BYE, BYE SCHOOL? Schools Still In Badly Damaged State, Say NGOs

The recent floods may trigger huge school dropouts particularly among poorer sections as 484 schools have suffered severe damage affecting 82,000 students in Kurnool, Mahbubnagar and Krishna districts. The students have lost books, uniforms, records, certificates and everything connected to their studies, according to a survey conducted by NGOs. “Books are dearer to the children. Poor families cannot afford to buy new set of books and this could lead to students dropping out from schools particularly the girl child,” said R Venkata Reddy, national coordinator of the Mamidipudi Venkatarangaiya Foundation (MVF) set up by Ramon Magsaysay awardee professor Shanta Sinha. Reddy, who led teams that surveyed the condition of schools and health of the students in the affected districts said, many of the schools were not ready to occupy even though they are scheduled to reopen on Monday.

“We observed the psychology of children and the parents in 21 schools in Kurnool district. Students and their parents feel that they are in no position to take additional burden of buying new set of books and uniforms as they are already undergoing trauma having lost everything they had.”

As of now, it appears that helping the schools and children is a non-priority issue for government too. “The distribution of a school-kit containing everything needed for a student alone can reassure the children and enable them to go back to school,” Reddy felt. But the district officials say text books are not available for distribution, even though they are hopeful of getting note books from donors. Students in Kurnool district are a confused lot. N R Chaitra, a final year B Sc student from St Joseph College lost all certificates including her records.

She was not sure of going to college immediately after the reopening as she cannot enter class with empty hands. Like Chaitra, many children are unlikely to turn up at schools next Monday. Parents are worried about the safety of the old buildings of government schools.

Some schools like Prakasam memorial school in Kurnool have not been opened even for cleaning. It will take another 10 days to make these buildings fit to run schools, said Reddy. All the 21 schools which MVF visited are not in good shape.

According to B Ramalingam, district educational officer (DEO), cleaning of schools was in full swing. “We have asked the teachers to spend money from their pockets. Later the government will reimburse the amount,” the DEO said. As for the issuing of duplicate SSC certificates, the DEO said they are planning to set up counters in every mandal to receive the complaints. After receiving the complaints, steps will be taken to issue duplicate certificates, said the DEO.

స్కాలర్‌షిప్‌లు అందని ద్రాక్ష పళ్ళు

రాష్ట్రంలో ఎస్సీ, ఎస్టీ, బీసీ విద్యార్థుల స్కాలర్‌షిప్‌లు మంజూరు చేయకపోవడంతో విద్యార్థులు చాలా ఇబ్బందులు పడుతున్నారు. రాష్ట్ర ప్రభుత్వం ప్రవేశ పెట్టిన ఆన్‌లైన్‌ విధానంలో సాంకేతి కపరమైన లోపాలు విద్యార్ధులకు సమస్యగా తయారైంది. దీని ఆధారంగా ప్రభుత్వం విద్యార్థులకు స్కాలర్‌షిప్‌లు ఎగగొట్టడానికే ప్రయత్నం చేస్తుందనేది స్పష్టం అవుతోంది. ప్రభుత్వ ఉన్నతాధికారులు ఇచ్చే ఆదేశాలను కింది స్థాయి అధికారులు ఖాతరు చేయడం లేదు.

విద్యార్థులకు బ్యాంకు ఖాతా ప్రారంభించడానికి బ్యాంకు మేనేజర్లు దరిచేరనీయడం లేదు. రూ. 500 చెల్లించనిదే ఖాతా తెరవడం కుదరదని తేల్చి చెబుతున్నారు. ప్రభుత్వం మాత్రం జీరో అకౌంట్‌ పేరుతో ఖాతా ఓపెన్‌ చేసుకోవచ్చని ప్రకటిస్తున్నది. విద్యార్థి సంఘాల ఉద్యమం ఫలితంగా చిత్తూరు జిల్లాలోని మదనపల్లి, గుంటూరు జిల్లా నర్సరావుపేట, నల్లగొండలోని భువనగిరి జిల్లాలో మాత్రం ఇందుకు అంగీరించారు. అయినా ఇప్పటి వరకూ ఎటిఎం కార్డులు మాత్రం ఎవరికి అందలేదు. స్కాలర్‌షిప్‌లను సక్రమంగా అందించడానికి గత ప్రభుత్వం జీవో 90 ప్రవేశపెట్టింది.

