<p>Hyderabad: Has the devastating floods in the state not moved its citizenry enough to come out and contribute its best for relief work ? If similar disasters in other parts of the country stirred people and industry players into action, working towards rebuilding what is lost, the flood-ravaged parts of Andhra Pradesh are getting just about old clothes and lots of rice. The generous donations to relief funds or concrete relief activities such as taking a team of volunteers to clear the waist-deep slush are conspicuously missing in this non-governmental disaster management.<span id="more-474"></span></p>
<p>While countless NGOs have jumped into the fray of relief activity, the direction they have taken is only adding chaos to confusion. Donations of money are hard to come by with social workers like V B J Chelikani Rao, who undertook flood relief activity in the city, pointing out that “people are willing to buy and send relief material but not willing to donate money’’. The little the NGOs are collecting is spent in buying stuff that they assume is needed by flood victims. “No medicines have been supplied to those in urgent need of it and people are instead being given kgs of foodgrain everyday, which is already in surplus,’’ says Zahid Qadri, secretary, AP relief coordination committee that is working in Kurnool and Mahbubnagar districts.</p>
<p>It is a different story that even Qadri’s initiative too revolves around food and clothes and not medicines or volunteers to clean up the mess since they have just not received any funds from a rather insensitive set of people who felt their goodwill act was limited to donating old clothes. Qadri lists out what all people need right now, which includes public toilets but says they are cash strapped to take up such relief work. “People are defecating on the streets now and there is an urgent need for these toilets but corporates, who can play a major role, are yet to wake up to the magnitude of the loss,’’ he says.</p>
<p>A severe crunch of helping hands from the various civil society groups, has left locals with no choice but to spend close to 14 hours everyday, cleaning their houses. “The old town of Kurnool is submerged in slush and garbage. What is needed is more people to clean the area, so that relief material can reach them,” said a volunteer.<br />
Locals in flood hit areas say most of these relief operations have only added to chaos as most NGOs are completely clueless about the requirements of the victims, clearly reflected in the garbage bins overflowing with food. What is worse is that just about a fraction of the flood-hit are receiving any relief, with those in the interior villages completely cut off.</p>
<p>Locals of Mahbubnagar say that more than 50 per cent of the relief is not reaching them. “Altogether there are about 400 villages that have been hit in the three districts. But almost 80-90 per cent of the relief material is being sent to Kurnool and some villages on the way, which comprises only 20 per cent of the total population affected by the floods,” says Mazhar Hussein, executive director, COVA. Even in Kurnool it is only the urban crowd that is eventually receiving some part of the relief.</p>
<p>What has also added to the commotion is the lack of organisation. Volunteers from the field say that most NGOs do not have local networks and, hence, are unable to reach the victims. While prominent, accessible areas of towns are receiving some relief, the rural population is not. “NGOs are just sending the items in trucks with a few people to distribute them. None of them have volunteers going and inspecting the areas and trying to find out what is needed where. As a result only a small percentage of victims are benefiting from them,” said <span style="text-decoration:underline;"><a href="http://www.carped.org" target="_blank">M Subhash Chandra of Centre for Action Research and People’s Development</a></span>, that is working for flood victims in Mahabubnagar.<br />
Relief, in some cases, is even adding to health concerns. “One part of Kurnool was sent borewell water packed in sachets. Close to 60 people fell ill after drinking that water,” said Mujeeb Khan from the NGO, Bhumi. He said that such situations were a result of certain NGOs jumping into the relief act without any prior experience of tackling such largescale calamities. <a rel="attachment wp-att-473" href="http://carped.wordpress.com/2009/10/13/civil-society-groups-clueless-helpless-in-doling-out-relief/getimage-toi-2/"><img class="size-full wp-image-473 alignleft" title="getimage toi" src="http://carped.files.wordpress.com/2009/10/getimage-toi1.jpg?w=460&#038;h=305" alt="getimage toi" width="460" height="305" /></a></p>

As India decides on a new government, He is on a journey through 11 states in 45 days meeting those on the ground in an attempt to gauge the mood of the people and sense the changes or the lack thereof in urban and rural areas and also to highlight the issues and perspectives that tend to go missing in the maze of news in the mainstream media.</p>
<p>In doing so, he met Mr.M.Bharath Bhushan, founder of CARPED, M.Subhash Chandra and Dr.Revathi members of CARPED who are working to bring change with studies, pilot projects and innovations.</p>
