private school is Rs 35,000 per year, with Rs 30,000-35,000 per year as expense for a host of ‘overheads’. An estimated 3 crore children in the country study in private schools, says the survey.

The 2,000 working parents across were surveyed across nine cities—Delhi, Mumbai, Lucknow, Dehradun, Pune, Bangalore, Kolkata, Chennai and Chandigarh—during April and May this year. One in 10 respondents said the cost of schooling did affect the choice of school. These were parents of young enough kids who had the option of changing schools. Sixty-five per cent respondents said more than half of their salary was spent on their children’s education while 50% conceded schooling was actually a ’strain’ on the family budget.

Nearly 60% of parents felt education had become a business and that the high tuition fees did not actually indicate the academic standards of a school. Rather, it indicated a demand-supply function so that school managements could effect erratic fee hikes every year—something parents can not protest. Even private preparatory schools charge Rs 25,000 a term, the survey says.

Said a parent with two children studying in a very reputed chain of schools, ‘Every year there is a hike. Every few days there is something or the other in school for which I have to cough up more money.’

Transport has emerged as one of the most expensive components of a child’s schooling with an average annual cost of Rs 12,000 per child. Packed lunches cost Rs 9,600 per year per child and shoes cost Rs 4,000-5,000 per year per child.

Said Rakhi Sengupta, whose daughter studies in a reputed private school in south Delhi, ‘It’s all a racket but we can do nothing about it.’ This ‘brand consciousness” too finds a mention in the survey.

(ఆన్‌లైన్‌ ప్రతినిధి, సంగారెడ్డి) ఎప్పటిలాగే.. ఎన్నో సమస్యలతో..విద్యాసంవత్సరం గురువారం నుంచి మొదలవుతున్నది. ప్రాథమిక స్థాయి నుంచి విద్యావ్యవస్థను పటిష్ఠపరిచేందుకు ప్రయత్నిస్తున్నామని పాలకులు ప్రకటించడం తప్ప ప్రభుత్వ పాఠశాలలకు ఒనగూరుతున్న ప్రయోజనాలు కనిపించడం లేదు. ఏఏటికాఏడు పెరుగుతున్న విద్యార్థుల సంఖ్యకు అనుగుణంగా కనీస వసతులైన గదులు, ఫర్నిచర్‌, ఉపాధ్యాయుల కొరతతో పాటు తాగునీటికి, టాయ్‌లెట్లకు ఇబ్బందులు తప్పడం లేదు. జిల్లా వ్యాప్తంగా 2182 ప్రాథమిక పాఠశాలల్లో సుమారు మూడు లక్షలపై చిలుకు విద్యార్థులు విద్యాభ్యాసం చేస్తున్నారు.

అదేవిధంగా 570 ప్రాథమికోన్నత పాఠశాలల్లో లక్షపైచిలుకు, 654 ఉన్నత పాఠశాలల్లో మరో లక్షా అయిదు వేల మంది విద్యార్థులు నేటి నుంచి చదువుకోనున్నారు. రాష్ట్ర పాఠశాల విద్యాశాఖ మంత్రి సి.దామోదర్‌ రాజనర్సింహ ప్రాతినిధ్యం వహిస్తున్న ఈ జిల్లాలో వందల సంఖ్యలోని ప్రభుత్వ పాఠశాలల్లో కనీస వసతులు మచ్చుకైనా లేవంటే ఆశ్చర్యం కలగకమానదు. కాకపోతే మంత్రి రాజనర్సింహ కృషితో గత విద్యాసంవత్సరంలో జిల్లాకు పెద్దఎత్తున మంజూరైన ఫర్నిచర్‌ను ప్రథమ ప్రాధాన్యతగా ఆయన తన అందోలు నియోజకవర్గంలోని దాదాపు అన్ని పాఠశాలలకు సమకూర్చారు. జిల్లాలోని మిగతా నియోజకవర్గాలలోని పాఠశాలల్లో ఫర్నిచర్‌ కొరత స్పష్టంగా ఉన్నది. జిల్లాలోని ప్రాథమిక, ప్రాథమికోన్నత, ఉన్నత పాఠశాలల్లో ఉన్న గదులలో 811 గదులకు ఇంకా మరమ్మతులు చేయాల్సి ఉన్నది. రాజీవ్‌ విద్యామిషన్‌ వార్షిక ప్రణాళిక ప్రకారం పాఠశాలల్లో నలబై మంది విద్యార్థులకు ఒక గది చొప్పున ఉండాలి. ఆ మేరకు ప్రస్తుతమున్న పాఠశాలల్లో అదనంగా 1726 గదులు అవసరమున్నాయి. ఇందులో రాజీవ్‌ విద్యామిషన్‌ నుంచి 180 గదుల నిర్మాణం చేపట్టగా, ఇందిరమ్మ పథకం మొదటి ఫేజ్‌ కింద 814 గదులు మంజూరయ్యాయి. ఇందులో ఇప్పటి వరకు నాలుగు వందల గదుల నిర్మాణాలే పూర్తయ్యాయి.