ఇప్పుడు కాంగ్రెస్‌ ఆ జీవోను రద్దు చేసింది. అంతే కాకుండా ప్రభుత్వ ప్రైవేట్‌, కార్పొరేట్‌ కాలేజీలకు సైతం బడ్జెట్‌లో అధిక ని«ధులు కేటాయిస్తామని చెప్పింది. 2008-09లో పది లక్షల మంది బీసీ విద్యార్థులు స్కాలర్‌షిప్‌ల కోసం దరఖాస్తు చేసుకున్నారు. అందులో ఆరు లక్షల మంది విద్యార్థులు ద్వితీయ సంవత్సరానికి అడుగుపెట్టి 8 నెలలు గడిచినప్పటికి ఫీజు రియంబర్స్‌మెంట్‌ ఇప్పటికి అందలేదు. ఆరు లక్షల మందికి దాదాపు మూడు వందల కోట్ల రూపాయల పైబడి ఉంటుంది. ఈ బడ్జెట్‌ ఈ సంవత్సరానికి కేటాయించాల్సిన అవసరముంది. అలాగే ఈ ఏడాది కొత్తగా పది లక్షల మంది దరఖాస్తు చేసుకున్నారు. గతంలో డివిజన్‌ స్థాయిలోని వెల్ఫేర్‌ డిపార్ట్‌మెంట్‌ అధికారులకు బాధ్యతలు అప్పగించారు.

అప్పుడు కొంత మేరకు సక్రమంగా అమలయినప్పటికీ పూర్తిగా న్యాయం జరగలేదు. ఇప్పుడు ప్రభుత్వం ఎస్సీ, ఎస్టీ, బీసీ, మైనారిటీ విద్యార్థుల ప్రోఫెషనల్‌ కోర్సులకు ప్రవేశ రుసుం లేదన్నారు. ఈ విధానం ప్రైవేట్‌ కాలేజీలకూ వర్తిస్తుందని ప్రకటించింది. కానీ అన్ని కాలేజీల యాజమాన్యాలు ఫీజులు వసూలు చేశాయి. ఫీజు రీయంబర్స్‌ డబ్బులు మాత్రం ఇప్పటికీ విడుదల చేయలేదు. ఇప్పు డు ప్రభుత్వం జీవో 18ను జారీ చేసింది. రాష్ట్రంలో 470 ఇంజనీరింగ్‌ కాలేజీలున్నాయి. బి.ఎడ్‌ కాలేజీలతో పాటు పి.జి, ప్రోఫెషనల్‌ కాలేజీలు కలిపి 500 ఉన్నాయి.

ఎంబీఏ, ఎంసీఏ కాలేజీలు 300 వరకుఉన్నాయి. ఇప్పటికీ బీసీ విద్యార్థులకు కేటాయించాల్సిన రూ.232 కోట్ల రూపాయలను ప్రభుత్వం పెండింగ్‌లో పెట్టింది. ముఖ్యమంత్రి పెండింగ్‌లో ఉన్న స్కాలర్‌షిప్‌లు చెల్లిస్తామని వాగ్దానం చేసి విస్మరించారు. గతంలో ట్యూషన్‌ ఫీజులు కూడా చెల్లించారు. ఇప్పుడు ప్రభు త్వ ట్యూటర్‌లకు వేతనాలను నిలిపివేసింది. దీంతో ప్రైవేట్‌ పాఠశాల విద్యార్థులతో పోటీ పడలేకపోతున్నారు. ఉత్తీర్ణత శాతం తగ్గుతోంది.