<p>Manoj Kewalramani in his posts, mentioned about issues in Telangana, CARPED, its activities, achievements and strength, he also focused on child marriages, health issues and exploitation, CARPED’s pilot project on popularizing RTI, social audits on BC scholarships, educational films in lambada language.</p>
<p>A social audit that allowed Backward Class students to claim scholarships promised to them, a mix of education, awareness and health camps that assisted the Gangireddula community, adopting legal recourse to expose the danger posed by quacks and to ensure that privatized healthcare doesn’t make a buck at the cost of the poor.</p>
<p>These were steps that altered the way the world worked but were small moves that took shape from and gave meaning to the term innovation and accountability – the atoms that begin the process of Change.</p>
<p>Aapnur Vaatema Vatekarah (Let’s talk in our language): A scheme of providing educational films in Lambada language to certain nomadic tribes in Andhra Pradesh aimed at eradicating the stigma related to HIV/AIDS – a project that has now been lauded by the World Bank and UNDP.</p>

<p><strong>Relocation: A flawed concept</strong></p>
<p>Hyderabad: Even as the world wakes up to the living condition of slum dwellers in India, <a rel="attachment wp-att-459" href="http://carped.wordpress.com/2009/02/25/guts-and-grit-amidst-grime/slumdog/"><img class="alignright size-full wp-image-459" title="slumdog" src="http://carped.files.wordpress.com/2009/02/slumdog.jpg?w=168&#038;h=122" alt="slumdog" width="168" height="122" /></a>courtesy ‘Slumdog Millionaire’, and agencies flock Dharavi in Mumbai to develop it, the plight of slum residents in Hyderabad is only deteriorating, rue activists. They say that the “proactive” attempts made by the Andhra Pradesh government towards “altering” the lives of these people have only proved detrimental to slum dwellers, as the government is successfully alienating them from the rest of the city.<span id="more-453"></span></p>
<p>There are 1,210 notified slums in the city, of which an estimated 100 are under threat of relocation, while a few have already been shown the door, locked out of the city in a suburb with no nearby school or job options for slum dwellers.</p>
<p>The central government’s Jawaharlal Nehru National Urban Renewal Mission (JNNURM) was started to remove slums in the state and rehabilitate slum dwellers, but most social workers say that the programme has done more harm than good. On the pretext of rehabilitation, the powerful “real-estate lobby”, in order to grab land in the city, packs off slum-dwellers to far-flung corners of the city. The impact of such moves is the most serious on children, they say.</p>
<p>Relocation, as Rajesh Prabhakar, state manager of CRY, Andhra Pradesh notes, is not only a demolition of dwellings, but also of lives and the worst affected are children who are driven into child labour due to lack of other opportunities.</p>
<p>“This scheme that is meant to provide better conditions for the underprivileged <a rel="attachment wp-att-460" href="http://carped.wordpress.com/2009/02/25/guts-and-grit-amidst-grime/slum-dog-2/"><img class="alignright size-full wp-image-460" title="slum-dog-2" src="http://carped.files.wordpress.com/2009/02/slum-dog-2.jpg?w=255&#038;h=351" alt="slum-dog-2" width="255" height="351" /></a>has only accelerated the drop-out rate amongst slum children. The drive for relocation has led to slum dwellers being forcibly evicted from their homes to obscure areas which have neither basic facilities like schools for children nor transport facilities which allow them to travel to schools in other areas. Under such conditions, most children who earlier went to school have no choice but to drop-out,” explains RTI activist Umesh Varma giving an example of a relocation site in Afzalnagar where a number of children have stopped going to school due to lack of transport facilities.</p>
<p>Activists also say that with relocation done in a haphazard manner, the inhabitants of slums are suddenly uprooted and relocated to unfamiliar places. Children are forced to leave their schools midterm, with no one responsible for getting the slum children admitted to other schools.</p>
<p>The lack of job opportunities for parents in these new locations is also a major concern, as they are often thrust into extreme situations where they have no option but to send their children to look for work elsewhere instead of educating them, says Prabhakar. “Work is difficult to come by in these remote areas so the parents obviously need extra pairs of hands to earn their livelihood. At times like these, they cannot afford to think about education,” he says.</p>
<p>The whole idea of relocation, activists say is a sugar-coated term to cover up a crime of the “land-mafia”. If incidents of eviction of this class to the periphery of the city in the name of rehabilitation continue, the dropout rate amongst slum children will soon reach 100 per cent and the kids will be exposed not only to child labour but also to other physical and social abuse, say activists.</p>
<p><strong>OUR REAL HEROES</strong></p>