అలాగే ఇందిరమ్మ పథకం రెండో విడతలో 666 గదుల నిర్మాణం మంజూరు చేయాల్సి ఉండగా, 180 గదుల నిర్మాణాలకే మంజూరయ్యాయి. ఇక కనీస వసతుల విషయానికి వస్తే 984 పాఠశాలల్లో మరుగుదొడ్లు, 955 పాఠశాలల్లో మంచినీటి సదుపాయం కల్పించాల్సి ఉన్నది. అలాగే మధ్యాహ్నభోజన పథకం అమలు చేస్తున్న పాఠశాలల్లో 1797 పాఠశాలకు వంటగదులు నిర్మించాల్సి ఉన్నది. పాఠశాలల్లో కనీస సదుపాయాలకల్పనకు అవసరమైన నిధులు రాజీవ్‌ విద్యామిషన్‌లో అందుబాటులో ఉన్న వాటిని ప్రణాళికాబద్ధంగా ఖర్చు చేసేందుకు సరైన యంత్రాంగం లేకపోవడమే సమస్యలను తెచ్చిపెడుతున్నది. అందుకే నారాయణఖేడ్‌, నర్సాపూర్‌, మెదక్‌, జహీరాబాద్‌ తదితర ప్రాంతాలలోని అనేక పాఠశాలలు సమస్యలతో సతమతమవుతున్నాయి.

ఏపాఠశాల చూసినా శిథిలమైన భవనమో.. పూరిగుడిసెనో.. తాగునీరు లేకనో.. టాయ్‌లెట్లు లేకనో.. కనిపిస్తాయి. మచ్చుకు నారాయణఖేడ్‌ ప్రాంతంతో పాటు మెదక్‌ పట్టణం, చేగుంట, నర్సాపూర్‌ మండలం బిక్యాతండా, బాల్యాతండా, వాల్యా తండాలలోని పాఠశాలలను చూస్తే ప్రభుత్వ పాఠశాలలు ఎలా ఉన్నాయో అర్థమవుతుంది. విద్యాబోధన విషయానికి వస్తే జిల్లాలోని తరగతులకు అనుగుణంగా ఉండాల్సిన ఉపాధ్యాయులకన్నా సుమారు నాలుగు వేల ఉపాధ్యాయులు తక్కువగా ఉన్నారు. 2006 డీఎస్సీ ద్వారా నియమితులైన ఉపాధ్యాయులను కలుపుకుని జిల్లా వ్యాప్తంగా పదకొండు వేల మంది ఉపాధ్యాయులున్నారు. అయినా ఉన్నత పాఠశాలల్లో మెరుగైన విద్యాబోధన కావించేందుకు గణితం, ఇంగ్లీషు, సైన్స్‌ సబ్జక్టులలో స్కూల్‌ అసిస్టెంట్ల కొరత చాలా ఉన్నది. ఈ కొరత అధిగమించకుండా విద్యార్థులలో విద్యాప్రమాణాలు పెంపొందింపజేసేందుకు చేస్తున్నామని చెబుతున్న ప్రయత్నం ప్రయత్నంగానే ఉంటుందనడంలో సందేహం లేదు. .