రాష్ట్రంలో ఎస్సీ, ఎస్టీ, బీసీ రెసిడెన్షియల్‌ హాస్టళ్ళు 5 వేల వరకూ ఉన్నాయి. ఈ హాస్టళ్ల లో విద్యార్థులకు 1998 నాటి మెస్‌ చార్జీల ప్రకారం నెలకు 8,9,10 తరగతి విద్యార్థులకు 430 రూపాయలు, 3నుంచి 7వ తరగతి విద్యార్థులకు 370 రూపాయలు ప్రకటించింది. అప్పటి నుంచి ఇప్పటి వరకు కేవలం 25 శాతం మాత్రమే ప్రభుత్వం పెంచింది. ఈ సంవత్సరం నుంచి అది అమలవుతుంది. వాస్తవంగా పెరిగింది పరిశీలిస్తే 100 రూపాయలు మాత్రమే. నిత్వావసర ధరలు పెరగడం వల్ల విద్యార్థులకు పౌష్టికాహారం అందించడం లేదు. 2300పైగా హాస్టళ్ళకు సొంత వసతి లేక అద్దె భవనాల్లోనే కొనసాగుతున్నాయి. ఈ భవనాలకు ప్రహారీ గోడలు లేక పందులు స్వైరవిహారం చేస్తున్నాయి. దీంతో విషజ్వరాలు ప్రబలుతున్నాయి.

ఇటీవల కాలంలో కడపలో 20 మంది, రంగారెడ్డి, తిరుపతి, ఆదిలాబాద్‌, విశాఖ జిల్లాల్లో వందలాది మంది విద్యార్థులు ఆస్పత్రి పాలయ్యారు. హాస్టల్‌ విద్యార్థులకు సంవత్సరానికి నాలుగు జతల బట్టలు, ఒక పెట్టె, రెండు దుప్పట్లు ప్రభుత్వం మెనూ ప్రకారం ఇవ్వాలి. కాని దానికి భిన్నంగా వ్యవహరిస్తున్నది. రెండు జతల బట్టలు, ఒక పెట్టె, ఒక దుప్పటి మాత్రమే ఇస్తున్నారు. ఐ.టి.డి.ఎ ప్రాంతాలయిన చింతపల్లి, పాడేరు, ఖమ్మం, జిల్లాలోని ఇల్లందు, బూర్గంపాడు, ఆదిలాబాద్‌ గిరిజన ప్రాంతాల్లో ఇప్పటికీ దుప్పట్లు అందించలేదు. దీంతో విద్యార్థులు చలి బారిన పడ్డారు. కాస్మోటిక్‌ బిల్లు నెలకు యాభై రూపాయలు ఇస్తున్నారు. రాష్ట్ర వ్యాప్తం గా కాస్మోటిక్‌ బిల్లు 17 కోట్ల రూపాయలు పెండింగ్‌లో ఉంది.

ప్రభుత్వం ఇప్పటికైనా నైతిక బాధ్యత వహించి సంక్షేమ హాస్టళ్లకు సొంత భవనాలు నిర్మించాలి. మెస్‌ చార్జీలను 1000 రూపాయలకు పెంచాలి. దీనిపై ఆధికారులకు కచ్చితమైన ఆదేశాలు జారీ చేసి జీరో అకౌంట్‌ ప్రారంభించుకునేలా చర్యలు చేపట్టాలి. అలాగే విద్యార్థులకు స్కాలర్‌షిప్‌లను సకాలంలో అందించాలి. ఫీజు రీయంబర్స్‌మెంట్‌ నిధులు విడుదల చేయాలి.

Pilot project on BC scholarship audit

Hyderabad: A long spiral staircase leads to a classroom tucked away from the hustlebustle of the college in the basement of the building. While students of their age are seen hanging about in the campus, young girls in this class seem to be concentrating on a more important issue: an audit to check whether those like them get the scholarships they legally deserve.

These girls from the Backward Classes are figuring out how exactly the scholarship scheme works and soon one finds that some have not even claimed their scholarship. One of them says she did not know about it, while another says she was late in applying for the same. Asked by the class coordinator if any of them had applied for reimbursement of tuition fees, a few hands were raised.
A year ago, 18 people, accused in the multi-crore BC scholarship scam in 2002, were sentenced to rigorous imprisonment.