<p>Hyderabad: Watching Jamal hop into speeding trains, land in unknown cities and take up odd jobs to earn a meal, in ‘Slumdog Millionaire’, was like revisiting his own days as a child for Oddepally Rajaiah. Though unlike Jamal, Rajaiah opted to run away from home in Warangal at the age of 10 years, driven by his desire to travel around the world, the rest of his story is much the same. Today with a Masters in Social Work, Rajaiah claims that his success is as sweet as his ‘brother’ Jamal’s and equally hardearned.</p>

<p>There are several rags-to-riches stories that Hyderabad is teeming with. Stories like that of Rajaiah who did not became a crorepati overnight, but landed a job that now earns him a princely sum of Rs 13,000 every month. Or that of a domestic child worker R Sridevi who was rescued and later went on to become a national handball player. Then there are more success stories of other deprived children who lived their dream of becoming an “officer” when they landed a government job.</p>
<p>While R Sridevi of Warangal was forced to take up a job as domestic help at an early age to support her old parents and younger brother and give up her love for the game of handball, Rajaiah left home driven by his love for travel. “I would hop into trains randomly, pose as a garbage boy as I never had money for tickets, and get down anywhere I wanted. I have been to Vijaywada, Bangalore, Chennai, Mumbai and finally Hyderabad where my life changed completely,” says the 26-yearold street boy turned social worker.</p>
<p>Having spent much of his childhood washing dishes at roadside eateries or begging at temple steps and sleeping on railway platforms, Rajaiah finally found an NGO-run shelter in the city, wherein he was also encouraged to resume education. A class V dropout, Rajaiah went on to clear his class X and XII, securing 84 per cent in the latter. He then opted for social work as his subject for graduation.</p>
<p>While Rajaiah was able to pursue his dream, for others such as Sridevi, juggling time between domestic work and handball practice was a daily challenge. She would practice in the evenings, after working all day. Her talent was soon noticed and the maid servant later went on to become a national handball champion with aid from various organisations. Sridevi is now reportedly flooded with job offers from different places and is a poster girl of sorts among the underprivileged girls in AP.</p>
<p>Born nearly two decades before Rajaiah or Sridevi, S Israel’s story is no different. Taking the first train out of his slum in Nellore district, the seven-year-old landed on the streets of Kolkata with no money or education. Israel was a rag picker, but with the help of kind soul who took notice of the child, was given both work and education. The 44-year-old now works with the Geological Survey of India.</p>
<p>But each of these success stories are riddled with various hurdles. In the case of Rajaiah, the used clothes that he wore (from the local resource management programme of the NGO) and the broken English that he spoke in was enough to alienate him from the rest of his class in college. At one time, he had even decided to run away from there, but stuck on realising that there were more serious issues in life than bad clothes. Predictably, he is proud of that he stayed on. “It’s been almost two years since I started working and I am greatly satisfied,” he says, adding that working for people from deprived backgrounds like his gives him immense satisfaction.</p>

<p>ప్రసవం అంటే ఒక కొత్త వ్యక్తిని కుటుంబంలోకి ఆహ్వానించడం. కానీ ఆహ్వానించే వ్యక్తే ప్రపంచం నుంచి కనుమరుగయితే కలలన్నీ చెల్లాచెదరై ఇంట్లో విషాదం తాండవిస్తుంది. దీనికి కారణాలు అనేకం.<span id="more-435"></span></p>
<p>ప్రసవం గురించిన ప్రా«థమిక అవగాహన లేకపోవడం వాటిలో మొదటిది. ప్రసవం అంటే అదేదో అతి సాధారణ విషయమనుకునే వారే ఎక్కువ. అందుకే కుటుంబ సభ్యులెవరూ ఆ విషయంలో తీసుకోవలసిన అదనపు బాధ్యతల గురించి ఆలోచించరు.</p>
<p>అయితే నగరవాసులు ఈ విషయంలో కొంత మెరుగైన దశలోనే ఉన్నారు. ప్రసవానికి ముందు డాక్టర్‌ను సంప్రదించడంతో పాటు, వారి సూచనలను కూడా పాటిస్తున్నారు. కాని కొన్ని సంప్రదాయాల కారణంగా తీరా ప్రసవానికి ముందు కొన్ని తప్పిదాలు చేస్తుంటారు. పురుడు తమ ఇంట్లోనే జరగాలంటూ పుట్టింటికి తీసుకు వెళ్లిపోతుంటారు. వైద్య వసతులు ఉన్నచోటైతే ఫర వాలే దు. కానీ, అవేవీ లేవని తెలిసి కూడా కొందరు ఎక్కడో కుగ్రామానికి తీసుకువెళుతుంటారు.</p>
<p>ప్రసవానికి కనీస వసతులు కూడా లేని చోట ఒక్కోసారి అది ప్రాణాపాయానికి దారితీయవచ్చు. ప్రసవ సమయంలో వైద్య నిపుణులలో అంటే వైద్యసేవిక (ఎఎన్‌ఎమ్‌), న ర్స్‌, డాక్టర్‌ లేదా గైనకాలజిస్టు వీరిలో కనీసం ఒకరైనా ఉండాలి. నగరాల్లో ఇటీవల ఈ సదుపాయాలు 60 శాతానికి పెరిగాయి. అంటే మిగతా 40 శాతం లేనట్లే కదా! అదే గ్రామీణ ప్రాంతాల్లో అయితే ఈ సదుపాయం 80 శాతం ప్రజలకు లేదు. ఆ 20 శాతమైనా అతి కష్టం మీద దూరప్రాంతాలకు వెళ్లి, ఆ సదుపాయాన్ని పొందగలుగుతున్నారు.</p>
<p>రక్తహీనత<br />
ప్రసవ మరణాలకు గల కారణాల్లో సాంప్రదాయం, అవగాహన లేకపోవడం, రక్తహీనత ప్రధానమైనవి. వీటిలో రక్తహీనత అది సులువైన చికిత్స. కానీ, మన దేశంలో జరుగుతున్న ప్రసవ మరణాలతో 20 శాతం ర క్తహీనత కారణంగా జరుగుతున్నవే. నిజానికి ఇది కేవలం మాత్రలతో పోయే సమస్య. అయినా ఈ నిర్లక్ష్యం కొనసాగుతూనే ఉంది.</p>
<p>- ఆహార విషయాల్లో కూడా మన వారిలో అపోహలు ఎక్కువే. గుడ్డు తింటే బిడ్డకు జత్తు రాదని, ఆకుకూరలు తింటే పిల్లలు నల్లగా పుడతారని ఇలా ఏవేవో అపోహలు ఉన్నాయి. అలాగే కుంకుమ పువ్వు తింటే పిల్లలు తెల్లగా పుడతార న్న అపోహలు ఉన్నాయి. ఇలా అవసరమైనవి తినకుండా అవసరం లేనివి తింటూ ఉంటారు. ఆకు కూరలు తినకపోవడం వల్ల రక్తహీనత పెరుగుతుంది.</p>