ఇంగ్లీషు బోధనతో ఇబ్బందులే ఇదిలాఉండగా ప్రస్తుత విద్యాసంవత్సరం నుంచి 230 ప్రాథమికోన్నత పాఠశాలల్లో ఆరవ తరగతి నుంచి ఇంగ్లీషు మీడియం ప్రవేశపెడుతున్నారు. ఇందుకోసం ప్రస్తుతమున్న 570 ప్రాథమికోన్నత పాఠశాలల్లో 170 పాఠశాలలను మూసేశారు. వాటి స్థానంలో అయిదో తరగతి వరకు ఉండేలా ప్రాథమిక పాఠశాలలను కనసాగిస్తున్నారు. ఈ పాఠశాలల్లో తీసేసిన ఆరు, ఏడు తరగతులను రెండు కిలోమీటర్ల దూరంలో ఉన్న ప్రాథమికోన్నత పాఠశాలల్లో విలీనం చేశారు. అంటే ఆ ప్రాంతాలకు చెందిన విద్యార్థులు రోజు రెండు కిలోమీటర్ల దూరం నడిచి పాఠశాలకు వెళ్లాల్సి వస్తున్నది. దీనికి తోడు సిీబీఎస్‌ఇ సిలబస్‌తో విద్యాబోధన కావిస్తామంటున్న ప్రభుత్వ వైఖరిని ఉపాధ్యాయ సంఘాలు అభ్యంతరం చెబుతున్నాయి. అసలే ఉపాధ్యాయుల కొరత ఉండగా, వారిలో కొందరికి శిక్షణ ఇచ్చి ఇంగ్లీషు మీడియంలో బోధన కావింపజేయనుండడం ఏ రకమైన ఫలితాలను ఇస్తుందో అధికారులకే తెలియాలి. ఈ పరిస్థితులలో సుమారు నాలుగు వేల మంది విద్యావాలంటీర్లను నియమించాల్సి ఉన్నది. సాధారణంగా విద్యా సంవత్సరంలోనే విద్యావలంటీర్లను నియమిస్తే బోధనకు అంతరాయం ఉండదు. కాని జిల్లాలో విద్యావలంటీర్లను నియమించేందుకు మరో రెండు మూడు నెలలైనా పట్టే అవకాశాలు కనిపిస్తున్నాయి.

.్రపైవేట్‌ జోరు ప్రభుత్వ పాఠశాలల తీరు ఇలాఉంటే ్రపైవేట్‌ పాఠశాలల జోరు ఎప్పటిలాగే ఈ సారి కొనసాగుతున్నది. జిల్లాలోని వివిధ ప్రాంతాలలో ఉన్న 1550 ప్రాథమిక పాఠశాలలు, 175 ప్రాథమికోన్నత పాఠశాలలు, 155 ఉన్నత పాఠశాలల్లో గత నెల రోజుల కిందటే అడ్మిషన్లు మొదలయ్యాయి. ఈ పాఠశాలల యాజమాన్యాలు ఫలితాలతో ప్రకటనలు ఇచ్చి, విద్యార్థుల తల్లిదండ్రులను విశేషంగా ఆకట్టుకున్నాయి. ఆయా స్థాయిలలోని అన్ని ్రపైవేట్‌ పాఠశాలల్లోనూ సీట్ల సంఖ్యకు అనుగుణంగా అడ్మిషన్లు పూర్తయ్యాయి.

తరగతిని బట్టి యాజమాన్యాలు నిర్ణయించిన డొనేషన్‌ డబ్బులను కూడా కట్టేందుకు తల్లిదండ్రులు ఏ మాత్రం వెనుకాడడం లేదు. ఉత్తమ విద్యాబోధనను దృష్టిలో పెట్టుకునే తల్లిదండ్రులు తమ పిల్లలను అందుబాటులో ఉన్న ్రపైవేట్‌ పాఠశాలల్లో చేర్పిస్తున్నారు. ్రపైవేట్‌ పాఠశాలల్లో విద్యార్థులను చేర్పించేందుకు వాహనాలలో ప్రచారం చేయడంతో పాటు పట్టణాలలో టీచర్లను ఇంటింటికి తిప్పుతున్నారు. తమ పాఠశాలలో ఫలితాలు, విద్యాబోధన గురించి వారు చెబుతూ, విద్యార్థులను చేర్పించాలంటూ తల్లిదండ్రులను కోరుతుండడం.. విద్య వ్యాపారంగా ఎలా మారింది తెలుస్తున్నది.