This seemingly humble interaction between a social worker and a group of young college goers is in fact a first social audit of this scheme in the state.
More than 50 students from four colleges have come forward to be part of this pilot project so far, say the audit leaders adding that the audit is unique as it is being carried out by the schemes’ beneficiaries — the students.
The audit is crucial since unlike before when a limited budget decided the number of students who got the scholarship, the present scheme plans to achieve hundred percent saturation of BC scholarships i.e. reaching out to all the BC students who are in need of the money.
Audit leaders fear that when so much money is put into this, there are chances of the money being misused.
“The students from one college audit the work in another college. In that way bias of any kind can be avoided in the assessment”, says Satyajit Rao Vagvala of Centre for Good Governance. The four colleges that have volunteered to be part of this project are Sri Sarada College, Maharishi College, Mahaboobiya College and Nalla Malla Reddy College.
Hazeera, one of the auditors, says that participating in the exercise has made her stronger, more confident. “It has also improved our language skills and I am more aware of the whole process too.”
The nodal officer of Sri Sarada College, Pawan Kumar says, “The social audit has brought about awareness among the students as to what will happen if they don’t claim their scholarships.”
The audit is being done by the BC Welfare Organisation, CGG and CARPED and has been initiated as a pilot project.

Mushrooming scanning centres pose threat to gender balance

Hyderabad: Expressing concern over mushrooming scanning centres in the city, IAS officer Arvind Kumar on Sunday said they were a major hurdle in the efforts to restore gender balance.

Presenting a study on ‘Restoring Gender Balance at Birth – A Case Study of Hyderabad’ at a seminar on ‘Protection and Empowerment of Girl Child,’ Arvind Kumar, who was former collector of Hyderabad and currently commissioner, fisheries, said there had been a 45.24 per cent rise in scanning centres in the city in the last three years. There were 389 scanning centres in 2005, and as per the latest figures the number had risen to 565 in Hyderabad, he said.

While the average rise in the number of scanning centres in the state is 46.99 per cent, some districts witnessed a steep rise. For instance, in Mahbubnagar, there were 53 scanning centres in 2005 and the number had now increased to 123 – a 132.08 per cent rise.

In Vizianagarm there are 36 scanning centres as against 19 earlier. In Rangareddy district, there are 358 centres at present as against 214 in 2005.

At present, there are 3,147 scanning centres in the state as against 2,141 in 2005.

Arvind Kumar said that, “though there has been a rise in the girl child ratio in Hyderabad from 873 in 2002 to 1,014 in 2005 due to the implementation of the Pre Conception & Pre Natal Diagnostic (Prevention of misuse) Techniques Act (PC&PNDT Act), the drive involving NGOs, health department and voluntary organisations has to continue.

For every pregnant woman undergoing scanning, complete details need to be filled in and submitted to the district administration. However, 72 per cent of scanning centres are not doing it, which amounts to violation of the Act, he added.

According to the study, 81 per cent of the scanning centres reported more than one scan per day.

The commissioner observed that change in the mindset and implementation of the laws aimed at controlling misuse of scanning can only bring about a change.

Ch Vidyasagar Rao, former Union minister, advised chief minister Y S Rajasekhara Reddy, who was the chief guest, to change the nomenclature of ‘nurse’ to ‘assistant to doctor’ and set up a high-level committee involving NGOs, government officials and MLAs to devise strategies to arrest female foeticide. In response, the CM said he would consult the nurse associations on the issue.

హైదరాబాద్‌ – న్యూస్‌టుడేరాష్ట్రంలో ఉపాధ్యాయులు బాధ్యతల పట్ల నిర్లక్ష్యంగా వ్యవహరిస్తున్నాని రాజీవ్‌ విద్యా మిషన్‌ సర్వేలో వెల్లడైంది. టీచర్ల హాజరు పట్టికలో చూడటానికి ఉపాధ్యాయుల హాజరీ బాగుంది. పనితీరే సంతప్తికరంగా లేదు. పరీక్షల తర్వాత ప్రగతి పత్రాలను ఇచ్చే శ్రద్ధ కూడా టీచర్లలో లేదు. పిల్లలు రాసిన నోట్‌ బుక్‌లు చూసి సరిదిద్దే ఓపిక, శ్రద్ధ ఉండడంలేదు. ఏడో తరగతి వరకు వచ్చిన విద్యార్థుల్లో కేవలం 39 శాతం మంది మాత్రమే సులభ భాగాహారం, 51 శాతం మంది గుణకారం చేయగలిగారు. తప్పుల్లేకుండా చదవడం, రాయడం వీరివల్ల కావడం లేదు. రాజీవ్‌ విద్యామిషన్‌, జిల్లా విద్యా శిక్షణ సంస్థల సంయుక్త ఆధ్వర్యంలో ఈ సర్వే జరిగింది.