<p>- ప్రసవ మరణాలకు గల ప్రధాన కారణాల్లో రక్త స్రావం ఒకటి. ఇది ప్రసవ సమయంలో కావచ్చు. లేదా ప్రసవం అవగానే కావచ్చు.<br />
-రక్తపోటు అధికమై కొందరికి గుఱ్ఱపు వాతం (ఎక్లమ్సియా) రావచ్చు. తరచూ పరీక్షలు చేయించకపోతే ఈ సమస్యను ముందే గుర్తించడం సాధ్యం కాదు. కొన్ని సార్లు ఈ సమస్య రక్తపోటు పెరగకుండానే రావచ్చు.<br />
-పరిసరాలు పరిశుభ్రంగా లేనిచోట ప్రసవం అయితే ఇన్‌ఫెక్షన్ల బారిన పడే ప్రమాదం ఉంది. ఇంటిని పేడ తో అలకడం, పాప బొడ్డు మీద పేడను పెట్టడం వంటి సంప్రదాయాల వల్ల తల్లీబిడ్డలిద్దరికీ ఇన్‌ఫెక్షన్లు వచ్చే అవకాశం ఉంది.</p>
<p>నిర్ణయలోపం<br />
సరియైన వేళ సరియైన నిర్ణయం తీసుకోకపోవడం ప్రసవ మరణాలకు మరో ప్రధాన కారణం.<br />
ప్రసవానికి పుట్టింటికి తీసుకు వెళుతున్నప్పుడు ముఖ్యంగా మూడు విషయాల గురించి ఆలోచించాలి.<br />
- ప్రసవంలో ఏదైనా ఇబ్బంది తలెత్తితే వెంటనే తరలించడానికి రవాణా సౌకర్యం ఉందా ?</p>
<p>- అవసరమైనప్పుడు రక్తం దొరికే వీలుందా ? సర్జన్‌, మత్తు ఇచ్చే డాక్టర్‌ శిశువైద్యులు ఉన్నారా? ఇవన్నీ ముందే తెలుసుకోవాలి. ఉంటే వారు వెంటనే చికిత్స అందించే అవకాశాలు ఉంటాయోలేదో కూడా తెలుసుకోవాలి.</p>
<p>-అవసరమైన డబ్బు కూడా ముందే సమకూర్చి పెట్టుకోవడం చాలా అవసరం.<br />
- ప్రసవంలో అతిగా రక్త స్రావమైనా, లేదా మెదడులో రక్తస్రావం (హెమరేజ్‌) అయినా అరగంటలోనే ప్రాణాపాయం ఏర్పడవచ్చు.అందుకే రక్తం అందుబాటులో ఉండేలా చూసుకోవాలి.</p>
<p>- గ్రామీణ ప్రాంతాల్లో ఉండే వారు ప్రసవానికి ముందే హాస్పిటల్‌కు బాగా దగ్గరగా ఉండే లా జాగ్రత్తపడాలి. మరీ దూరంగా ఉంటే వెంటనే వెళ్లడం సాధ్యం కాకపోవచ్చు.. వెళ్లినా చాలా ఆలస్యమైపోతుంది.</p>
<p>- ప్రసవానికి ముందు కనీసం మూడు సార్లయినా డాక్టర్‌ను సంప్రదించాలి. మొదటి సారి నాలుగోనెలలో, ఏడవనెలకు ముందు ఒకసారి, ఏడోనెల దాటాక రెండు సార్లు చూపించాలి. లేదంటే కనీసం ఒకసారైనా చూపాలి. ఇలా అయితే రక్తపోటు స్థితిగతులను ఇంకేమైనా సమస్యలు ఉన్నా ముందే తెలుసుకోవచ్చు.<br />
రక్త సరఫరా<br />
కొంత మందికి ప్రతి కాన్పుకూ సర్జరీ అవసరమవుతుంది. రక్త హీనత ఉంటే మరీ ఎక్కువగా సమస్య ఉంటుంది. ఇలాంటి వారికి రక్తం అందుబాటులో ఉండడం చాలా అవసరం.<br />
-రక్తహీనత వల్ల మెదడుకు, గుండెకు కావలసినంత ఆక్సిజన్‌ అందదు. ఇది మరింత ప్రమాదం.<br />
-రక్తహీనత ఉన్నా కొందరికి ప్రసవం మామూలుగా జరగవచ్చు కానీ, తలీ ్లబిడ్డలిరువురూ అనారోగ్యంగానే ఉంటారు. ఈ లోగా మరోసారి గర్భం వస్తే ఆ పరిస్థితి మరింత దయనీయంగా తయారవుతుంది.<br />
- గుఱ్ఱపు వాతం సాధారణంగా ఏడోనెల తరువాత వస్తుంది. కొంత మందికి ఎప్పుడైనా రావచ్చు. దీనివల్ల తల్లికీ బిడ్డకూ ప్రమాదమే.</p>
<p>బాల్యవివాహాలు<br />
- ప్రసవ మరణాలకు బాల్య వివాహాలు కూడా కారణమే. ఇవి మన రాష్ట్రంలోనే ఎక్కువ. గర్భం ధరించడానికి 21 నుంచి 29 ఏళ్ళ లోపు కాలమే సరియైనది. దీనికి ముందైనా తరువాతైనా సమస్యలు ఎక్కువగా ఉంటాయి.</p>
<p>శారీరక పరిణతి రాకముందే గర్భం రావడం వల్ల రక్తహీనత సమస్య ఎక్కువ ఉంటుంది. కొన్ని సంస్థలు రక్తహీనతను నివారించే చర్యలు చేపడుతున్నా అవి సరిపోవు. ప్రసవం అయిన తరువాత చేసే బారసాలకు కొందరు అమితంగా ఖర్చుపెడతారు.</p>
<p>కానీ, అందులో సగం కూడా గర్భిణిగా ఉన్నప్పుడు ఆరోగ్యం మీద పెట్టరు. తొలినుంచే శ్రద్ద వహించి, అవసరమైన అన్ని జాగ్రత్తలు తీసుకుంటే ప్రసవ మరణాలను గణనీయంగా తగ్గించే అవకాశం ఉంది.</p>

<p>విద్యార్థులకు బ్యాంకు ఖాతా ప్రారంభించడానికి బ్యాంకు మేనేజర్లు దరిచేరనీయడం లేదు. రూ. 500 చెల్లించనిదే ఖాతా తెరవడం కుదరదని తేల్చి చెబుతున్నారు. ప్రభుత్వం మాత్రం జీరో అకౌంట్‌ పేరుతో ఖాతా ఓపెన్‌ చేసుకోవచ్చని ప్రకటిస్తున్నది. విద్యార్థి సంఘాల ఉద్యమం ఫలితంగా చిత్తూరు జిల్లాలోని మదనపల్లి, గుంటూరు జిల్లా నర్సరావుపేట, నల్లగొండలోని భువనగిరి జిల్లాలో మాత్రం ఇందుకు అంగీరించారు. అయినా ఇప్పటి వరకూ ఎటిఎం కార్డులు మాత్రం ఎవరికి అందలేదు. స్కాలర్‌షిప్‌లను సక్రమంగా అందించడానికి గత ప్రభుత్వం జీవో 90 ప్రవేశపెట్టింది.</p>
<p>ఇప్పుడు కాంగ్రెస్‌ ఆ జీవోను రద్దు చేసింది. అంతే కాకుండా ప్రభుత్వ ప్రైవేట్‌, కార్పొరేట్‌ కాలేజీలకు సైతం బడ్జెట్‌లో అధిక ని«ధులు కేటాయిస్తామని చెప్పింది. 2008-09లో పది లక్షల మంది బీసీ విద్యార్థులు స్కాలర్‌షిప్‌ల కోసం దరఖాస్తు చేసుకున్నారు. అందులో ఆరు లక్షల మంది విద్యార్థులు ద్వితీయ సంవత్సరానికి అడుగుపెట్టి 8 నెలలు గడిచినప్పటికి ఫీజు రియంబర్స్‌మెంట్‌ ఇప్పటికి అందలేదు. ఆరు లక్షల మందికి దాదాపు మూడు వందల కోట్ల రూపాయల పైబడి ఉంటుంది. ఈ బడ్జెట్‌ ఈ సంవత్సరానికి కేటాయించాల్సిన అవసరముంది. అలాగే ఈ ఏడాది కొత్తగా పది లక్షల మంది దరఖాస్తు చేసుకున్నారు. గతంలో డివిజన్‌ స్థాయిలోని వెల్ఫేర్‌ డిపార్ట్‌మెంట్‌ అధికారులకు బాధ్యతలు అప్పగించారు.</p>
<p>అప్పుడు కొంత మేరకు సక్రమంగా అమలయినప్పటికీ పూర్తిగా న్యాయం జరగలేదు. ఇప్పుడు ప్రభుత్వం ఎస్సీ, ఎస్టీ, బీసీ, మైనారిటీ విద్యార్థుల ప్రోఫెషనల్‌ కోర్సులకు ప్రవేశ రుసుం లేదన్నారు. ఈ విధానం ప్రైవేట్‌ కాలేజీలకూ వర్తిస్తుందని ప్రకటించింది. కానీ అన్ని కాలేజీల యాజమాన్యాలు ఫీజులు వసూలు చేశాయి. ఫీజు రీయంబర్స్‌ డబ్బులు మాత్రం ఇప్పటికీ విడుదల చేయలేదు. ఇప్పు డు ప్రభుత్వం జీవో 18ను జారీ చేసింది. రాష్ట్రంలో 470 ఇంజనీరింగ్‌ కాలేజీలున్నాయి. బి.ఎడ్‌ కాలేజీలతో పాటు పి.జి, ప్రోఫెషనల్‌ కాలేజీలు కలిపి 500 ఉన్నాయి.</p>
<p>ఎంబీఏ, ఎంసీఏ కాలేజీలు 300 వరకుఉన్నాయి. ఇప్పటికీ బీసీ విద్యార్థులకు కేటాయించాల్సిన రూ.232 కోట్ల రూపాయలను ప్రభుత్వం పెండింగ్‌లో పెట్టింది. ముఖ్యమంత్రి పెండింగ్‌లో ఉన్న స్కాలర్‌షిప్‌లు చెల్లిస్తామని వాగ్దానం చేసి విస్మరించారు. గతంలో ట్యూషన్‌ ఫీజులు కూడా చెల్లించారు. ఇప్పుడు ప్రభు త్వ ట్యూటర్‌లకు వేతనాలను నిలిపివేసింది. దీంతో ప్రైవేట్‌ పాఠశాల విద్యార్థులతో పోటీ పడలేకపోతున్నారు. ఉత్తీర్ణత శాతం తగ్గుతోంది.</p>
