Pilot project on BC scholarship audit

Hyderabad: A long spiral staircase leads to a classroom tucked away from the hustlebustle of the college in the basement of the building. While students of their age are seen hanging about in the campus, young girls in this class seem to be concentrating on a more important issue: an audit to check whether those like them get the scholarships they legally deserve.

These girls from the Backward Classes are figuring out how exactly the scholarship scheme works and soon one finds that some have not even claimed their scholarship. One of them says she did not know about it, while another says she was late in applying for the same. Asked by the class coordinator if any of them had applied for reimbursement of tuition fees, a few hands were raised.
A year ago, 18 people, accused in the multi-crore BC scholarship scam in 2002, were sentenced to rigorous imprisonment.

This seemingly humble interaction between a social worker and a group of young college goers is in fact a first social audit of this scheme in the state.
More than 50 students from four colleges have come forward to be part of this pilot project so far, say the audit leaders adding that the audit is unique as it is being carried out by the schemes’ beneficiaries — the students.
The audit is crucial since unlike before when a limited budget decided the number of students who got the scholarship, the present scheme plans to achieve hundred percent saturation of BC scholarships i.e. reaching out to all the BC students who are in need of the money.
Audit leaders fear that when so much money is put into this, there are chances of the money being misused.
“The students from one college audit the work in another college. In that way bias of any kind can be avoided in the assessment”, says Satyajit Rao Vagvala of Centre for Good Governance. The four colleges that have volunteered to be part of this project are Sri Sarada College, Maharishi College, Mahaboobiya College and Nalla Malla Reddy College.
Hazeera, one of the auditors, says that participating in the exercise has made her stronger, more confident. “It has also improved our language skills and I am more aware of the whole process too.”
The nodal officer of Sri Sarada College, Pawan Kumar says, “The social audit has brought about awareness among the students as to what will happen if they don’t claim their scholarships.”
The audit is being done by the BC Welfare Organisation, CGG and CARPED and has been initiated as a pilot project.

Stakeholders of BC welfare schemes involved in the exercise

HYDERABAD: A group of young girls from Sri Sarada Degree College for Women, Ameerpet have conducted a social audit on the process of issuing post-matric scholarships and reimbursement of tuition fee, of B.C. Welfare Department for 141 students of Maharishi Veda Vignana Mahavidyalaya Junior College, Begumpet.

The methodical verification of scholarships, records of students and the college and even the BC Welfare Department, threw up the usual issues, which infest scholarship distribution programme. The 22 girls, who themselves are availing the scholarships, were trained to take up social audit by the Centre for Good Governance at the Dr. MCR HRD Institute.

Common grievances
Inordinate delays in sanctioning of scholarships, acquiring salary or caste certificate from Mandal Revenue Officer, late submission of applications for scholarships by students and sometimes late submission of attendance report by the college, essential to reimburse tuition fee were the broad findings from the social audit. “Earlier, scholarships and reimbursement of tuition fee were affected by embezzlements. To curtail it and to bring in transparency, we have introduced this concept of making the stakeholders take up social audit. Such studies would be taken up at other Government colleges in the near future,” informed Director of BC Welfare Department K. Sunitha.

Meticulous work
The girls made sure that the findings of the audit were presented meticulously. They made sure that students, college and department officials explained the reasons for inordinate delays.

“This is the fun in social audits. We get to grill authorities and even students for delays. Centre for Good Governance taught us and gave us skills to take up such a study scientifically,” says T. Ramya, B.Sc second year student from the college.

Another student pointed out that such exercises helped them improve language skills and instilled confidence among them.

“We gained a lot of confidence with this exercise. We were made to present the findings at such a big gathering for the first time. We were tense but it was a learning experience,” said Rahemunnissa Begum, a B.Com first year of the college.

బీసీ సంక్షేమశాఖ సన్నాహాలు
ప్రయోగాత్మకంగా మూడు కళాశాలల్లో
హైదరాబాద్‌, న్యూస్‌టుడే; స్కాలర్‌షిప్‌లు, బోధనాఫీజుల చెల్లింపుల్లో అక్రమాలకు అడ్డుకట్ట పడనుంది. ప్రభుత్వ పథకాల్లో అవినీతిని అరికట్టేందుకు తెచ్చిన సామాజిక తనిఖీ(సోషల్‌ఆడిట్‌) కార్యక్రమాన్ని ఇకపై స్కాలర్‌షిప్‌ పథకానికి వర్తిపంచేయనున్నారు. బీసీ సంక్షేమశాఖ మొదటిసారి ఈ కార్యక్రమాన్ని ప్రయోగాత్మకంగా చేపట్టేందుకు సన్నాహాలు చేస్తోంది. ప్రస్తుతం రాష్ట్రంలో గ్రామీణ ఉపాధి హామీ పథకంలో గ్రామీణాభివృద్ధిశాఖ సామాజిక తనిఖీని ప్రవేశపెట్టింది. పథకం అమలులో పెద్దఎత్తున అక్రమాలు చోటుచేసుకోకుండా నివారించ గలిగింది. ప్రజల సమక్షంలోనే సామాజిక తనిఖీ చేపట్టడంతో ప్రజల్లో చైతన్యం పెరుగుతోంది. ఈ విద్యాసంవత్సరంలో ఎస్సీ, ఎస్టీ, బీసీ, మైనారిటీ, వికలాంగులైన విద్యార్థులందరికీ కలిపి రూ.1200 కోట్ల మేరకు స్కాలర్‌షిప్‌లు మంజూరుచేయాలని ప్రభుత్వం నిర్ణయించింది. పెద్దఎత్తున నిధులు వెచ్చిస్తున్నప్పుడు లబ్ధిదారులకు అవి సక్రమంగా అందాయో లేదో పరిశీలించడానికి సామాజిక తనిఖీకి ఉన్నతాధికారులు శ్రీకారం చుట్టారు. బీసీ సంక్షేమశాఖ ముందుగా ఈ కార్యక్రమాన్ని అమల్లోకి తెస్తోంది. సామాజిక తనిఖీ బృందాలను ఏర్పాటుచేసే సన్నాహాల్లో ఉంది. ఇప్పటికే ఎంపికచేసిన విద్యార్థులు, బీసీ సంఘాలు, స్వచ్ఛంద సంస్థల ప్రతినిధులకు శిక్షణ పూర్తిచేసింది. ప్రయోగాత్మకంగా హైదరాబాద్‌లోని మూడు కళాశాలల్లో ఈ కార్యక్రమాన్ని చేపట్టాలని అధికారులు నిర్ణయించినట్లు తెలిసింది. కార్యక్రమంలో భాగంగా ముందుగా సమాచారహక్కు చట్టం కింద ఆయా కళాశాలల్లో బీసీ విద్యార్థులకు మంజూరుచేసిన స్కాలర్‌షిప్‌ల వివరాలు తీసుకుంటారు. వివరాలను సామాజిక తనిఖీ బృందం అధ్యయనం చేసిన అనంతరం సంబంధిత కళాశాలలో బహిరంగంగా తనిఖీ కార్యక్రమం చేపడతారు. విద్యార్థులతోపాటు యాజమాన్యాన్ని ఇందులో భాగస్వామ్యం చేస్తారు. అక్రమాలు చోటుచేసుకున్నట్లు తేలితే చట్టపరంగా చర్యలు తీసుకునే అవకాశాలున్నాయి. ప్రయోగాత్మక కార్యక్రమం విజయవంతమైతే లోటుపాట్లు సమీక్షించి మిగిలిన ప్రాంతాలకు విస్తరిస్తారు.