సర్వే ఎలా జరిపారంటే..!
పిల్లలు, ఉపాధ్యాయుల హాజరు, ప్రధానోపాధ్యాయుల బాధ్యతలు, పిల్లల ప్రగతి, తరగతి గది నిర్వహణ, సమాజ భాగస్వామ్యం వంటి అంశాలపై రాష్ట్ర వ్యాప్తంగా 4703 పాఠశాలల్లో (2378 ప్రాథమిక, 1189 ప్రాథమికోన్నత, 1136 ఉన్నత) మార్చి 15, 16, 17 తేదీల్లో సర్వే నిర్వహించారు. దీనిని బాహ్య మూల్యాంకనంగా పేర్కొంటున్నారు. విద్యాశాఖ తరపున జిల్లా రిసోర్స్‌ గ్రూపు సభ్యులు, ఇద్దరు డైట్‌ విద్యార్థులు కలిపి ఒక్కో బృందంగా ఏర్పడి ఒకటి నుంచి ఏడో తరగతి వరకు విద్యార్థులు, ఉపాధ్యాయుల పనితీరుపై సర్వే జరిపారు. విద్యార్థుల సంఖ్యకు తగిన నిష్పత్తిలో ఉపాధ్యాయులు, అన్ని సదుపాయాలు కలిగిన పాఠశాలలనే సర్వే కోసం ఎంచుకున్నారు. 4,40,948 మంది విద్యార్థులు, 24,691 మంది ఉపాధ్యాయుల నుంచి వివరాలను సేకరించారు. విద్యార్థులకు తరగతికి అనుగుణంగా ప్రజ్ఞా పరీక్షలను నిర్వహించారు.

వెల్లడైన అంశాలు
* 86 శాతం మంది ఉపాధ్యాయులు పాఠశాలలకు హాజరయ్యారు.
* హాజరైన వారిలో 81 శాతంమంది ప్రార్థనా సమయానికి, ఆ తరువాత పాఠశాలలకు వస్తున్నారు.
* హాజరైన వారిలో 83 శాతం మంది మాత్రమే బోధనా కార్యక్రమాలపై దృష్టి పెడుతున్నారు.
* పాఠశాలలకు వస్తున్నా 17 శాతం మంది రకరకాల వ్యాపకాలతో పాఠాలకు దూరంగా ఉంటున్నారు.
* ఉపాధ్యాయులు 208 పని రోజులకు 158 రోజులు (సర్వే జరిపేనాటికి) బడికి హాజరయ్యారు. సర్వేరోజు పాఠశాలకు హాజరైన 81 శాతం మంది ఉపాధ్యాయులు సగటున 35 రోజులు విధులకు దూరంగా ఉన్నారు.
* 70 శాతం మంది ఉపాధ్యాయులు డైరీ రాస్తున్నారు.
* 56 శాతం మంది ఉపాధ్యాయులు బోధానాభ్యసన సామగ్రిని బోధనలో ఉపయోగిస్తున్నారు.
* 69 శాతం మంది ఉపాధ్యాయులు విద్యార్థులకు పరీక్షలు పెట్టి, ప్రగతి పత్రాలు ఇస్తున్నారు.
* పాఠశాలల్లో విద్యార్థుల హాజరు 74 శాతంగా నమోదైంది.
* సకాలంలో హాజరయ్యే వారి సంఖ్య 63 శాతం మాత్రమే
* ఒకటో తరగతిలో బడికి హాజరు కాని వారు 30 శాతం మంది ఉన్నారు.
* ఒకటో తరగతిలో సగం మందికి చదవడం, రాయడం, కూడికలు, తీసివేతలు వచ్చు.
* రెండో తరగతిలో బడికి హాజరుకాని వారు 27 శాతం.
* రెండో తరగతిలో చదవడం, రాయడం, కూడికలు, తీసివేతలు చేయగలిగే వారు 58 శాతం ఉన్నారు.
* మూడో తరగతిలో బడికి హాజరు కాని వారు 25 శాతం మంది మాత్రమే ఉన్నారు.
* మూడో తరగతిలో చదవడం, రాయడం, కూడికలు, తీసివేతలు చేయగలిగే వారిశాతం 54గా నమోదైంది.