<p>రాష్ట్రంలో ఎస్సీ, ఎస్టీ, బీసీ రెసిడెన్షియల్‌ హాస్టళ్ళు 5 వేల వరకూ ఉన్నాయి. ఈ హాస్టళ్ల లో విద్యార్థులకు 1998 నాటి మెస్‌ చార్జీల ప్రకారం నెలకు 8,9,10 తరగతి విద్యార్థులకు 430 రూపాయలు, 3నుంచి 7వ తరగతి విద్యార్థులకు 370 రూపాయలు ప్రకటించింది. అప్పటి నుంచి ఇప్పటి వరకు కేవలం 25 శాతం మాత్రమే ప్రభుత్వం పెంచింది. ఈ సంవత్సరం నుంచి అది అమలవుతుంది. వాస్తవంగా పెరిగింది పరిశీలిస్తే 100 రూపాయలు మాత్రమే. నిత్వావసర ధరలు పెరగడం వల్ల విద్యార్థులకు పౌష్టికాహారం అందించడం లేదు. 2300పైగా హాస్టళ్ళకు సొంత వసతి లేక అద్దె భవనాల్లోనే కొనసాగుతున్నాయి. ఈ భవనాలకు ప్రహారీ గోడలు లేక పందులు స్వైరవిహారం చేస్తున్నాయి. దీంతో విషజ్వరాలు ప్రబలుతున్నాయి.</p>
<p>ఇటీవల కాలంలో కడపలో 20 మంది, రంగారెడ్డి, తిరుపతి, ఆదిలాబాద్‌, విశాఖ జిల్లాల్లో వందలాది మంది విద్యార్థులు ఆస్పత్రి పాలయ్యారు. హాస్టల్‌ విద్యార్థులకు సంవత్సరానికి నాలుగు జతల బట్టలు, ఒక పెట్టె, రెండు దుప్పట్లు ప్రభుత్వం మెనూ ప్రకారం ఇవ్వాలి. కాని దానికి భిన్నంగా వ్యవహరిస్తున్నది. రెండు జతల బట్టలు, ఒక పెట్టె, ఒక దుప్పటి మాత్రమే ఇస్తున్నారు. ఐ.టి.డి.ఎ ప్రాంతాలయిన చింతపల్లి, పాడేరు, ఖమ్మం, జిల్లాలోని ఇల్లందు, బూర్గంపాడు, ఆదిలాబాద్‌ గిరిజన ప్రాంతాల్లో ఇప్పటికీ దుప్పట్లు అందించలేదు. దీంతో విద్యార్థులు చలి బారిన పడ్డారు. కాస్మోటిక్‌ బిల్లు నెలకు యాభై రూపాయలు ఇస్తున్నారు. రాష్ట్ర వ్యాప్తం గా కాస్మోటిక్‌ బిల్లు 17 కోట్ల రూపాయలు పెండింగ్‌లో ఉంది.</p>
<p>ప్రభుత్వం ఇప్పటికైనా నైతిక బాధ్యత వహించి సంక్షేమ హాస్టళ్లకు సొంత భవనాలు నిర్మించాలి. మెస్‌ చార్జీలను 1000 రూపాయలకు పెంచాలి. దీనిపై ఆధికారులకు కచ్చితమైన ఆదేశాలు జారీ చేసి జీరో అకౌంట్‌ ప్రారంభించుకునేలా చర్యలు చేపట్టాలి. అలాగే విద్యార్థులకు స్కాలర్‌షిప్‌లను సకాలంలో అందించాలి. ఫీజు రీయంబర్స్‌మెంట్‌ నిధులు విడుదల చేయాలి.</p>

<p>If you are planning to burst crackers on Diwali, spare a thought for animals and birds who can be affected by the noise. The sensitive hearing ability of the animals turns to their disadvantage during the festival of lights. Dogs can hear the faintest of sounds in the frequency range of 45 hz to 67 khz, which is unbearable to the human ear.<span id="more-376"></span></p>
<p>According to veterinary doctors and NGOs working for animal rights, during the festival of lights, altered behaviour, irritability and changed eating patterns are common features among animals, both pet and stray.  &#8220;Birds can have heart-attacks due to the loud noise in the nights,&#8221; says Mr Gautam Gambhir of the NGO, Animal Saviour.</p>
<p>&#8220;Our advice to pet owners is to be near their pets, comfort and reassure them. They can also lock the pet in a secure room and if possible a family member can be with it so that they do not turn aggressive,&#8221; suggests Ms Geeta Sehsamani from Friendicos, an NGO for stray animals.   Mr Gambhir adds, that TV or music can be played loudly so that pets remain distracted.</p>
<p>&#8220;For birds, it is best to feed them early and cover their cages with a dark cloth by afternoon so that they fall asleep before the crackers start bursting in the evening. It is better to keep them in some silent place,&#8221; he adds. Both Ms Seshmani and Mr Gambhir feel that sedating the animal is not a good idea as it might become hyper.</p>
<p>&#8220;On Diwali, pets should always be fed early before they become anxious. However, it&#8217;s not just noise that affects the animals,&#8221; they said. The smoke in the air due to crackers also takes a toll on the animals as it can choke their respiratory tracts, and cause skin rash and cause eye allergies.</p>

<p>   There is trouble brewing in the green belts of the state with some districts reporting felling of trees and clearing of forest areas of shrubs and small plantations. Only this time, sounding the green alarm bell are not citizens but authorities who fear that the state&#8217;s forests are under a grave threat.<br />
   Forest officials say that over the last one year ever since the Scheduled Tribes and Other Traditional Forest Dwellers Act, 2006 is being implemented in the state there is massive threat of encroachment on forest land, the occupation of the land in many cases coupled with tree felling. Officials point out how the act has made many people hopeful of becoming beneficiaries of a similar bountiful law in the later years if they start occupying land now.<br />
   However, activists who had been demanding that such an act be brought out to protect the traditional tribals&#8217; right to forest land given the large scale brutal evictions of indigenous people from forest areas preceding the act, say that the act should be given time to be played out in its entirety before being branded as forest-unfriendly. Besides, they note that certain political parties are taking advantage of the act and tribals who are the rightful owners of land in these areas cannot be deprived of their land for this reason.<br />
   The act, also known as Recognition of Forest Rights Act, states that it recognises the right of scheduled tribes and &#8220;other traditional forest dwellers&#8221; who have been residing in forests for generations to occupy forest land. Environment activists admit that the act could have led to fewer problems had it not included nontribals.<br />
<strong><br />
Felling Trees For Land    </strong>Well, even as the man vs nature debate continues, forest officials say they have their hands full of cases of people wanting to own their piece of land even if they are not the rightful owners. While the eligibility to own a piece of forest land, as per the act, is strictly for those tribals who have cultivated this land for bonafide livelihood needs until December 13, 2005 or, in the case of non-tribals, have lived here for three generations. But the demand for this land has gone up so much ever since the act came into being, the officials in some districts such as Adilabad have put a stop on cultivation activity for now.<br />