సమస్యల నడుమ సర్కారు బళ్లు ప్రారంభం
పాఠ్యపుస్తకాలన్నీ చేరలేదు
చాక్‌పీసులకు, నల్లబల్లలకు డబ్బుల్లేవు

హైదరాబాద్‌, న్యూస్‌టుడే: రాష్ట్ర వ్యాప్తంగా ప్రభుత్వ పాఠశాలలు గురువారం నుంచి అరకొర సౌకర్యాల మధ్య పునః ప్రారంభం కానున్నాయి. సుమారు 10వేల వరకు ఉన్నత పాఠశాలలు ఉండగా 6500 పాఠశాలల్లో తొలిసారిగా సీబీఎస్‌ఈ పాఠ్య ప్రణాళిక ప్రకారం ఆంగ్ల మాధ్యమంలో బోధించాలని ప్రభుత్వం ఏకపక్షంగా నిర్ణయించిన విషయం తెలిసిందే. దీనివల్ల మిగిలిన పాఠశాలలు కాలక్రమంలో ప్రభావాన్ని కోల్పోనున్నాయి. ఈ 6500 పాఠశాలల్లో సమీపంలోని ప్రాథమికోన్నత పాఠశాలల్లో ఉండే ఆరేడు తరగతుల విద్యార్థులను చేర్చనున్నారు. ఈ నిర్ణయాలను వ్యతిరేకిస్తూ వివిధ ఉపాధ్యాయ సంఘాలు ఆందోళన కార్యక్రమాలను ప్రకటించిన విషయం తెలిసిందే. ప్రభుత్వ నిర్ణయాలవల్ల విద్యా సంవత్సరం ఆరంభంలోనే అనేక సమస్యలు ఉత్పన్నం కాబోతున్నాయి. దీనివల్ల కొన్ని పాఠశాలల్లో తరగతులు పెరిగిపోయి విద్యార్థులు, సిబ్బంది ఇబ్బందులను ఎదుర్కోబోతున్నారు. కేంద్ర ప్రభుత్వం ప్రకటించిన ‘సక్సెస్‌’ పథకం కింద 6500 పాఠశాలలను కోటి రూపాయల చొప్పున కేటాయించి రెండు సంవత్సరాల్లో అభివృద్ధి చేయాలని ప్రభుత్వం ప్రణాళికలను సిద్ధం చేసింది. నిధుల కేటాయింపు జరిగినా ఇంకా విడుదల కాలేదు. ప్రాథమిక పాఠశాలల అభివృద్ధికి ఉద్దేశించిన రాజీవ్‌ విద్యా మిషన్‌ పరిస్థితీ ఆశాజనకంగా లేదు. 2007-08 విద్యా సంవత్సరంలో ఈ పథకం కింద రూ.1250 కోట్లకు గాను రూ. 280 కోట్లు మాత్రమే కేంద్రం నుంచి వచ్చాయి. దీంతో చాక్‌పీసులు, బ్లాక్‌బోర్డుల వంటి వాటికీ ఇబ్బంది పడాల్సిన పరిస్థితి ఉంది. విద్యార్థులకు అందచేయాల్సిన ఏడుకోట్ల పాఠ్య పుస్తకాల్లో 74 శాతం వరకు జిల్లా విద్యాశాఖ నుంచి మండలాలకు పంపినట్లు ప్రభుత్వ పాఠ్య పుస్తకాల ముద్రణ సంస్థ సంచాలకులు జేసుపాదం తెలిపారు. ప్రైవేట్‌ పాఠశాలల్లో కొన్ని బుధవారం నుంచి ప్రారంభమయ్యాయి. మరికొన్ని గురువారం నుంచి పనిచేయనున్నాయి.