* ఏడో తరగతిలో 25 శాతం మందికి తప్పుల్లేకుండా చదవడం రాదు. 36 శాతం మందికి ఏదేని పండు, జంతువు గురించి నాలుగైదు లైన్లు కూడా రాయడం రాదు.
* గతంతో పోలిస్తే ఉపాధ్యాయుల హాజరు శాతం పెరిగినా, తరగతి గదుల్లో గడిపి, బోధనలో నిమగ్నమం కానీ ఉపాధ్యాయులు 17 శాతం మంది ఉండడం గమనార్హం.
* పిల్లల హాజరు సమస్య తీవ్రంగా ఉంది. హాజరయ్యే వారిలో కూడా 63 శాతం మంది మాత్రమే సకాలంలో పాఠశాలలకు వస్తున్నారు. 26 శాతం మంది అసలు హాజరే కావడంలేదు. 37 శాతం మంది ఆలస్యంగా పాఠశాలలకు వస్తున్నారు.
* ప్రాథమికోన్నత స్థాయిలో పిల్లల నోటుబుక్కులు పరిశీలించి దిద్దే ఉపాధ్యాయులు కేవలం 27 శాతం మాత్రమే ఉండడం గమనార్హం. యాంత్రికంగా బోధన చేస్తున్నారే తప్ప విద్యార్థులపై దృష్టి పెట్టడం లేదు. పిల్లల్లో విశ్లేషణాత్మక శక్తి కొరవడడంతో పైతరగతులకు వెళ్లుతున్న కొద్దీ పరిస్థితి ఆందోళనకరంగా మారుతోంది.
* 19 శాతం ప్రాథమికోన్నత పాఠశాలల్లో మాత్రమే ప్రయోగాలు నిర్వహిస్తున్నారు.
* 20 శాతం ప్రాథమికోన్నత పాఠశాలల్లో మాత్రమే వెనుకబడిన పిల్లలపై దృష్టి పెడుతున్నారు.
* 6,7 తరగతుల్లో పోలిస్తే, ప్రాథమిక స్థాయిలో పరిస్థితి మెరుగ్గా ఉంది. పిల్లల నోటు పుస్తకాల పరిశీలన చేసే ఉపాధ్యాయుల సంఖ్య 75 శాతంగా ఉంది.
* 65 శాతం ప్రాథమిక పాఠశాలల్లో స్వీయరచనను ప్రోత్సహిస్తున్నారు.
* 45 శాతం మంది పాఠశాలల్లో ప్రయోగాలు చేస్తున్నారు.
* పిల్లల మధ్య చర్చలు, జట్లలో కలసి పని చేయడం వంటివి బోధనాభ్యసన ప్రక్రియల్లో అతి తక్కువగా కనిపిస్తున్నాయి. ఇలా 22 శాతం పాఠశాలల్లో జరుగుతున్నాయి. పిల్లలకు సామగ్రి ఇచ్చి అభ్యసనం కోసం వినియోగించడం చాలా తక్కువగా ఉంది.
* గత రెండు సంవత్సరాలుగా ప్రభుత్వ పాఠశాలల్లో కొంత మార్పు వస్తున్నట్లు, ఉపాధ్యాయులు పిల్లల గురించి పట్టించుకున్నట్లు తల్లిదండ్రులు భావిస్తున్నారు.
* చాలామంది పిల్లల తల్లిదండ్రులు పిల్లలకు పాఠశాలల్లో చదువు వస్తుందని నమ్ముతున్నారు. తమ పిల్లలు బాగా నేర్చుకుంటున్నట్లు భావిస్తున్నారు. ఆంగ్లం బాగా నేర్పాలని కోరుతున్నారు.