   &#8221;In Adilabad district alone, 1100 hectares of forest area has been cleared (of trees) and in some places such as Kawal wildlife sanctuary trees are being felled by people in the sanctuary area,&#8221; says P Raghuveer, chief conservator of forests, Adilabad. He says that clearing has been rampant over the last one year even as the number of claimants of land has been multiplying with each passing day. He says the forest department has evidence in the form of satellite images taken in 2006 and those taken now that show how parts of the forest have been cleared.<br />
   Other districts reporting similar activity include Khammam, Visakhapatnam and Warangal. Officials explain that some people are even willing to get arrested hoping that once there is a similar act in the future, the police records would serve as valid government documents recording their presence on this land during this time, making them legitimate owners later.<br />
   Officials say that the act coupled with the ‘bhoopuratam&#8217; movement has instigated people to occupy the forest land and in turn fell trees. Besides, they say immense pressure from the government for implementation of this act, given that elections are round the corner and the tribal community benefiting out of this new act is now a potential vote bank. Officials say there are even some unscrupulous elements who have jumped on the bandwagon and are instigating people to start occupying land if they wish to become legitimate owners later and in some cases are even collecting money from them.<br />
   P A V Udaya Bhaskar, chief conservator of forests, Visakhapatnam points out at another crisis looming large on forest lands. The ‘vana samrakshan samitis&#8217;, a local group of villagers appointed by the forest department to safeguard its green cover are now being lured by the ‘individual right&#8217; they could exercise on this forest land if they become beneficiaries of the act. So, the protectors who are promised 50 per cent of the earnings made of the forest produce, now wish to have a larger share of the pie, by becoming owners.<br />

Identifying Beneficiaries    </strong><span style="text-decoration:underline;">Those working for tribal rights say that the act is a progressive one and describe reports of tree felling as ‘sordid&#8217; hampering the proper implementation of the act. &#8220;The act came into effect after a decade of struggle.. it gives tribals legal claim on this land which is their traditional land and their right,&#8221; says M Bharath Bhushan, anthropologist who specialises in the issues of the Koya tribe. He says that act has come as a saviour for many tribals who were fighting for this right and now finally have possession of it. He points out that there were many who were displaced from their ancestral property because it fell in the forest area and their survival was at stake. &#8220;If you consider such cases, the act is a progressive one,&#8221; he says.<br />
</span>   Activists say that tribals are not felling trees because of the act but to cater to their survival needs.<br />
   However, there are others who point out the act has blundered in identifying the beneficiaries. While they admit that the indigenous people have benefited from this, the inclusion of &#8220;other traditional forest dwellers&#8221; the focus of the law is diluted. &#8220;Tribals have emotional, psychological and cultural attachments with the forest and they always lived in the forest.. non-tribal forest dwellers do not take livelihood activities in forests by choice,&#8221; states the Asian Indigenous and Tribal Peoples Network (AITPN) in its article on the act. &#8220;We had found that people who had migrated from neighbouring nations too had become landlords (in this forest land). So who is the final beneficiary (of this act),&#8221; asks Santosh Sharma, legal officer with AITPN.<br />
   &#8221;Even conservationists have a problem with the act and describe it as the end of forests in India. But people are part of the environment. There can be no wilderness without people,&#8221; says Priya Srinivas, an activist with Campaign for Survival and Dignity, an umbrella platform of 250 organisations working on the issue of tribals in forests. Srinivas says that reports of tree felling following the implementation of the act are coming from various parts of the country and there are eight cases pending in the high courts and the Supreme Court to scrap the act to protect forests. &#8220;This is fear mongering. Evacuations (of tribals) are still continuing,&#8221; she says.<br />
   In Karnataka, for instance, tribals in Nagarahole forests (now notified as the Rajiv Gandhi National Park area), located about 80 km from Mysore, are constantly under the threat of being evicted, despite the presence of this act.<br />
   However, forest officials in AP say that the state government here is in a hurry to give even patta bluebooks to the tribals to establish their ownership credentials for this forest land. Whether tribals continue their traditional practice of symbiotic co-existence with trees remains to be seen. </p>

<p><span style="text-align:justify;">   The National Knowledge Commission believes there is a growing tendency among talented students to pursue studies in areas other than mathematics and basic sciences. But, why is it so? According to government officials, the curriculum is outdated and needs to be overhauled and learning pedagogies needs a revamp; academicians say that there are neither any incentives nor motivation to experiment and innovate; and students feel that it&#8217;s all about securing high marks and nothing more. So, is actual learning even taking place? And if it isn&#8217;t, then how can we nurture young scientists and mathematicians? <span id="more-265"></span></span><br />
<span style="text-align:justify;">   According to Marmar Mukhopadhyaya, former joint director, NUEPA and director, ETMA, students need to be taught subjects in ways that relates them to real-life situations. He says: &#8220;If I ask my students as to what temperature they enjoy tea or coffee, I am sure most of them would be keen to experiment and in the process learn the concept faster than by merely reading the texts. So, knowledge should be linked to real-life situations.&#8221; But, then again, how feasible is such a suggestion in the present context where a teacher has to complete the syllabi in a stipulated time? </span><br />
<span style="text-align:justify;"><strong><br />
The problem</strong>Different kinds of problems can be seen in different set-ups owing to a variety of factors. While most teachers agree to the fact that an &#8216;activity-based&#8217; approach is essential to bring back the lost interest in these subjects, there are various constraints that act as barriers in the process. Here is an indicative list of problems faced by most educators: High teacher-student ratio Outdated curriculum Inadequate interaction Time constraints to finish the syllabi, so no innovation Marks-oriented education system that encourages/forces rote learning Lack of motivation among teachers. And hence, the following possible solutions. </span><br />
<span style="text-align:justify;"><strong><br />
Motivating teachers</strong>Says A P J Abdul Kalam, a scientist and former President: &#8220;Teachers play a pivotal role in inculcating interest among students and, therefore, they need to have a love for the subject to deliver their best. They should package the information in such a way that it becomes interesting for students.&#8221; Kalam was speaking at a national conference on &#8217;science and maths education in secondary schools&#8217; organised recently in the Capital by SRF Foundation in collaboration with the ministry of human resources development (MHRD). He recommends: &#8220;Students should be told what science discoveries have led to. Besides, the syllabus and teaching should include some actual case studies to nurture the young minds.&#8221; Similarly, Subhash Khuntia, joint secretary, department of school education and literacy, MHRD, adds: &#8220;We need, now, to create a scien</span><span style="text-align:justify;">tific temper in students. No amount of infrastructure or books can help students unless there is a motivated teacher. But, once there is such a teacher, then everything else falls into place.&#8221; </span><br />
<span style="text-align:justify;"><strong><br />
Knowledge construction    </strong>Hukum Singh, professor and head (science and mathematics), department of education, NCERT, says: &#8220;Learning should be such that it encourages &#8216;construction of knowledge&#8217; by students. They shouldn&#8217;t limit themselves to what is being taught. So, teaching methodologies should be such that students should be able to construct knowledge from whatever they gather from classroom teachings, the environment, their family and so on.&#8221; </span><br />
<span style="text-align:justify;">   On the present assessment system, he states: &#8220;The long answer type questions should be structured in such a way that it tests concepts and application of concepts. This will encourage students to think before answering. This will also evaluate as to what extent students have actually understood the concepts.&#8221; </span><br />
<span style="text-align:justify;"><strong><br />
Curriculum revision    </strong>Sujatha Ramadorai, member, National Knowledge Commission, opines: &#8220;We need to streamline the curriculum, emphasising a well defined set of the most critical topics in early grades. We need to integrate pedagogical research, especially in mathematics and the mode of instruction should neither be completely student-centric nor teacher-directed.&#8221; She also added that special emphasis should be given to knowledge and skills. </span><br />
<span style="text-align:justify;">   Adds Abhinav Dhar, senior vice-president, Educomp Solutions Ltd: &#8220;Ideally, a learning system should include evaluation, synthesis, analysis, application, comprehension and knowledge. This is what the curriculum </span><span style="text-align:justify;">should come to include.&#8221; </span><br />
<span style="text-align:justify;"><strong><br />
Practical approach    </strong>According to Mukhopadhyaya: &#8220;For science, the focus should be on simulation exercises, case studies, experiments and explorations, solving real-life problems, research, re-inventing and re-discovering than merely adhering to textbooks. There is a need for reconstructing textbooks and learning materials, classroom reorganisation and building a teacher&#8217;s capacity.&#8221; </span><br />
<span style="text-align:justify;">   Elaborating on classroom reorganisation, he says: &#8220;Besides the curriculum, the infrastructure also needs to be overhauled. Why should every classroom be rectangular with students sitting in rows? They can be seated in groups in a circle. They can even be seated on the floor instead of the furniture. The idea is to create opportunities for students to interact with each other.&#8221; </span><br />
<span style="text-align:justify;"><strong><br />
Technical help    </strong>&#8220;The ICT revolution has been very helpful as many concepts can now be taught effectively,&#8221; opines Khuntia. This is so, not only because the visual medium has a better retention span, but also because students find it easier to understand. Besides, multimedia is far more interactive than textbooks. </span><br />
<span style="text-align:justify;">   Says Sanjiv Aggarwal, deputy director, Mathematical Sciences Foundation: &#8220;Even with simple applications like Windows Paint, students can learn to draw curves, quadratics, parabolas. This makes learning interesting.&#8221; </span><br />
<span style="text-align:justify;">   He adds: &#8220;There is a variety of software available today that students can use to interact with at different levels. Even for higher classes, it is easier to understand concepts like volume of a cone, for instance, as students can justify for themselves their formulae through various visual media and animations.&#8221; </span></p>

<p>వర్షాకాలం వచ్చింది. మన్యం మంచం పట్టింది. వైద్యం అందక గిరిజనం అల్లాడుతున్నారు. ప్రతి ఏటా ఈ సీజన్‌లో విషజ్వరాలు, మలేరియా, అతిసారం, డెంగ్యూ తదితర వ్యాధులతో వందల మంది అడవి బిడ్డలు మృత్యువాత పడుతున్నా.. ముందస్తు చర్యలు చేపట్టాల్సిన సర్కారు నిర్లిప్తంగా వ్యవహరిస్తోంది. ముఖ్యంగా రక్షిత మంచి నీరు లభించడం లేదు. దోమల నుంచి రక్షణ కల్పించే తెరలను అందరికీ ఇవ్వడం లేదు. ఏజెన్సీల్లో వైద్యం అందించేందుకు పూర్తిస్థాయి సిబ్బంది కరవవుతున్నారు. ఫలితంగా ప్రాణ నష్టం ఎక్కువగా ఉంటోంది. గత నాలుగునెలల కాలంలో ఆదిలాబాద్‌ జిల్లా ఉట్నూరు ప్రాంతంలో రెండు వందల మంది గిరిజనులు ప్రాణాలు కోల్పోయారు. ఇటీవల విశాఖ జిల్లా చింతపల్లి ఎమ్మెల్యే జి.దేముడు కూడా సెలబ్రిల్‌ మలేరియాతో బాధపడ్డారు. ప్రతిఏటా ఈ సీజన్‌లో తనకు మలేరియా వస్తోందని ఎమ్మెల్యే చెప్పారు. ఆయన సంగతే ఇలా ఉంటే.. ఇక సామాన్యుల గతి నానాటికీ తీసికట్టుగా మారుతోంది.<br />
రాష్ట్రంలోని ఏజెన్సీలు జ్వరాలతో వణుకుతున్నాయి. విశాఖ జిల్లా పాడేరులో పరిస్థితి విషమిస్తోంది. ఖమ్మం జిల్లా కుక్కునూరులోని గ్రామాల్లో విషజ్వరాలు వ్యాపిస్తున్నాయి. ఆదుకోవాల్సిన సర్కారు ప్రతి ఏటా మొక్కుబడి చర్యలతోనే సరిపుచ్చుతోంది. వైద్యం అందించేందుకు పూర్తిస్థాయిలో సిబ్బందిని నియమించడం లేదు. దిక్కుతోచని స్థితిలో అడవి బిడ్డలు సంప్రదాయ ఆకు రసాలనే నమ్ముకుంటున్నారు. వైద్యులు అందుబాటులో ఉండకపోవడంతో అవగాహనలేని కింది స్థాయి సిబ్బంది తమకు తోచిన రీతిలో వైద్యం చేస్తున్నారు. &#8221;జ్వరాలు ప్రబలినప్పుడల్లా రక్తపూతలు సేకరించి మలేరియా కాదంటున్న వైద్య వర్గాలు.. గిరిజనులకు మలేరియా నివారణ మాత్రలే ఎందుకు ఇస్తున్నారు&#8221; అని ఎమ్మెల్యే దేముడు వేసిన ప్రశ్నకు సమాధానం చెప్పేవారు కరవయ్యారు.</p>
<p>రాష్ట్రంలో ఉన్న తొమ్మిది ఐటీడీఏల పరిధిలో గిరిజన సంక్షేమశాఖ లెక్కల ప్రకారం 998 వైద్య సిబ్బంది పోస్టులు ఖాళీగా ఉన్నాయి. వీటిలో కీలకమైన వైద్యాధికారి పోస్టులు 145 ఉన్నాయి. అయితే కొన్నింటిని భర్తీ చేశామని ఈ స్థాయిలో ఖాళీలు ఉన్న విషయం వాస్తవం కాదని వైద్య, ఆరోగ్యశాఖ వర్గాలు చెప్తున్నాయి. స్టాఫ్‌ నర్సులు, మల్టీపర్పస్‌ హెల్త్‌వర్కర్స్‌ ఖాళీలు అధిక స్థాయిలో భర్తీ కాకపోవడంతో ఆదివాసీల్లో అవగాహన కల్పించే వారు కరవయ్యారు. పార్వతీపురం ఐటీడీఏ పరిధిలో కీలకమైన జిల్లా వైద్య, ఆరోగ్య ఉప అధికారి పదవి కూడా ఖాళీగా ఉండటం పరిస్థితికి అద్దం పడుతోంది. సీతంపేట, పాడేరు, భద్రాచలం, శ్రీశైలం ఏజెన్సీల్లో ఎక్కువ ఖాళీలున్నాయి.<br />
ప్రత్యేక చర్యలేవి?<br />
ఏజెన్సీ ప్రాంతాల్లో వైద్య సిబ్బంది పోస్టులు గత కొన్నేళ్లుగా ఖాళీగానే ఉంటున్నాయి. నిబంధనల ప్రకారం కొన్ని ఖాళీల్లో స్థానిక గిరిజనులను మాత్రమే నియమించాల్సి ఉంది. ఏజెన్సీ ప్రాంతాల వెనకబాటుతనంతో అర్హులైన అభ్యర్థులు దొరకడం లేదని ప్రభుత్వవర్గాలు చెప్తున్నాయి. గతంలో విద్యా రంగంలో ఇదే పరిస్థితి ఎదురైతే.. దశాబ్దకాలం క్రితమే ఏజెన్సీ గిరిజనుల కోసం ప్రత్యేక బీఈడీ కళాశాలలు ఏర్పాటుచేశారు. అలాగే వైద్య, ఆరోగ్య రంగానికి సంబంధించి కూడా ఆ వర్గాలకు ప్రత్యేక శిక్షణ ఇప్పించి పోస్టులు భర్తీ చేయగలిగితే పరిస్థితి కొంత అదుపులోకి వస్తుందని అధికారవర్గాలు పేర్కొంటున్నాయి.<br />
మరణాలు వాస్తవం: శాంతాసిన్హా<br />
ఆదిలాబాద్‌ జిల్లా ఉట్నూరు ఏజెన్సీ ప్రాంతంలో విషజ్వరాలు, పౌష్ఠికాహార లోపంతో పిల్లలు మరణిస్తున్నారని జాతీయ బాలల హక్కుల కమిషన్‌ ఛైర్‌పర్సన్‌ శాంతాసిన్హా పేర్కొన్నారు. ఆయా ప్రాంతాల్లో తాము బహిరంగ విచారణ చేపట్టినట్లు మంగళవారం ఆమె సచివాలయంలో నిర్వహించిన విలేకరుల సమావేశంలో తెలిపారు. రాష్ట్రంలోని ఉట్నూరు, విశాఖ, విజయనగరం, శ్రీకాకుళం ఏజెన్సీ ప్రాంతాల్లోని మరణాలపై తమకు ఫిర్యాదులు అందాయని చెప్పారు. తక్షణ చర్యలు చేపట్టాలని ప్రభుత్వ అధికారులకు ఆదేశించినట్లు ఆమె పేర్కొన్నారు. త్వరలోనే తాము ప్రభుత్వానికి నివేదిక అందజేస్తామన్నారు. గిరిజనుల్ని కాపాడేందుకు చర్యలు తీసుకోని పక్షంలో అధికారులకు సమన్లు జారీచేస్తామన్నారు.</p>
